Example of error:

1. Energy must be used efficiently, which means that vehicles, for example, do their work with a minimum of waste.

In (1) the absence of any modal verb at all would indicate that it is already a fact that machines do their work with a minimum of waste. The intended meaning, however, is that this is not the case now but would be desirable.
