The cognates of control have the meaning of 'check, inspect, examine' in German and many other languages, as well as the English meaning 'manage, direct, have power over,' but English has only the latter sense. To make things even more confusing, the sense of the word in border contexts veers strongly toward that of 'examine' (passport control, border control).
