Mr. Chan Sok Khieng, President of Norton University, together with his management team and nearly 500 students joined H.E. Chear Sophara, Governor of Phnom Penh City, on a tree-planting ceremony held last 11 October 2001. This activity was organized by the Governor, and Norton University is privileged to be part of this ceremony. Before the tree planting, Mr. Chan Sok Khieng, delivered his speech with a theme, “”Developed Society in a Clean and Green Environment.”

 
“Norton’s participation in this ceremony is one way of performing our socio-economic duties—we at Norton recognizes our duty to promote not only good education but to equip the society

with morally & socially responsible citizens, to protect our environment –to make it clean and green,” the Rector said. 

In his speech, he also congratulated the governor, “May I also take this opportunity to congratulate our Governor, H.E. CHEAR SOPHARA, for his achievements. For the past 35 years, I have not seen anyone more vigorous than he is. He has contributed much to the success and development of our people, the society and the city as a whole. If you will allow me, I will describe him as the most active Governor in this time of Cambodia’s awakening. Only 3 years in his post, he has done marvelous jobs---from the repair and construction of our roads and infrastructure down to his concern to alleviate poverty in our city. If I may also mention his efforts to close down the “red light zones” of the city in order to protect the fragility of our youth, to protect them from the widespread of AIDS virus, prostitution and many other forms of  human trafficking.   

In behalf of the management and students of Norton, we commend you for a job well-done! In whatever form, Norton University will continue to be your ally in order to preserve our resources, to maintain a clean and green environment and to improve the standard living of our society. “In closing, he urged everyone to ”become active promoters of a clean and green environment. This not only benefit you but the generations to come. We need to preserve the environment for our children. Trees are considered to be one of the sources of water and life. We live in a cycle, trees need people and people need trees. “
 

The governor also delivered his speech and he apprised those who are present that the project’s completion is very dependent on foreign donations. He has high hopes that this development project will finish in 1 or 2 years time so that the citizenry would feel the impact the soonest possible time.

The governor assured the public that he would continue to be “a man of action.” In his speech, he delivered some jokes and talked very natural.

The activity lasted for more that two hours and as Mr. Chan Sok Khieng said, ‘’today is a new milestone of Phnom Penh City—the beginning of the “The Future Annex of Phnom Penh’s  Development.”
