*SWAT Kat knowledge (doesn't matter how much!)
*IRC (Inter-Relay Chat). The program can be found here.
*The willingness to work with insanity (there's plenty of it!)
*Lots of chocolate and Pixi Stix. (Psst! -- They're sacred!)

First off and foremost, please read the rules. It's important you know what the concept of this RPG is before you even consider applying. They're being updated almost constantly, so please be aware of them. If you have any concerns/comments on any of the rules, e-mail me and we'll talk!  For now, read yours truly's ramblings on what the M.B.I is among other areas, and how to submit a BIO. 

 

About the M.B.I

    The Megakat Bureau of Investigation (M.B.I) is settled in its own headquarters in downtown MegaKat City. The agents, called Megs by those who know them, run the bureau as legal vigilantes. In other words, they run the law the way they see it, but by the permission granted by the city, they cannot be arrested by the Enforcers.  As their name shows, they're investigators. However, they are also essential for high risk operations, which is why a small number of them are part of the S.W.A.T (Special Weapons And Tactics) Team of the organization. 
Their leader, Captain Jason Korat, has the highest ranking. Rankings that fall below the captain are the lieutenant, sergeant and agent. The one who runs the bureau itself is the director, however, Dir. Mark Jones is hardly seen around headquarters.
    Even though they may be known around the city, the bureau may not have the many privileges that the Enforcers receive. Due to the fact that the bureau was founded as and still is considered a non-profit organization, then the budget  really isn't in the highest area. Used for weapons, computer equipment and whatnot, the budget is enough to cover regular weapons such as handguns and rifles. Even though their utility of defense isn't the high tech lasers used by the Enforcers, they're pretty efficient. 
    The agents are what make the bureau known. Almost all of them in their early twenties, the young kats know the routine they are experiencing.  With a college education coming along with the job, they get the knowledge they need. The agents also include some of the strangest beings, a few of them not fully kats. The Cyberkats are part of them.
    While they are part of the vigilante area, this doesn't mean the M.B.I. is trying to do a SWAT Kat's job. They know the SWAT Kats are out to protect the city. The least the Megs can do is offer any needed backup and, if they have to, rush in to fight if one or both is down.  And, this also goes for the Enforcers. As much as they are to be or not to be disliked by MegaKat City's main line of defense (they were there first, can we blame them?), the Megs are there to help. However, as the vigilantes they are, the Megs aren't out to break the rules. They're not out to break any speed limits and give out a warning before firing a shot. They follow the law, they stick to it... as hard as it may be. 

 

Submitting a Bio -- What to look for...what to be careful with...
   
All I'm asking for is a little originality. Easier said than done, no?  True. Making up a character usually takes a lot of thinking -- you want him/her to be one of a kind, someone no one's ever thought of, all that good stuff.   However, your character doesn't have to be the most powerful being in the universe or have a job at City Hall to be recognized. Even the weakest of all characters tend to get some attention (look what it did to Lt. Comm. Steele -- but, you don't want to be Steele, so....). 

Name -- Your character's name (first and last are fine!). And, it doesn't have to be lengthy. (Trust me, you write "Princess Angelina Contessa Louisa Francesca Banana Fana Fo Fesca... the Third" and I'll run screaming into the night.)

Code Name -- Don't confuse this with the MCN (Mission Code Name). The code name is what your character (should s/he be an Enforcer or a Meg) is called around HQ. E.g. --Lt. Felina Feral's code name around Enforcer HQ would be "Lt. Feral". Capt. Jason Korat's code name around MBI HQ would be "Capt. Korat". If your character is a vigilante, then consider your code name as a cal sign (you wouldn't need an MCN then).

Mission Code Name -- Your MCN is like a cal sign. For example, Enforcer Lt. Jessie Clawson's MCN is "Sharpshooter". MBI Agent Silas Greypaw's MCN is "Sypher".

Age -- Your character's age. In most cases, I'd prefer if your character ranked between 18 and 40 yrs. of age. (Ever heard of a teenager become an Enforcer at the age of 15?) This doesn't mean that I don't accept characters with younger or even older ages.

Character Species -- Your character's species. Is s/he a feline? A canine? (Read the host ranting below about different species). 

Gender -- Is your character male or female. No, no mixed genders. Sorry.

Height -- How tall is your character? (As long as s/he isn't an incarnate from the munchkins in "Wizard of Oz"....)

Status -- Is your character an MBI agent, an Enforcer or a vigilante? (Read the host ranting on the vigilante deal.) A villain? A civilian? 

Physical Description/Characteristics -- What does your character look like? Any special features (other than the great body and dashing eyes!!)? What color fur?  What are his/her abilities? And, on characteristics, what's his/her attitude? How does s/he view things?

Special Relationships -- read the host ranting below on this one. 

Past History -- Where was your character born? Raised? Education? Why s/he joined the Enforcers/Megs/became a vigilante/villain?  Please, an "unknown" on this area doesn't cut it! Unless you want your character to be *really* mysterious, then other players would like to know who they're talking to/dealing with. 

Present History -- Where your character is currently. 

Basic host ranting. You may want to read this.

Magic/Sorcery --  Okay, so I don't have any trouble with a little bit of magic. However, while your character has the power to turn people into bunny rabbits or make them say "Mommy, I'm a birdie!" or whatever, that character has got to have some form of weakness. And, don't forget your character has no say over what happens to another player's character. Otherwise, what's the point? You're there to attack the bad (or good guy, depending what your side is here) and save the day. Bravo. What happened to the challenge? What happened to the plot? There's no easy way out in battles. You have to devise a plan somehow and, as hard as it may be, you need others there to help you.  Magic/Sorcery can be a dangerous form of power gaming (read the rules for the definition of power gaming), and thus can be the result of an incredible amount of anger among RPG members. If your character were to use any type of magic, then make sure you're fair to the other members. 

Other Species/Non-Kats -- As stated, I'll accept furries related to kats (lynx, panthers, etc.) or any other furry (wolves, dogs, etc.) for a character. However, I'll have to get a point straight.  This is MegaKat City. This is a city inhabited by kats. I don't mind your wolf or whoever species as a character, but I would prefer it if your character was mainly a kat. That's what the show was based on -- kats. 
Okay, so you want your character to be something else that is not a kat. Fine. I'll live with that.
However, making your character a different species doesn't mean that they're ten times better than kats.  I don't care if in the real world the lion is the king of the jungle and thus king of all feline species. And, please, cut down on the whole "kats look down upon other species" deal. There's no such thing.  If there's one thing I don't want to see in a BIO is "s/he was looked down and rejected by the Enforcers because s/he was a wolf and, since the Enforcers don't like wolves, s/he decided to move into the hangar where s/he met Jake and Chance who took her/him in with open arms."  I'm sorry. Any BIO sent to me with any type of "species-ism" will most likely be frowned upon and won't be accepted unless a solution is found. 

Vigilantes/SWAT Kats -- So you rather work alone. Either that, or you don't want to have anything to do with Megakat City's main line of defense and go about it your own way. ::shrugs:: Okay. No sense in arguing with that logic. However, I'd like to point something out. As much as I'm sure both T-Bone and Razor would like more to join their SWAT Kats team, there's a chance that those two would rather go about it by themselves (just the two of them) than worrying about other members of their team falling in the line of fire. That's how they started off and, hate me right now for saying so,  that's how they should be seen. Just the two of them as the SWAT Kats. And, this means that they remain where they are currently (with only one Turbokat, Cyclotron (okay, maybe two), Hoverkat, etc. and leaving the garage and hangar as it is). So, I'm sorry. I'd like to see T-Bone and Razor only as SWAT Kats. ::runs, RUNS for her life::
You want your character to be a vigilante?  Well, form your own act of vigilantism. Just remember -- no one's here to one-up everybody else. Be creative with your character, but be fair. 

Relationships -- We're not here to extend anybody's family. Thus far, if you've read the BIOS, both T-Bone and Razor each already have a next of kin. This is how far it'll go (unless you discuss it with myself). Don't forget the RPG is not based on your fanfiction universe! Many of the players may have not read your fanfiction (if you've written any) and may not know what in the world is going on. So, if in your fanfiction your Mary Ann Kattison married Jake Clawson and had three children, it's not going to get past the rules in this universe. This RPG is a combination of many universes, so don't expect us to be ringing the wedding bells on your character's account anytime soon.  This also goes for any other character (let it be a player's character or a wildcarded character). If you want your character to be related to someone, talk to me first, and we'll discuss it with the other players to see what they say. 

Good Guys vs. Bad Guys -- So you want to be a good guy. Reasonable enough. You want to be so good that there's no way you'd want to role-play a villain.  Now, I know it could be difficult to try to convince anybody to RP a villain, but there's got to be a villain for some kind of plot somehow.  And, it doesn't have to be for the entire RPG either. A temporary character is fine! In almost every RPG there'll be more good guys than bad.  Let's try to even the odds out a bit, shall we? :) 

Role-Playing/Side Plotting  -- Role playing has gained its name for a purpose. You role-play a character you seem fit. And, you try to find your way into a plot and make sure to stick to it. Don't expect others to find you alone and drop everything to poke you in the ribs and drag you into the plot. There's no way someone will tell you "don't you dare put your character in here and do so and so without me saying so first!"  (Any type of outburst like that one will result in an immediate warning by myself.) Also, if you and another player(s) find yourselves unable to stick to the current plot, then go ahead, make up a side-plot of your own (as long as it sticks to the PG rating!!). There's a high chance that I'm unlikely to forbid any side-plotting (I enjoy it for one!). :) Also, don't forget this key: You need a team to role-play, not an audience. If people find you role-playing with yourself, chances are they'll either get bored quick and leave, or try to get into the plot. Either way, you'll have to accept things the way they are.
