Some of Meganomics’ concluded and ongoing projects include the following: Meganomics has forged an agreement with the Philippine Poultry and Livestock Cooperative (PPLC) in 1991 and its network of established cooperatives for a corn/feed grain marketing brokerage and financing scheme alongside with bulk importation of essential feed ingredients. PPLC will be assured of a constant supply of quality corn and other feed ingredients. A multi-million credit line from the Land Bank of the Philippines has been packaged by Meganomics to expand and fully operationalize the Project. In 1992 to 1993, Meganomics packaged for the National Agricultural and Fishery Council (NAFC) and the Department of Agriculture a proposal document on the eradication of Foot-and-Mouth Disease (FMD) in the Philippine and strengthening of the National Meat Inspection System which serves as the basis for their seeking official development assistance from FAO/UNDP and the Australian Aid. The proposal document helped promote and enforce the product quality and safety standards in Philippine agricultural products. In collaboration with Orient Integrated Development Consultants, Inc., Meganomics completed in 1992 a socio-economic profile of selected projected sites in Cagayan Valley for the implementation of the DENR-WB Project on Environmental and Natural Resources – Second Adjustment Loan (ENR-SECAL). The socio-economic profile covered the rural development aspect as well as the environmental assessment of the selected project sites. Meganomics prepared a full-blown Feasibility Study for setting up a National Cooperative Apex Bank (NCAB) for the Cooperative Foundation of the Philippines, Inc. (CFPI) and the National Cooperative Movement of the Philippines in 1992. The feasibility study also covered the project’s financial analysis to determine its viability. Meganomics completed the Feasibility and Viability Studies of People’s Bank in five (5) provinces (Butuan, Ifugao, Nueva Ecija, North Cotabato and Camarines Sur in the Philippines for the Philippine Rural Reconstruction Movement (PRRM) in 1992. The objective of the PRRM is to provide an alternative financial institution for the rural majority, thereby improving their capacity to influence ease access to credit and allied development assistance in their favor. Meganomics assisted PRRM’s cooperative development and savings mobilization efforts within the framework of project cycle management covering project identification, formulation and detailed design, complementation, monitoring and evaluation. Meganomics entered into a partnership with Darling Downs Group Operators Pty. Ltd. (DDGO) of Queensland, Australia, Arañez Foods Corporation and other local investors to formulate a business plan for a projected 30,000-head cattle breeding, growing and processing facility in Batangas, Palawan and Bukidnon in 1992 and 1993. In support of rural-urban industrial development in CALABARZON area, Meganomics completed a feasibility study and investment/loan packaging with the Land Bank of the Philippines on a concrete joist-manufacturing project in Malvar, Batangas in 1992. In June 1998, in collaboration with Ugnayang Tulong sa Pilipinas, Inc., Meganomics has been awarded a P3.4 million contract by the Land Bank of the Philippines to design a model for an Integrated Cooperative Farming System (ICFS) as a sustainable rural financial delivery systems. Following a corporate farming system run under a cooperative set-up, ICFS is basically characterized by the integration of farm operations (pre-production, production, processing and marketing of produce) and its linkage with financing, marketing and management systems. Piloted its implementation for one cropping period in two selected areas in Camarines Sur (Libmanan and Minalabac). In 1998, Meganomics also prepared a project viability study for Extrusion Philippines, Inc. to determine the profitability of operating a dry extruder in an existing feedmill plant which was the basis for a loan accommodation from QUEDANCOR. In 1998, Meganomics formulated a Sustainable Food Security Action Plan for the Province of Ilocos Norte which served as the launching pad for the agricultural modernization process. It conducted a rapid reconnaissance appraisal of the resource endowments and agricultural and fishery development constraints, opportunities and potentials of the province; prepared a framework for sustainable food security and agribusiness modernization for the PGIN as an input in a participatory consultative workshop; provided assistance to the PGIN Task Force on Food Security and Agro-Fishery Modernization and Technical Counterpart and its Secretariat in firming up the conceptual approach, immediate objectives, action plan and detailed schedule of activities for the formulation of Food Security Action Plan; through multi-sectoral consultation, guided and facilitated discussions on Sustainable Food Security Framework and Strategies as well as Agri-Business Investment and Financing Opportunities in the in the Province of Ilocos Norte; integrated and consolidated the results of the consultations into a pro-active Food Security Action Plan for implementation by the Office of the Governor of Ilocos Norte in cooperation with the other government agencies, the academe, industry leaders, and NGOs; prepared an Agricultural Fishery, Agro-Forestry and Agro-Industrial Modernization Framework and Terms of Reference for Phase 2 of the Project. In 1998, Meganomics likewise prepared for the Federation of Pangasinan Farmers’ Cooperatives, Inc. a project feasibility study for a Sweet Potato Production Project covering 1,200 hectares in Pangasinan and Tarlac as basis for possible financing by banks. In 1998, Meganomics conducted a rapid reconnaissance appraisal (RRA) of the resource endowments and agricultural and fishery development potentials of the Province of Oriental Mindoro. The results of the RRA were used to formulate the Framework for Sustainable Food Security and Agribusiness Modernization for Oriental Mindoro. Meganomics also provided assistance to the PGOM Secretariat in firming up the conceptual approach, action plan and detailed schedule of activities for the Summit; guided and facilitated discussions on Sustainable Food Security Framework and Strategies as well as Agri-Business Investment and Financing Opportunities in Oriental Mindoro. The outputs during the Summit were integrated and consolidated into a pro-active Food Security Action Plan. As associate to the Agroconsulting Internacional, S.A. of Spain, Meganomics assisted in the conduct of a feasibility study for the Cotabato BIGAS Program aimed to outline the financial and economic viability, strategies and interventions that would enhance food productivity in the Cotabato area. The project is being funded by the Government of Spain (GOS) through the Agencia Española de Cooperacion Internacional (AECI) and the Government of the Philippines through the Department of Agriculture (DA). The DA contracted Agro Consulting Internacional, S.A. (ACI) of Spain for the preparation of the feasibility study with Meganomics Specialists International, Inc. as its local associate. Meganomics prepared the design of the monitoring and evaluation system. The evaluation system involves the conduct of impact assessment study during the project implementation stage and the operation of the Project Benefit Monitoring and Evaluation System in the conduct of the post project evaluation. In February 1999, Meganomics prepared for Philippine Rice Research Institute (PHILRICE) a feasibility study on evaporation suppressant through a) technical analysis of the data on field trials conducted by PhilRice; b) financial analysis of the financial impact of the technology on rice farming and possibly the agricultural sector; c) environmental analysis on the positive and negative effects on the environment; d) market analysis on the potential demand, marketing program and strategy including the distribution channels for better accessibility to users; e) economic and socio-culture analysis. In August 1999. Meganomics assisted Banco Filipino Savings & Mortgage Bank in obtaining a universal banking license from Bangko Sentral Ng Pilipinas (BSP). Through the Meganomics Chairman of the Board, the firm provides continuing advisory and financial management services to the Bank, with special emphasis on risks management, compliance to banking laws and regulations and remedial management system particularly on non-performing loans and assets. Also, in August 1999, Meganomics provided highly technical project management and specialized contract extension services for the program in line with Sections 90 and 91 of the "Agriculture and Fisheries Modernization Act of 1997." It assisted in the implementation of the Rice MakaMasa Production Program of Oriental Mindoro involving the establishment of model seed and commercial rice farms in four sites with an aggregate area of 200 hectares. The model farms are situated in Calapan City, Naujan, Socorro and Pinamalayan. The Project is essentially an integrated rice-based farming systems approach under a cooperative set up. An impact assessment study was conducted after the wet and dry season croppings. Participating and non-participating farmers were interviewed and the impact of the project on the yield per hectare, cost of production and income of the farmers was evaluated. In 1999, Meganomics conducted technical and management packaging of the commercial cotton production in Ilocos Sur for the Provincial Government of Ilocos Sur and Northern Luzon Quadrangle Commission (NorthQuad) by a) formulating a Cotton Development with Business Plan for the Project; b) conducting a Participatory Rural Appraisal (PRA) and social marketing of the project (gathering of primary and secondary data); and c) coordinated with North Quad and PGIS regarding the implementation of the study. The project package included the design for monitoring and evaluating the impact of the recommended interventions on the development of the cotton industry. The evaluation framework included the identification of the appropriate indicators and parameters for evaluating the impact of the Profile. Meganomics also entered into a Professional Management Services Contract with Dragon Textile Mills, Inc. in 1999 – 2001 focused on providing extension, credit, marketing and support services to farmers in the commercialization of upscale cotton growing technology. As a Financial and Agribusiness Management Consultant to the Nueva Swine Valley, Inc., Meganomics prepared a project feasibility study for its "Alagaan Pangkabuhayan" Mega 1 Piggery Project, a socially-oriented livelihood program envisioning the establishment of a region-wide, systematic and fully integrated piggery farm network in Western Visayas with corresponding support facilities to effect a comprehensive and coordinated production of 1.0 million world-class quality finished pigs yearly in 5-6 years time. The study provides the basis for the negotiation of P 420 million loan with a syndicate of banks and a P100 million equity investment from the National Development Company. As a result of the Sustainable Food Security Action Plan and Framework for Agro-Fishery Modernization that Meganomics prepared for the Provincial Government of Ilocos Norte (PGIN), the Medium-Term Food Security and Agro-Industrial Development Plan (1999-2001) for the Province of Ilocos Norte was drafted, further validated and finalized in early January 1999. PGIN planned to organize and convene an Investors, Buyers and Donors Forum for the promotion of viable investment projects and its timely and adequate financing from public, private and international sources of funds. Meganomics started preparatory activities for the holding of the proposed Investors, Buyers and Donors Forum. Meganomics coordinated with the Department of Agriculture and the Department of Trade and Industry for the attendance of Agricultural Attaches, and Trade and Investment Attaches. Meganomics also prepared a listing of all target invitees to the Forum to include a) home-grown potential investors in the Province which may be identified or suggested by the Ilocos Norte Chamber of Commerce and Industry; b) businessmen and trade/business associations in other parts of the country as may be identified by PGIN, Philippine Chamber of Commerce and Industry, Department of Trade and Industry; c) foreign investors as may be jointly identified by PGIN, DTI/BOI, DA, DOF, NEDA in consultation with PCCI, PhilExports and Philfoodes; d) donor agencies such as JICA, US-AID, SIDA, CIDA, EU and other donors as may be suggested by NEDA, DTI/BOI and PCFP; and d) overseas sons and daughters of Ilocos Norte, either as investors or donors or foreign exchange remitters. In order to implement during the planting season of June to November 1999 the Strategic and Comprehensive Development Plan that PGOM formulated in 1998 with Meganomics’ assistance, PGOM saw the need to jumpstart certain pre-production activities such as: a) model rice farm site identification and selection; b) conduct of Participatory Rural Appraisal (PRA); c) conduct of hands-on and on-the-job planning and training workshop for and with the LGUs and development partners; and d) validation of existing irrigation systems and development plans of PGOM and budgetary requirements. In August 1999, Meganomics prepared a position paper for the Philippine Association of Local Treasurers and Assessors (PHALTRA) against certain issues arising from proposed amendments to the Local Government Code of 1991 (RA 7160) embodied Bill No. 7845, being introduced by Congressman Romeo DC Candazo, Representative, Lone District of Marikina. PHALTRA’s proposed amendments being objected to are: a) the proposed transfer of the power to appoint Local Treasurers from the Secretary of Finance to the Local chief executives; b) making optional the positions of, among others, department heads, local treasures and assessors; and c) deletion of Section 218 of the Code which prescribes the assessment levels for the different classes of real property taxation purposes. In 1999, together with Consultants for Engineering Science and Technology (CEST), Meganomics provided the Philippine Rice Research Institute (PHILRICE) with specialized technical and management services including engineering designs and construction of the Piped Irrigation System, Training, Evaluation and Commercialization resulting in approval of a PhP 21 million grant to PhilRice. In 1999, in association with the Foundation for Resource Linkage and Development (FRLD), Meganomics assisted in the Modernization of the Sugar Industry in Capiz through the Adoption of Appropriate Technological Innovations to increase sugarcane yield, improving milling efficiency and enhance sugar profitability. This project was funded by the UNDP and DAR. Meganomics formulated the Feasibility Study on Shrimp Farming using the semi-intensive aquaculture farming for the existing 15-hectare shrimp farm of Mr. Reynaldo Manalansan in Pampanga with the acquisition of 96-hectare farm. The Project involves the use of new technology in aquaculture called "probiotics & reservoir system," which will be combined with the semi-intensive method of aquaculture farming in order to minimize, if not totally eliminate, environmental degradation. Meganomics assisted Mr. Fernando M. Santos of F. D. Santos Construction in updating the required feasibility study, packaged the entire project, helped the client comply with the loan requirements of Development Bank of the Philippines (DBP), and facilitated its loan processing. In collaboration with the National Onion Growers Cooperative Marketing Association, Inc., (NOGROCOMA), Meganomics prepared a Feasibility Study cum Business Plan submitted to Land Bank of the Philippines (LBP) to secure a PhP 40 million loan and a full blown Technical Proposal on the Modernization of the Onion Industry submitted to the Department of Agriculture to obtain grant amounting to PhP 8 million. The Consultant also assisted in packaging and processing of loans from Land Bank and grants from DA. At the request of Northern Luzon Quadrangle Commission (North Quad), Meganomics has prepared the Cotton Industry Revival Program in Ilocos Sur with financial assistance from the Northern Luzon Quadrangle Growth Commission, Cotton Development Authority of the Department of Agriculture and the two Congressional Offices of Ilocos Sur. The Consultant’s Terms of Reference includes: 1) conduct of Participatory Rural Appraisal (PRA) in the recommended project sites and social marketing of the Project to the cooperative adopters and its members in the Municipality of Candon; 2) conduct of hands-on and on-the-job planning and training workshops for, and with, the Cotton Development Administration (CODA), cooperative adopters and farmer leaders; and 3) setting-up and operationalization of at least 100-200 hectares commercial cotton model farms in the Municipality of Candon and neighboring municipalities. BRDM Partnering Asia, Ltd. and Agricultural Research Technologies of Australia engaged the services of Meganomics to prepare the research proposal to be duly approved by Fertilizer and Pesticide Authority (FPA) in connection with the efficacy testing of E-2001. This includes the rationale of the research study, objectives, methodology, list of treatments, experimental design, and field layout. E-2001 (Engro) is an encapsulated non-symbiotic free-living bacterial soil inoculant with nitrogen fixing capacity in leguminous and non-leguminous agricultural and horticultural crops. Through the use of free-living nitrogen fixing bacteria, E-2001 can assist crops to grow to their best yield. In order to address the country’s needs for Vegetable Oil Sufficiency and Import Substitution, Watershed and Reforestation Development, and Export Revenue and Employment Generation, Golden Faith Holdings, Inc. (GFHI) is planning to establish an Integrated Palm Oil Industry (as its core business), Tree Farming Industry (as allied businesses) and Eco-Tourism Industry cum Reforestation to establish the Palm Oil Industries, Inc. (GFPI). It is in this light that GFHI has engaged the consulting services of Meganomics for the development of a "Master Plan for an 18,000-hectare Oil palm Plantation in Sarangani Province, Mindanao". Part of Meganomics’ Terms of Reference includes formulation of the conceptual framework and alternative agribusiness systems models as vital inputs for the preparation of Master and Strategic Development Plan and its accompanying detailed Feasibility cum Business and Investment Plans Having Financial and Agribusiness Management expertise, Meganomics was contracted by Ms. Elizabeth de Leon, a businesswoman who plans to engage a contract growing hog business with Monterey. Part of Meganomics’ contract with Ms. Beth de Leon was the preparation of the Feasibility Study of the project as part of the requirement to seek PhP 10 million loan from financial institution/s to finance the : 1.) acquisition of land; 2.) upgrading of existing piggery houses; 3.) construction of new piggery houses and support buildings; 4.) acquisition of machineries, tools and equipment; and 5.) working capital. In January 2002, Ayala Seeds Corporation (ASC), a subsidiary of the Ayala Group of Companies, contracted Meganomics corporate professional services to assist ASC in facilitating the disposal of its facilities/fixed assets located at Barangay Katangawan, General Santos City, South Cotabato. The project refers to the outright sale of all fixed assets/facilities owned by Ayala Seeds Corporation consisting of land, building and other improvements, machinery and equipment, furniture and office equipment including the adjacent agricultural land consisting more or less, about 27,594 sq. m. Meganomics’ package of services in this project includes: a) Assistance in packaging the Feasibility Study and Business Plan to be an effective medium or instrument to sell the business and not just the fixed assets to selected potential buyers, investors or financiers; b) Assistance in identifying and offering the Project to selected buyers/investors/financiers; c) Assistance in documenting the sale and transfer of the project to the winning buyer. In association with Resource Environment and Economic Center for Studies, Inc. (REECS), Meganomics is currently engaged in the Department of Agrarian Reform-Agrarian Reform Communities Development Project (DAR-ARCDP) Impact Assessment. The Project has three major components: 1) Community Development and Technical Assistance (CD/TA); 2) Rural Infrastructure (RI); 3) Agriculture and Enterprise Development (AED). The overall objectives of the impact assessment are: (a) to measure and analyze socio-economic and institutional changes that are attributable to the project; and (b) to recommend refinements and/or revisions in strategies and approaches for assisting ARBs through ARCDP, a follow on project (ARCDP II) or another similar project. The scope of work is of two phases: (1) Phase I – Qualitative Assessment; (2) Phase II – Quantitative Assessment. In order to provide APRACA CENTRAB’s (Asia-Pacific Rural and Agricultural Credit Association-Center for Training and Research in Agricultural Banking) need for technical assistance to review and redesign a training course for APRACA member institutions, APRACA CENTRAB considered Meganomics professional services to assist them in designing the course on MSE development and develop a case study on MSE as a medium highlighting certain concepts, theme or skills. The expected deliverable for this engagement includes: a) Reviewed training course design on MSE Development, outline, and topical abstracts; b) One country case study highlighting certain concepts, theme, skills needed to be taught in training. The Phase II of this Project, which is the Consultancy/Advisory Services in the Administration, and Conduct of the Training Course is now being considered for implementation. In January 2002, Meganomics had been shortlisted and qualified along with other five international consulting firms by Asian Development Bank to submit a Full Technical Proposal on TA No. 3568-VIE Rural Business Support (Tar: 34536) of Vietnam. In association with Saoviet Consulting Company, Ltd. (VISCO), Meganomics had prepared a technical proposal document which focused on the core objective of the Project - to stimulate the growth of non-farm rural businesses and to improve the quality of lending process and monitoring and evaluation of lending as well as business performance of the banks and PCFs (credit cooperatives). The immediate objectives of the technical assistance project are as follows:
Through a small research grant from NEDA Deputy Director General Gilbert M. Llanto, which was awarded to him by the Quedan Guarantee and Rural Credit Corporation (Quedancor), Meganomics through its President and CEO, Mr. Pablito M. Villegas, was financed to undertake a quick assessment of, and improvement in, the rural credit market in the Philippines through "Rural Credit Assessment and Strategy Formulation" as well as developing a "Concept Paper on Capacity Building and Strengthening of Agro-based Cooperatives" was contracted. In 2002, Meganomics by International Plant Genetic Resources Institute (IPGRI) and the International Coconut Genetic Resources Network (COGENT) to develop manuals which include:
These manuals have been used by COGENT Project Leaders in coconut growing communities and to help them on the ADB- and IFAD-funded research project on "Poverty Reduction in Coconut Growing Communities". The strategy has been tested in three to six coconut growing communities per country. The project is currently being implemented in 54 coconut growing communities in 15 countries: Bangladesh, China, India, Indonesia, Malaysia, the Philippines, Sri Lanka, Thailand, Vietnam, Fiji, Papua New Guinea, Mexico, Jamaica, Ghana and Tanzania. In October 10, 2002 Meganomics in joint venture with its affiliate firm, Advanced Post-harvest and Mechanization Technology Systems, Inc., had signed a contract with International Petra Group (IPG) Corporation and Samsung Group of Korea for conducting the "Feasibility Study of an Integrated Rice Processing & Milling Complex (RPC) in the Philippines". Among the major outputs of the Project are finding the best suitable sites for applying the model of Modern Integrated Rice Processing and Milling Complex, finding the best structure of RPC for construction, operation and management and establishing the mechanism of contract farming from seedling to marketing. One of the critical areas raised in finding the best suitable site is having an efficient and operational irrigation system to cover at least 3,000 hectares rice-farming area for each RPC module. In October 22, 2002, a Letter of Agreement between Food and Agriculture Organizations of the United Nations and Meganomics Specialists International, Inc. was signed in support of the conduct of a policy study on "Rural Institutions and Cooperative Strengthening in Agrarian Reform Communities". The study primarily intends to (1) make a quick assessment of the current state of cooperative development in the Agrarian Reform Communities particularly in terms of production and post-Harvest systems, management systems and delivery of government services among others; (2) identify the "best" practices and experiences on cooperative development with special focus on financial sustainability and viability to serve as standard measures that will guide the emerging ones and help improve their access to resources such as land, finance, market, cooperative training/education and cooperative management systems; and (3) recommend tailor-fitted alternative strategic and policy interventions following the principle of convergence paradigm within the framework of a cluster of ARZs (agrarian reform zones) and the DA's Strategic Agriculture and Fishery Development Zones (SAFDZs). Among the major outputs of the Project are the assessment of policy, institutional, business management capability, financial, marketing and competitiveness issues and constraints that hinder the growth of agro-based cooperatives and their capacity to fulfill their true potentials as worthy instruments for poverty alleviation and food security. Furthermore, it also aims to come up with an assessment of the present initiatives and interventions being done by the government, private sector and foreign donors regarding cooperative promotions and business development in the country. Meganomics in collaboration with A.P. Inocencio Farms (Teresa Farms) has packaged a Study on "Reviving Village-Level Poultry Production (Organically Grown/Free Range) Thru Intensified Breeding Program using SASSO Chickens". The coverage of the Project will be a Nationwide distribution of day-old chicks and the establishment of Provincial and Municipal Breeding Centers. The main products include:
Meganomics has also packaged innovative project development and investment proposals dealing with seaweeds, coconut, oil palm, rice and corn processing complex, strategic food and agricultural commodity exchange cum economic zone (in Polioc Port) for the Autonomous Region in Muslim Mindanao submitted to the Regional Governor and the Office of the Presidential Adviser on the Peace Process. Such projects will have profound and significant impact in restoring peace and order in Mindanao and in achieving balanced development with ethnic equity in Mindanao. In 2002, Meganomics was commissioned by MAST Exports, Inc. to assist them in making the feasibility study cum business plan and facilitating the operations and financial packaging of the "Procurement and Processing of Frozen Black Tiger Prawns" Project in Zamboanga. The main objective of the "PROJECT" is to request for a credit line of PhP25 million to finance the procurement and processing of frozen black tiger prawns to Japan Nissho Iwai, one of the largest global trading firms that have granted you a Letter of Credit worth US$500,000.00 per quarter. The MAST Export, Inc. has ably demonstrated the efficiency of their procurement and processing operations considering that there would be a sufficient amount of capital to be invested for the export operations in Zamboanga City. Also in 2002, Meganomics in collaboration with ADTECH has packaged a Feasibility and Viability Study on a District Drying and Post-harvest Center in the Second District of Pangasinan that will utilize the Dehumidification Drying Technology for pilot testing by the GENESIS Cooperative in collaboration with the Central Pangasinan Farmers’ Development Foundation Incorporated. The project will have a total project cost o PhP8.0 million, 75% of which will be funded by Quedancor. Last February 12, 2003, a Service Contract for European Community External Aid between Caraballo and Southern Cordillera Agricultural Development (CASCADE) and Meganomics Specialists International, Inc. was signed. The subject of the contract is the "Development of Loan Application Program for CASCADE". Specifically, the short-term objectives of the project are as follows: (1) To make project proposal preparation easy through the setting-up of standard documentary parameters for all financing institutions’ lending requirements; (2) To computerize the complex processing of mathematical computations as required in the financial and economic analysis of data on projects to be submitted for financing; (3) To establish financial linkages with financial institutions through proper coordination and strict compliance with their lending policies and requirements; and (4) To disseminate the results and findings on the project proposal format standardization and the computational analysis required on data through the extension of training tutorial to the intended beneficiaries. Several crops have been included in the computerization and templating activities. Among the major crops include those that are dominant in the areas and those that have good market potential. These major agricultural crops include agro-forestry, aquaculture, cereals and vegetables, cutflowers, livestock, plantation crops and temperate vegetables. The Project Team have conducted their Participatory Rapid Appraisal in the major project covered areas which also includes La Trinidad Valley and Benguet. Last May 05, 2003, Quiapo Public Market Development Cooperative considered the professional services of Meganomics Specialists International, Inc. and KASAMA Consultants’ Cooperative to assist their cooperative in the modernization of the Quinta Public Market and the establishment of an expanded commodity wholesale market and trading post facility in the area. The "Project" will be developed with the following two major components: a) Establishment of a an expanded commodity wholesale market and trading post or "bagsakan" along the banks of Pasig River at the back of Quinta Public Market. This will serve as an alternative source of agricultural produce and fishery products vis-a-vis Divisoria (Manila) and Balintawak (Caloocan City) as well as NEPA Q-Mart (Quezon City) and FTI Bicutan (Taguig) wholesale markets. With the recent provision that big trucks carrying agricultural produce from the provinces will no longer be allowed to enter Metropolitan Manila, the Cooperative has thought of an alternative cost effective way of bringing the produce to the City of Manila following a different route – through the waterways of Manila Bay from Southern Luzon and Central Luzon Provinces and/or Laguna Lake leading to the Pasig River and landing at the vicinity of the Quinta Market; and b) the modernization of Quinta Public Market through such commodity wholesale facility and fee-based approach to attracting a broad base of customers and clients who will patronize the expanded market and its new facilities. Also, last May 8, 2003, the National Confederation of Cooperatives (NATCCO) through the Canadian International Development Agency assisted Socio-economic Development through Cooperatives (SEDCOP) Project have contracted Meganomics Specialists International, Inc. to conduct a negotiated settlement and business rehabilitation plan agreement between Farmers Irrigators Association of District II (FIAD II) Multi-purpose Co-operative in San Mateo, Isabela and Land Bank of the Philippines. The major output of the project is a compromise settlement and/or agreement between FIAD 2 board of directors and authorized Land Bank officials covering principles and policy guidelines for business rehabilitation of the co-ops enterprises, i.e., production re-lending, warehouse storage, milling and trucking. The main objective of the study will be to enable NOGROCOMA to obtain a new loan in the amount of Philippine Pesos Forty Million ( P 40,000,000 ) more or less, from QUEDANCOR (ACEF) in order to relieve the cooperative of its present tight financial condition and refinance its operations. Last August 29, 2003, Hi-Las Marketing Corporation engaged the professional services of Meganomics Specialists International, Inc. to prepare a comprehensive project study proposal for submission to DA to access funding through the Agricultural Competitiveness Enhancement Fund (ACEF). The project aims to install additional Cold Storage and Vapor Heat Treatment (VHT) facilities as well as undertake a commercialization research to support the modernization program of the mango industry in terms of production, post-harvest handling and packaging, processing marketing and distribution within the supply and value added chain. The comprehensive project proposal document that will clearly show that the project could benefit not only the corporation but also the mango growers, production contractors, and other stakeholders as well as supporting and related industries.
