Missingno Entry
 
Throughout the Kanto region, there are around 150 different kinds of pokémon that are native, or at least reside there.  But another was soon discovered to be in Kanto as well; this missing number pokémon, which is called Missingno.  A strange specimen indeed as you'll discover. A while back, this caught the attention of Dr. Tenecha; who had sent a pokémon trainer to try and retrieve Missingno, and then bring it back for research.
Statistics
 
From what the stats screen on Missingno reads, we are sure of the following:
Name: Missingno
Element: Bird/Normal (perhaps "bird" is the equivalent of flying)
Type: ? (although the most popular suggested are the "virus pokémon" or the "glitch pokémon")
Height: ?
Weight: ?
Description: What it is or where it comes from remain a mystery, but our best theory is this: 'Judging from its inorganic appearance, it is believed to have been a byproduct of the only other publically known artificial pokémon, Porygon.'

*No description is mentioned in the game, because it is just left over data the programmers had*

 
The only attacks Missingno appears to know on it's own are "Water Gun" and "Sky Attack".  As you can see, the "Water Gun" attack is listed twice, such a concept could under some circumstances prove useful, as by having an attack twice, would be a significant improvement over the effects of PP Up, for increasing a pokémon's "power points" for an attack or technique.
Location
       
Step 1: Fly to Viridian City (pokémon with "fly" technique is required).   After being briefed on the situation, the pokémon trainer leaves Tenecha Technologies in search of Missingno.
       
Step 2: Talk to the elderly man at the northern end of the city and when he asks if you are "in a hurry", say no.  He will then demonstrate how to capture a pokémon.   With his own expertise and the set of "enamel balls" supplied by Dr. Tenecha, the trainer is ready; but still shows courtesy by letting the old man demonstrate his technique.
       
Step 3: Fly to Cinnabar Island (pokémon with "fly" technique is required).   Missingno was last seen around Cinnabar, though it still remains unknown on whether this area is the point of origin of Missingno, or just a random place for it to reside.
       
Step 4: Upon arrival, surf along the eastern (right) coast of the island (pokémon with "surf" technique is required).   Another question to be considered is if Missingno is a water-dwelling pokémon for it to be located in this area, or can just survive around the water.
       
Step 5: Eventually, the sought out Missingno will make it's appearence.   With the target in sight, the trainer hopes to be successful in capturing this anomoly and bringing it back for Dr. Tenecha to study.
       
Transforming Ditto
One test was to see if Ditto's "Transform" technique was compatable for turning into Missingno.
   
Other than the statistics and limited "power points" of the copied attacks, the transformation into Missingno was successful.
 
Other Related Phenomenon
   
Even from the icon for Missingno, it would appear that capturing this pokémon may have some adverse effects on certain saved data on your game.  Some areas affected are the statistics of the pokémon, and the champion records on the Pokémon League computers.
 
Another discovery made after encountering Missingno is that items held in the 6th position in your pack become "infinatized".  Capturing or defeating Missingno is not required for this phenomenon.  In this example, there was only one of this item, but had then become "infinitized" into 129 (since item amounts only have two digits, random characters appeared in the tens place).
Something else about this excursion was that it wasn't just Missingno that appeared under this event of locating it.  Other random pokémon can also appear here, under random levels (usually 0, 80, or 146).  Another factor which can determine what random pokémon appear here is what the trainers name is.  In this example, the trainer's name was "Red".
