    We, the skaters of Santa Cruz, support a public skatepark, a need that has been overlooked far too long. The population of Santa Cruz, including outlying areas is roughly 95,000, and boasts over 2,000 skateboarders. Santa Cruz is considered one of the Òbirthplaces of skateboardingÓ, and is a major tourist city. We have over 20 tennis courts, 4 football fields, a lawn bowling area, a street hockey arena, close to a dozen baseball diamonds, numerous public beaches and parks, and one small, outdated skatepark. Many of these playing fields are unused for most of the day and year, but Derby Park is sessioned by 50-100 skaters every day weather permits. None of the other sports mentioned has had to fight as hard as we have, and has so little. We have been persecuted by law enforcement and business owners, and have suf-fered intense prejudice all for a sport we love and refuse to give up. Over 150 citations were issued last year, and over 60 skateboards have been illegally confiscated, many from children aged 13 or younger. The number of skaters increases drastically each year, while the number of places we can safely and legally enjoy and practice our sport continues to dwindle. The city of Santa Rosa, roughly 1.5 times our population density, has operated a public skatepark for over two years. This park is considered one of the best in the country, and besides being enjoyed by locals, is visited by people from all over the world, has hosted numerous professional events, gets coverage in international magazines and videos, and has not reported one incident of injury, complaint, or lawsuit in countless thousands of hours of use. Lately there has been talk of San Lorenzo ParkÕs childrenÕs playground being torn down for safety reasons. We would like to recommend San Lorenzo Park as a possible site for a skateboard park for a number of reasons: The park is centrally located; is away from residential areas; is safely accessible by foot, bike, car, or skateboard; is close to parking garages and existing bus lines; is easily patrolled and highly visible; has existing emergency access roads; offers a variety of activities; is located ÒdowntownÓ, close to business, shopping, theaters, and the like; and is owned, operated, and maintained by the city Parks and Rec. Dept. Unlike any of the sports mentioned earlier, there are no technical restraints or guidelines estab-lished for skatepark design. We cannot stress enough the importance of building a park that offers longevity of use through proper design. This can only be accomplished by involving skaters in every aspect, from design to construction. As we stated earlier, Santa Cruz boasts an overwhelming number of skaters, as well as two skate manufacturers, and over 30 professional or sponsored skaters. From this wealth of experience we can surely build a park that will challenge skaters of all ages and abilities for years to come. In closing, we would like to stress a few arguments. First, the Òhigh riskÓ fallacy. Studies have shown that skating is not inherently dangerous, and certainly poses less of a threat to life and limb than does a public pool or playground gym equipment. Second, the need for a park will prove itself on the first day of use- there will never be a day when the park is empty, as it can accommodate a number of users at once, compared to two on a tennis court. Downtown merchants and law enforcement will notice a dramatic decrease in skating downtown. Third, a new state-of-the-art skatepark will bring increased revenue, tourism, and recognition to Santa Cruz. And last, but definitely not least, never forget that we are your children, and we need to be supported in activities that are positive, wholesome, and healthy, and our plight needs to be recognized, now matter how foreign it seems.
