They have acted and demonstrated this in earlier occasions and
they are going to continue to do that. We are
confident that the armed forces are going to carry out
their role and protect the internal interests of the
Ecuadorans. Those interests are to protect the money
and resources of the Ecuadorans. We are sure a high
percentage of the armed forces are not going to permit
that the resources of the individual Ecuadorans are
going to be given away to inefficient corrupt bankers
who are only trying to take advantage of the Ecuadoran
people.

Q.
How has Plan Colombia effected the indigenous
movement and your social struggle?

A. In Colombia there is a great flow of drugs.
Nevertheless it is not the Colombian people. It is just
certain sectors. Why are we expanding this problem
from Colombia to other countries? Ecuador is in no way
a drug trafficking country. Nevertheless the country
that's most been affected by Plan Colombia is Ecuador.
Plan Colombia is causing grave consequences. There are
indigenous communities in the northeastern portion of
the country that are being obliged to abandon their
homes and land because the don't want to get involved
in the grave conflicts that are being generated by the
paramilitaries and other Colombians. We are urging the
government not to become involved in Plan Colombia.
Ecuador doesn't have any reason to get involved in
international problems. We have our own problems. We
have to resolve those problems. They are trying to
create another Vietnam and we are not going to permit
that in Ecuador.

Q.
How do you view the recent court decision
validating Pres. Mahuad's authorization for the U.S.
government to us the Manta airbase.

A. We are going to initiate a process against the
constitutional court. We know and the Ecuadoran people
know that the Manta agreement was made through letters
of understanding. Never was it presented to congress
to discuss. It was a decision taken by the foreign
minister at the time, together with the international
affairs commission. And we are going to demand that it
be declared void.
