We will use Hunter: the Reckoning (HtR) when it becomes available. Hunter characters created using the Hunters Hunted Vampire supplement rules will be allowed to remake their character to be inconformity with HtR. Until that time, new Normal Mortals and Hunters should be created according to the following rules:

Attributes: 6/4/3
Abilities 11/7/4
Background: 5
Virtues: 3
Freebies: 21

These characters are allowed Numina as described in Hunters Hunted. Please note that while the new rules in Hunter: The Reckoning may even the playing field somewhat mortal characters do not have the same level of power as Vampires and other supernatural creatures. A group of Hunters may be able to take out a single Vampire with luck, intelligence, and preparation. However, a single Hunter is unlikely to be able to match a Vampire one on one. Those playing Hunters understand this natural imbalance.

Edges are according to your Virtue Allications

Conviction is according to Creed.

Willpower has a 3 standard.

Traits can reach only 4 at character creation and can be built to 5 later in the game.

Virtues and Edge cannot be purchased with freebie points.

Starting conviction cannot be raised higher than 8

Merits and Flaws

Merits and Flaws. By the book on this, too. You can take all the flaws you want, but only 7 points of them can be added to freebies. Merits can only be bought with freebies. The following merits are not allowed:

Luck
True Faith
(must be ST given)
Iron Will
Magic Resistance
Unbondable
Charmed Exsistance
Guardian Angel
Nine Lives
True Love
(must be ST given)

We will only be permitting the use of each Merit or Flaw once. Example: the flaw Enemy. Could only be used one time no matter how many enemies you have. But may be raised by how many points you purchase it for.

As for the rest of Character Creation, it's by the book. You get a total of 21 freebies, plus what ever (up to 7) points in flaws you take. Remember, if you get something like Dark Fate, expect your character to be dying by some incredible occurance. Hunted.. expect it to happen.

Freebie Point Cost
Attributes - 5 per dot
Abilities - 2 per dot
Background - 1 per dot
Willpower - 1 per dot
Conviction - 1 per dot
(Max starting score of 8)

Creed Starting Convictions
Defence = 3
Innocent = 3
Judge = 3
Martyr = 4
Redeemer = 3
Vengence / Avenger = 4
Visionary = 3

Conviction cannot be raised with freebies it is raised when you earn 10 Virtue points and they cannot be bought with freebies either they much be earned through play. No conviction can drop below the starting for that creed.
I.E. Defence is 3 but the player bought 8 at startup and used 6. She will regain conviction back to 3 but she cannot go any higher she much then raise it again by earning conviction. Consider Conviction like Gnosis with Garou. It's pretty much treated the same way for earning it. If you would like any other information please feel free to ask HtR MM ST
