Merits and Flaws are intended to be roleplaying enhancements, not a way to wrack up extra points or "get cool stuff" so you can pump up your character and make him/her more powerful.  All Merits/Flaws are subject to ST approval and may be declined on the basis of overuse or any other reason we deem necessary at the time.  You are allowed up to 7 pts in Flaws; you must include at least a brief character background/prelude when using Merits and Flaws.
