E-mail: twmolakides@menlopark.org On February 17, 2000 at 7:56 P.M. Jocelyn Marquez of Milpitas was walking to her car after leaving work in the 1500 block of O’ Brien Drive when she was confronted by two male subjects riding bicycles. One of the bicyclists rode up to her and demanded her wallet. As she attempted to comply with his demands, he produced a handgun, which he pointed at her head and said to give him her entire purse, which she did. Following the robbery the two subjects rode away. Subsequently, Detective Edward Estrada worked with Ms. Marquez and Police Sketch Artist Jim Ruiz to compose a suspect composite. This composite sketch was sent to all local police agencies via the "TRAK" System. The Trak System was initially developed to create a widespread, immediate notification system with law enforcement and the media in child abduction cases. Law Enforcement now uses the Trak System for many different types of crimes to forward color photos and text to other law enforcement agencies. Detective Estrada and Detective Sergeant L. Shannon were able to develop information that linked two subjects, Clinton Windom and Dramaine Vinegar to the robbery, and using the Trak System sent the wanted information to adjacent police agencies. On May 28, 2000, East Palo Alto Police with the assistance of a Trak Flier recognized and arrested suspect Clinton Windom. Detective Sergeant Shannon took custody of Windom and following additional investigation booked Windom for the February robbery. Subject Vinegar is still outstanding and is wanted for arrest in this case. Anyone with information is asked to call Detective Sergeant Shannon at 650.858.3300.
