Good news for the Imperial Navy this month, with development of the Datalink
finalized.
This item will allow groups of three ships to co-ordinate fire with
precision, enabling the ships to effectively fire as a single unit.
During the development, testing of a group of datalinked vessels against the
latest version of Point Defense highlighted the efficiency of this system,
as the combined missile fire was so closely timed, as to force the defending
point defense units to engage the three ships fire as one volley.
Given the heightened tensions currently, any development which improves the
combat power of ImpNav vessels must be a priority.
Several upgraded designs are called for, to improve the heavier vessels in
the ImpNav.

Overall, the new designs incorporate the newest version of point defense,
and the datalink system.
Finding time, money and yard space for these refits will be a problem. The
Imperium's primary ship construction facilities, in the Eternity system, are
currently finishing production of the FT Builder Mod 1 vessels, and
constructing a new space station. While the Builder Mod 1 vessels will be
completed next month, the new space station is taking considerably longer.
Added to this shipyard space pressure, is the development of the Long Range
Sensors. This item is also finished development this month, and will enable
a radical reduction in the number of vessels required to survey systems.
Currently, fifty separate installations of Science Instruments are required
for a complete gravitic survey to be completed in one month. With Long Range
Sensors included, installed as adjuncts to Science Instruments, this number
can be cut in half, with a commensurate reduction in survey fleet
maintenance.

Currently, our survey fleets comprise of 20 Voyager class Escorts, and 20
Discovery class Explorers.
This new design requires a larger hull, so the current survey fleet vessels
are effectively obsolete.
All survey fleets, having completed their current scans late in the month,
will be recalled to Eternity for mothballing.
Events in the Niven system have taken a turn for the worse. This month the
entire civilian population has been evacuated, at a massive cost. The
evacuation has forced the destruction of large industry complexes, the
scrapping of which has offset the evacuation cost somewhat.
The population has been moved to the Epsilon Eridani system, the closest
system behind closed warp points which can take the huge number of Imperium
citizens.
Construction 02, having arrived late last month, begins re-assembly of yet
more Nail II bases.
If the invasion of Niven by the Draconis Empire does not occur, the time and
money wasted here will be extreme.
Colonization this month is small, with only 5 million people shipped to the
Laramie system. The pressure of moving Niven's population has tied up a
large proportion of available cargo vessels.
Surveying this month completes the scans of three systems.
Siebold contains not habitable planets, and one additional warp point.
Manticore contains one terrestrial planet, and three additional warp points.
Basil contains four additional warp points, and nothing else of interest.
All survey fleets head back to Eternity, as planned, for mothballing
Politically, it is an extremely rewarding month, with even closer ties
between the Chosen, the Zanzibarians, and ourselves.
We have offered a Partnership agreement to both allies, and both have
accepted. From next month, as the larger partner, the Imperium will have
nearly total control three separate star nations.
This pleases the Emperor, and he authorizes "signing bonuses" for both our
allies. Each receives 1000 Mcr from the Emperor's discretionary fund, and
full technical specifications of all the items we have researched that they
are capable of understanding.
It is further agreed that the Imperium shall assist both the Chosen and the
Zanzibarians in any and all technical research, to advance both nations to
the Imperium's current level.
This is good news for the Chosen, who this month begin research into
industrial upgrades, equivalent to the Imperium's current level. With our
assistance, it is hoped this research should take less the 70% of the normal
time.
Meanwhile, the Zanzibarians, the most technologically backward nation, has
finally completed it's own development of the Military Engine. Finally, the
Zanzibarians are capable of deep space travel, and now only wait for the
full development of the Shipyard module to begin construction of their own
navy.
We will, as mentioned, be sending construction vessels to assist the
Zanzibarians in construction of a shipyard equipped space station, as soon
as possible.
This is perhaps a good time to present the various demographics of our newly
partnered races.

While not comparable in any serious manner, our allies are nonetheless
formidable additions to the glory and might of the Imperium.

A hectic month for the Imperial Navy. A massive construction and refit
program is undertaken, at the various shipyard complexes.
Seven Pegasus Mod 1 Heavy Cruisers are laid down in the Eternity shipyards,
with spare capacity going to hurriedly finish the Storm Mod 2 space station.
The entire Light Cruiser complement, of 4 Scipio and 1 Guderian class
vessels head into the just finished Construction Fleet 03 for refit to Mod 2
status. The prototype Pegasus CA also heads in for refit, to a more
combat-worthy design.

A hasty redesign of our survey vessels is also indicated. Rather than
mothball the three fleets, these 120 vessels will be refitted to remove the
superfluous science instruments, and increase the armament. Once completed,
these ships will be form mobile warp point defense, if not mothballed or
scrapped.

Essentially, both designs remove the Science instruments, boat bays, and a
single engine for a laser.
In the Niven system, three more Nail II bases are completed, and a further
six start assembly. Once completed, Construction 02 will turn to refitting
the Voyager and Discovery vessels.
A basic plan of defense has been created for the Niven system. Sitting on
the Niven-Hell warp point are 10 Nail II BS0's, 4 Hammer BS1's and a single
BS3 Tong. Combined with Patrol 03 ( Nelson DD's and Wellington ES's ) these
units will form the initial barrier.
If overwhelmed, then the other ships in system will scatter, and drop their
drive fields, to ambush surveying Draconis vessels.
This will delay the Draconis surveying, therefore slowing any advances, both
protecting neighboring systems, and allowing greater preparation time for
the Imperial Navy to organize a counter-attack.
In somewhat less dramatic news, colonization continues, split between the
Manticore and Epsilon Eridani systems. While Epsilon Eridani is one of the
oldest colony systems, financially, it is far cheaper to ship colonists to
systems close to Eternity. Money saved here will benefit our defense of
Niven later.
In research news, the Laser buoy development started last month was only one
of the two concepts brought forward. The other was the DSB Control System, a
remote control mechanism for the Laser Buoys. Once developed, and
constructed, this system will allow real-time control over the buoys,
affording a much greater effectiveness in combat.
Meanwhile, over in the quieter side of the galaxy, our Chosen and
Zanzibarian allies also have made progress.
The Chosen have completed development of the Courier Drone and Basic Point
Defense. Work continues on other matters, but the over-riding priority is
industrial upgrades. This research is expensive, but necessary for the
Chosen to truly integrate into the Imperium, as an ally.
Further, we have requested the Chosen refrain from exploring beyond the
current boundaries of the known galaxy, as the potential conflict with the
Draconis Empire is taking an exorbitant amount of time and money from other
matters. The Chosen have agreed, especially once the technical
specifications of Long range sensors are delivered. Although far too
technically advanced for development or production as of yet, once
developed, they will aid the Chosen survey fleets as much as we hope they
will facilitate our own surveys.
In passing, it should be mentioned that the Chosen are very cautious about
exploration. The Chosen survey fleet is barely one quarter the size of one
of the Imperium's survey fleets, with the commensurate increase in survey
times. The Chosen do not seem that eager to find new worlds.
Zanzibar has finished it's development of the Shipyard technology, allowing
construction of Shipyards and Mobile shipyards. In a catch-22 situation,
while the can build a shipyard, they cannot launch one, and cannot build a
Space station with a shipyard, without first having a shipyard. This is the
primary reasoning behind Construction 01 imminent arrival in Zanzibar. We
must help them to reach the starting point.
The Zanzibarians have also completed development of Shields. In a twist, the
Zanzibarian code of warriors does not allow any form of protection to a
warrior. This code has been transferred to the potential naval vessels the
Zanzibarians are currently designing. The vessels lack any sort passive
defenses, with neither Shields or Armor considered "honorable".
Truly a strange way to run a navy.
