The following opinion is very widespread. If in developing countries to repeat the western type of democracy there will be no the backwardness and the authority monopolism. Propagation creates similar opinion. It is not the scientific conclusion. The propagation carries out the social order even if people with scientific degrees sound it. For them the general theory of changes in social structures is not known. For them only unique fact of success is known. They ignore the set of the facts of failure. This propagation is a trick and is count simple person with his need to trust that can realize his dreams on his desires realization. In the twentieth century this simple person has made the way on top of authority. Authorities consider these recipes as simple. In a basis of these recipes is the breeding participation in a choice of authorities and money democracy. For authorities the money eliminate the necessity to work. Thinkers of the "less developed" countries go on an occasion of this propagation and oppose the own democracy, propagandizing in such a way the western way of life. Realization of this recipe on referenda and elections in the Soviet Union has led to destruction of the state. It speaks about high probability of destruction of any existing state.

The elementary democratic principles have arisen for creation of a tribe and demonopolization of a role of the kind leader. The species brain development prepared it. The brain has expanded the people interaction and has created the social structures. Animals have no similar social structures. The tribe had a task of the area increase of our biological species. This task performance came to an end with overpopulation. The labor productivity growth and the division of labor solve this problem. At this time the alternative has arisen for the further complication. The choice has been made for the despotic state with two levels. This state reminds the two part trophic chain. The leader has returned again. The state refuses general democracy and organizes through subordination. The slaveholding and serf states do it most consistently. The present states of the western type have refused through subordination and have replaced its mediated subordination. The despot arrival opportunity they have limited by means of the democracy in a bosses. Traditions of the other states do not allow it.

The formation of a person psychology lasted long during the tribe period. It consisted in the conditioned reflexes creation and the transfer them to next generation. The purposes of the tribe expansion are fixed strongly enough. The expansion necessity has disappeared with the originating of the state. The state has created the family. The family became a basis of a state economy. The state stability is based on the families. The state leader and the subordinated to him bosses have kept the purposes of a tribe. Therefore the history of the two-level state becomes history of wars. Sometimes the war brings success. For example, Golden Horde. But always on the big time interval the war has no social result. Any war and in general the organization of a social struggle in the environment of human beings characterizes intellectual backwardness of a bosses.

The stability of the western type state is based on its economic activities. The economic activities are projected on a monetary plane. The money began to replace the real ground territory. There was a replacement of the purposes. The money are linked to the goods. The creation of the goods leads to the creation of the money. The money is the goods too. Therefore the money create a part of money. The psychology of the expansion demands now the money expansion. Expansion of the goods too. The economic expansions of transcontinental corporations as a whole of the western economy, and all material, including money and technologies, arise in 20 century. Successes of the economic expansions have appeared are possible due to a neutralization the leader with the purposes of territorial captures in the bosses. Democracy in the bosses has helped to make it. Only in the bosses. It has changed ways of selection in the state hierarchy of the western societies. Unfortunately, with excesses. The time factor plays the important role on democracy forms change. The democracy in the western states has many forms: councils, religions, the markets, the admission for intellectuals for horizontal dependences formation, elections, trade unions, … The democracy has played a positive role in conditions of the self-development of the dependent neighborhood of the West-European type countries. In the course of the hundreds years people have created new reaction between each other which differs from tribe or community one, have developed more complex estimation of the money and have created some forms of their use, have understood their dependence on distributive function of the state. This necessary complex is not present, neither in the common Ukrainian, nor in that commoner who nominally takes of a position in authority. Probably, it concerns to Libyan and to citizens of other Muslim countries.

The state has many functions, both external, and internal. The state complication conducts to growth of internal functions number. The number of external functions depends on an environment. A ultimate goal of a human society are external functions. The maintenance unity function of the society is one of the main (necessary) internal functions. For its performance the state directs a measures complex of physical and psychological character on the citizens. Considering a complex and becoming complicated method of the acceptance by the person of decisions, already in a tribe the bosses used the rituals, which subsequently have named the democracy. By following step the state by performance of several distributive duties has taken a function of the intermediary. It has considerably secured and stabilized an environment for the separate person and has allowed to increase the people numerosity of the country considerably.

On the third step the main achievement of the West-European countries bosses became acceptance of the economic function. The economic function of the western type state is not realized completely. The introduction of this function has partially led to neutralization of some negative effects of a direct vertical subordination and complication of the society structure by horizontal dependences. These dependences are realized only partially. The western experts see their realization in use exclusively "market economy". They do not wish to present a role of the state to their realizations completely. The success of the Soviet Union speaks about importance of economic function and the centralization. The Soviet state has accepted an economic task of the industrialization and has involved the population of the huge non-uniform country in its performance. For Soviet Union development the soviet bosses was accepted the correct decision on economic isolation of the country. This decision has realized the necessary independence for those years. It is a pity, that the next soviet bosses have refused to continue this project after 50 years.

For the states, which put the purpose of the own opportunities realization, the first decision should be the construction plan creation of the own economic function, which penetrates all society with its protection against external attacks. In people relations system it is necessary to keep all that in the past and today keeps unity of the country. Rituals, rules and laws should supplement them. New internal functions should not be destructive. Religious "isolation" creates the originality of the Muslim countries. It is a quite good basis of the economic self-development of the separate countries and constructions of their interactions for a division of labor. Traditional characters of relations, the Islam are those moments, which stabilize Muslim people. This stabilization interfered the West commissioner attacks. It can appear a necessary condition for acceptance of the own decisions.

In the Ukraine the mechanisms of the western forms economic stabilization are absent. They are not destroyed. Simply it was never they. Unlike tribe sources of the Muslim countries, a community generates the Ukrainians psychology. Though the Ukraine easily gives in to changes, absence of the authority traditions, unwillingness of the people on organizers positions to study, instead to copy, conducts the Ukraine to the further social destructions.
