01 - Create A New Document, Any Size, Black Background
02 - Filter > Noise > Add Noise (Amount=400%, Uniform, Monochromatic)
03 - Filter > Texture > Patchwork (Square Size=10, Releif=0)
04 - Crate A New Layer
05 - Fill It With A Color Of Your Choice
06 - Edit The Transperancy To 25% or 50%
07 - Edit The Layer Blending Options To Overlay Or Multiply Or Soft Light
08 - Merge Layers (ctrl + E)
09 - Your Done!
