Personnel System Is Stuck in the Past
Industrial age personnel system-
Bloated officer corps (cadre concept)
“Taylorism” treats people as interchangeable parts-this equates to “best business practices” of today being applied to the personnel system (rotation of individuals in Iraq and Afghan)
Efficiency in personnel management policies may drive some to a IRS solution whereas unit manning actually provides “better value” because of the increased capability of the unit
We don’t measure effective units in our readiness system
Creates tremendous turbulence in the pursuit of generalist based practices
Accessions process relies on numbers instead of quality
