Federal Firearm Legislation

 

"The Protection of Lawful Commerce in Arms Act" (S. 397 in the U.S. Senate and H.R. 800 in the U.S. House). This important legislation protects law-abiding firearm manufacturers from reckless, predatory lawsuits.  If your congressman has not already co-sponsored this important legislation, please contact them and ask them to do so today. UPDATE!!! This bill is now Law.

 

Fairness in Firearm Testing Act (HR 1603) Aimed squarely at the BATFE, this bill requires them to videotape all firearm and ammunition testing. Those recordings are to be made to firearms owners and defendants. Here is their opportunity to prove to the world their level of expertise and professionalism.

 

"District of Columbia Personal Protection Act." (H.R 1288, S. 1082)  With bipartisan support, H.R. 1288 currently has 225 cosponsors and S. 1082 has 37 cosponsors.  This legislation seeks to restore the constitutionally-guaranteed Second Amendment rights of the residents of the District of Columbia.  Please be sure to contact your U.S. Representative and ask him or her to cosponsor and support the "District of Columbia Personal Protection Act." 

 

Secure Access to Firearms Enhancement (SAFE) Act of 2005” (HR 1243) allows concealed carry across state lines to holders of CCW permits.  Each state’s restrictions on CCW locations (i.e. churchs, restaurants that serve alcohol etc) are respected but permit holders would be able to carry in any state.

 

Child Protection and Home Safety Act of 2005” (HR 947) amends the Internal Revenue Code of 1986 to provide for a nonrefundable tax credit against income tax for individuals who purchase a residential safe storage device for the safe storage of firearms

 

50 Caliber Sniper Rifle Reduction Act” (HR 654) attempts to ban the transfer of 50 caliber rifles.

 

Protect Law Enforcement Armor Act” (S 527 and HR 1136) attempts to ban the Five-seveN Pistol and 5.7 x 28mm SS190 and SS192 cartridges, testing handguns and ammunition.

 

Public Safety and Recreational Firearms Use Protection Act” (S 645) is Senator Frank Lautenberg’s attempt to reinstate the “Clinton Gun Ban.”  

 

Public Safety and Recreational Firearms Use Protection Act (S 620) is Senator Feinstein’s bill to reinstate the “Clinton Gun Ban.”  Our own Senator John Warner has signed on as a co-sponsor of this bill.  Please contact Senator Warner and let him know your displeasure at his support of this bill after having voted against the original Clinton Gun Ban amendment in 1994.

 

Assault Weapons Ban and Law Enforcement Protection Act of 2005” (HR1312) is Congressman McCarthy’s attempt to reinstate the “Clinton Gun Ban.”

 

Firearms Safety and Consumer Protection Act of 2005” (HR 711) is Congressman Patrick Kennedy’s bill to expand the powers of the Attorney General to regulate the manufacture, distribution, and sale of firearms and ammunition, and to expand the jurisdiction of the Attorney General to include firearm products and nonpowder firearms.

 

Child Safety Lock Act of 2005” (HR 165) is an attempt to mandate that every handgun be sold with a “child safety lock.”

 

 

Virginia Legislative Update

 

The 2006 Session of the Virginia General Assembly will convene on January 11, 2006.

 

You will still be able to view the 2005 Legislative Tracking Form until gun bills begin to be prefiled.  Once that occurs, VSSA will create a 2006 Legislative Tracking Form and begin updating the form daily.  You can also check legislation by visiting the Legislative Information System Bills and Resolutions.  You can check by subject by accessing Bills by Subject.  Firearms bills are listed under the heading “Dangerous Weapons.”

 

The Governor signed all of the pro-gun legislation passed by the General Assembly in 2005.  All anti-gun legislation introduced during the 2005 Session of the General Assembly was defeated.
