"History tells us that the Jedi Order has always existed with the Republic. For over twenty five millennia, the Jedi have watched over the Republic, acting as its protectors. Then came the Jedi Purge, during which the Order was all but destroyed. Whatever Jedi survived grew to be an independent and hardy group of warriors, fighing for their survival during the reign of the Emperor.
"Now, however, the Jedi have begun to rebuild, and are again increasing in number. New threats have arisen, threats that cannot be taken on individually. I'm sure you know the old maxim about the bundle of twigs, how one twig can be easily snapped, but not so a large group tied together by common bonds. Only organized and united can the Jedi stand against the growing power of the dark side, hence the Order. And where better to have the Order, but with the Republic with which it has existed for so many thousands of years?
"We have to learn from our past mistakes. During the waning years of the Republic, the Jedi became political tools, the Order a subordinate body of the Senate. That cannot be. . . the Jedi have to be above politics. Therefore, the Order will exist beside the Senate, not beneath it, the two parts of a symbiotic relationship.
"I sense that you question the wisdom of having such a partnership. The Jedi will always strive to serve the people of the galaxy and to promote peace. The New Republic is not the corrupt government you believe it to be. It does not steal from its enemies, it does not execute pre-emptive strikes, it does not depart on wars for the purpose of gaining territory. Every member of the New Republic actively petitioned to join it, and any member who no longer wishes to be part of the confederacy may leave without repercussion. In fact, the principles that govern the New Republic are quite compatable with those of the Jedi Order.
"The Jedi will not be the secret police of the New Republic. The Jedi will remain the defenders of the galaxy, will have the autonomy to decide when and where to intervene, without political pressure. Only if the Jedi and the New Republic work together can both hope to combat the rising influence of the Dark Side, and the increasing number of those held sway by it."
