I want all of you to know that I will resolve all our political stalemates and unbalancing of political Powers, Economic Instability, Security Instabilities, Inhuman Freedom Protections and Social Injustices which we have today, and I will be there as soon as possible to see all these crisises have been taking care of. This is our darkest hours in the KINGDOMS OF KAMPUCHEA (KoK), and we need to find the light of its tunnel. Therefore, I want to let all the peoples who had cause these situations and crisises in the KINGDOMS of KAMPUCHEA (KoK) to know that you have to wait for my arrival, I will show you who the boss and for that I will common. Additionally, I want Mr:SihanaukNorodom, Mr:HunSeng, Mr:RanariddhNorodom, Mr:SamRainsy, Mr:CheaSim, Mr:KievSampon and Mr:SeyReyvuth listened and listened good to learn for what I will do for the KINGDOMS OF KAMPUCHEA and its people. Preparing yourself to be the KINGs of the KINGDOMS of KAMPUCHEA (KoK) w/in the Judicial Branch of Government which will be our NORKOR FUUNAN, this is what I common. Furthermore, I want all the peoples, that I had mentioned above, to contacting me as soon as possible in the email, address, and phone number which I had provided and I am waiting. I want all of you to know that I will be the PRESIDENCY of the KINGDOMS OF KAMPUCHEA (KoK) w/in our Executive Branch of Government which will be our NORKOR KORK-TLORK when our NORKOR CHHAINLA will be our Legislative Branch of Government. Interestingly enought, I will be your new Commander in Chief, Chief Executive Officer of the government (CEO), Chief of the Armforces, and the Presidency of the KINGDOMS OF KAMPUCHEA (KoK).

 FIRSTLY, I wish these individual persons had never been born of being KAMPUCHEA. I mean that we cannot efford to have these peoples' political games. They had played political games over Kampucheas' head, nation and country for their personal interest and power. I want all of you to understanding that they are a murderer and corrupted officials, and they don't understand a FUCK-IN shiit of being the government of Kampuchea. They are a little children play a FUCK-IN games, running naked and have never been a grown-up. I need all of the KINGDOMS of KAMPUCHEA (KoK)'s armforces stand-fast waiting for my order; I am your new COMMANDER-IN-CHIEF. Every commanders of our armforces, including KhmerRouge's armforces and FUNCINPEC's armforces and CPP's armforces, are report to me as soon as possible if you have received this message, I am waiting. SECONDLY, this Legislative Branch of Government is not function properly to the Constitution of the Kingdoms of Kampuchea to SERVE its people and nation, but it is a personal and corrupted congress. We need a new Legislative Branch of Government to servicing our KAMPUCHEA'S people and nation, NOT ITS GOVERNMENT'S NEEDS. We need a working and principle Legislative Branch of Government OF, BY AND FOR its Kampucheas' people and nation for the future ahead, NOT THIS TYPE OF FUCK-IN SHIT of which they are doing todate.  

THIRDLY, We need to rewrite our national constitution for the best of Kampuchea that it shall affect to every government officials and public sectors, alike. We will have a three national branches of government w/an equal power of checking and balancing. We will have an extensive BILL of RIGHT w/an equal protection and opportunity, and we will have a separation of state and religious.  

FOURTHLY, I recall our KHMER ROUGE's armforces to recommission, and I want all KHMER ROUGE's commanders report to me, Narin s. Oeurn, your new commander-in-chief. Hear me Mr. KIEV SAMPON and other KhmerRouge commanders, if you have received this message I want you to contact me as soon as possible, this is your new COMMANDER-IN-CHIEF. I want to expressing again, anyone who receives this message, please forward this message to KIEV SAMPON, IENG SARY and other KHMER ROUGE's commanders to contacting me,  the new KHMER ROUGE COMMANDER-IN-CHIEF. All Khmer rouge's soldiers are to report-back to the commanding officer immediately, this is my FIRST command and decree. I understand that I had misleaded you and to everyone else regarding of how this political party was born and the meaning of my administration including the procedures that I have been undertaking.

However, RepublicConfederatedParty(RCP) had been born, not too long ago, in recent year of 2003. And, I'm an independent political party w/out associated myself in any other political party which the KINGDOMS of Cambodia has TODATE, nor I will not associate my political party and myself w/anyother references. I really don't want my political party getting involving w/ another political parties, these I will be commoned.

In your question of UNIUM, this should be written of UNIUMS, not in another meaning. The KINGDOMS of Kampuchea (KoK) is the new national title which had been named by me and my political party. I and my political party will be proposed our new national tittles to be KINGDOMS OF KAMPUCHEA (KoK), meaning the Multi-National society of Kampuchea, VS. KINGDOMS OF CAMBODIA (KC), meaning of which it had been specified under the KINGDOMS of Cambodia. However, we will defense and protect our nation w/an improving our NORKOR KOK-TLORK (National Defense of Kampuchea, NDK), NORKOR CHHANLA (National Investigation of Kampuchea, NIK) and NORKOR FUUNAN (National Security of Kampuchea, NSK). I will be modifying our NORKOR KOK-TLORK (National Defense of Kampuchea, NDK) into four other branches of our armforce but they all will be leading and governing by our civilian life, not the military personnel. Under NORKOR KOK-TLORK which is our National Defense of Kampuchea (NDK), there will be a KOK's army, navy, airforce and coastguard branch of our armforces. There will be an armforces’ intelligent agency to supporting all of our armforce activities in time of peace and crisis whenever they are require, and I shall be called for services from the NORKOR CHHANLA which is our National Intelligent of Kampuchea (NIK), when our NORKOR FUUNAN which is our National Security of Kampuchea (NSK), is to be dealing w/in our civilian stability and happiness for all of us to be enjoyed.

                As your president, I will work hard to make a differences and to meet all challenges ahead. Without any remnant reminded us, the life of living and family stabilities across the nation had continuously been under pressured that we could not imagine in the Cambodia’s history. The struggled farmers are struggling for survivorship, and our children cannot go to school due to their difficulties and depressions. Our men and women who are disabling have been forgotten. Our men and women who serve in our arm force and law enforcement services had remained to be necessitated for the services which they have to be represented. The missed conception of our government had caused, suffered and threatened us to taking a lot of life that’s why we have to have a new leadership, a leader who could provide an understanding to the ways and means of its people, not the needs have to be badgered for a different way of life. Remember, we are the forgotten nation because we had been failed to establish a legitimated government system of, by and for its people. And we continuously live under the same shadow which had been conquered our life style for several decade. The civil war of bloodshed and rain of terror had been suffering a lot of lives and families across our nation that we will have to be endured to our next generation ahead. Our heart and soul had been shuttered which we had not been organized into due to the experiences that we had been through, and the capabilities that we had lost during the annihilation period. We had lost our nationalisms, patriotisms and economic stabilities to the hands fold of an amateur and demolition teams whom had claimed themselves Cambodia’s nationality. Unknowingly, our nation and society have been under pressured of the corruption and depression, w/ all due respect, to every emergency categories that we may find.             Under my government system, we will commit to be a stronger nation by educating our citizen, promoting our health plan and welfare program for its people, supporting our arm force and law enforcement services, reforming our election so all are represent, ensuring our economic growth by reducing our national deficit, promoting our citizen to greater participation in and controlling over our government process, restoring our government of, by and for the people, separation of religious and state, and upholding all law of our land and the constitution of the KINGDOMS of Kampuchea. These will be strengthened our national security into the twenties first century, and I will promise you that no person or group of people stay and left behind. We are the people of the KINGDOMS of Kampuchea have a moral obligation to rebuild our nation back into an economic stabilities and prosperous nation for all of us to live in. Remember, we are an owner of this nation in which we all had been shared a very common interest as its people, and we are the people of the KINGDOMS of Kampuchea for that’s which we will be conquered. The president of the United States of America had said “ask what you can do for your country, ask not what your country can do for you!? At our generation, we should realize and understand that our government system should be organized to serve and protect, but not govern. I had seen “none applicable?across the board in the Cambodia’s century. The selfishness and unwillingness had been shattered all over our government officials and public sectors which we should be entrusted. These will lead only to our embarrassment and humiliating of our society. I believe, we had lied to ourselves then and we had lied to ourselves now that we have not willingly opened ourselves to the world which we live in. Let stop all these non-sense to open our heart and soul to be the KINGDOMS of Kampuchea once again, for good time sake, which our forefather had provided us for what we have today.

Today, our government officials of leadership have misleading and misunderstanding the welfare of its people and social justice which we require. They have been selfishness and unwillingness to see the stability and security that we might need for our survivability and prosperity to our future ahead.

We are the KINGDOMSOfKampuchea(KoK) have an obligation to education our people, I meant all the people of the KINGDOMS of Kampuchea (KoK), to the best ability that we might be to accomplish. We need to place all, including all of our children, young men and women to education for their future and ours. Remember, everyone of our children are our heart and soul for the KINGDOMS of Kampuchea (KoK), they all need school to go, a place to stay, a playground for their recreation and a training for their comprehensiveness of their choice. We need to have school in every parts of the country and every village that they may be needed. We are the leadership of the KINGDOMS of Kampuchea (KoK) need to provide these abilities and responsibilities that we might be capable of. These education priorities cannot be waited as long as I, myself, held the office of president of the KINGDOMS of Kampuchea (KoK). Therefore, our kings that I had selected to be our king of our nation should crown me, Narin Saravuth Oeurn, to be the president of the KINGDOMSOfKampuchea (KoK) for the term ahead.

            The Republic Confederated Party (RCP) will call upon to the other political party and its people w/a higher education and experience to participate its goals and missions that we have had predestined to be. Unfortunately, there will be a lot of difficulties ahead unless we have united our heart and soul to conquer these obstacles in the KINGDOMSOfKampuchea(KoK), the multi-national society. And I will continue to commit my political party, the RepublicConfederatedParty (RCP), until our nation safe and secure from any harm, and our commitments that we had been made have been fulfilled w/ satisfaction for the next generation to come.

            Under my administration of leadership, I will call to our legislative branch of government to rearm our arm forces into four branches w/in the NationalDefenseOfKampuchea(NDK). The NationalDefenseOfKampuchea(NDK) will be composed under a national defense secretary of the KINGDOMSOfKampuchea(KoK) and a single chief of staff of our arm forces. Our arm forces will be consisted of our national army, navy, airforce and coastguard, and this is only a single national defense entity which the KINGDOMSOfKampuchea(KoK) has.  First, I will reestablish our national army branch under the leadership of our army secretary of the KINGDOMSOfKampuchea(KoK) and a single-army chief of staff w/several others army-general. The army branch will be formed under the CambodiaPeopleParty(CPP)’s arm forces including Its commanders and generals to be a KINGDOMS OfKampuchea(KoK)’s army. Second, I will be reestablished our national navy branch under a leadership of our navy secretary and a single-navy chief of staff commander of all the navy arm-forces. The navy branch will be composed and formed under all KhmerRouge arm-forces and its commanders. I will call all the KhmerRouge commanders and generals to reestablishing its arm-forces for re-servicing and re-commissioning as the KINGDOMS of Kampuchea (KoK)’s navy. Third, I will be reestablishing our air-force branch under a leadership of our air force secretary and a single-airforce chief of staff who is a single commander commanding our entire airforce. The airforce branch will be born as a single entity of our arm forces, and its composition and formation has to be all of the FUNCINPEC’s arm forces and its commanders. Fourth, I will be created a completed new-branch of our arm forces for whom they are an arm force police or a military police, Kampuchea coastguard. This branch of our arm force has its own leaders and commanders, and they will be upholding all the laws and orders that our military has.

            Under my leadership of government, I will call upon our legislative branch of government to reopen and reestablish our FederalReserve and Banking of Kampuchea (FRBK) and resolve our energy crisis. This establishment should be strengthening our entire economic stability and prosperity for the year to come. Therefore, I will argue strongly to all of you in supporting me and my government to be the president of the KINGDOMS OfKampuchea(KoK) for the term ahead. And, I will promise to each and every one of you that we will educate our people and all of our children to the best ability that we can be. Look, we have lots of job to do and lots of thing to change, and also, the reestablishment of our new government system is my first priority. I’ll guaranty you that we will have laws and orders w/ an equal protection and social justice for all. At the sometime, we will maintain our public safety, independent, sovereignty and human dignity for us all to be the KINGDOMSOfKampuchea(KoK). The opening our economic based foundation is the most important solution in maintaining our economic prosperity and industrialized revolution to where our nation leads. In our economic stability and industrialized revolution, we must have to maintaining our Federal Reserve and Banking of Kampuchea (NRBK) remained strong and centralized. This governmental agency will be consisted of a five board members to control and oversight the national rules and regulations regarding banking and economy stability. Interestingly enough, they are our board committees who are controlling over other public banks of organization in the public sector, every private bank enterprises.

            Under my administration, there will be two other government agencies that I myself wanted to introduce. These are the two governmental agencies that I wanted to talk about; we will have a new improved National Intelligent of Kampuchea (NIK) and National Security of Kampuchea (NSK). These two governmental agencies are the security department of the KINGDOMS OfKampuchea (KoK), and they will learn and collect all the data’s matters involving our national security matters to the step ahead for the KINGDOMSOfKampuchea(KoK). They each will have their duties to performing any investigations within and outside the KINGDOMSOfKampuchea (KoK)’s boundary for any ways and means possible so we all could stay safer and securer for our generation to come. The National Intelligent of Kampuchea (NIK) will be performed their duties of investigation for all KINGDOMS OfKampuchea(KoK)’s arm forces when, at the same time, the National Security of Kampuchea (NSK) will be performed their duties of investigation within domestic problems that might be arisen domestically. There will not be any conflicting between these two governmental agencies when one agency will be conducting their duties within our civilian society while the other agency will be conducting their duties for our arm forces of the KINGDOMSOfKampuchea(KoK).

                The Legislative Branch of Government is the government and people representatives in the KINGDOMS of Kampuchea (KoK). Their relationship should be autonomously certified by its people for whom they are committed to represent. They will make all laws and constitution for our society to live in, and they will declare war if our war have to become. And they will provide all of our prioritized requirements and programs whenever we need its to be. There will be checked and balanced power between the other two branches of government system. They are the only branch of government whom could provide us the arm services that we require. They will ratify all sorts of services if it’s suit to our standard of living and requirements.

            The Legislative Branch of Government has it own unique power and authority equal to and equivalent of the executive branch and judicial branch of our government system. Without the interference, this branch of government system could justify it own power at their discretion. They also have abilities and capabilities to arm our arm forces, and make a declaration in time of peace and war. The impeachment process will be wasted under this branch of government to determine whether we have a legitimate government according to the constitution of the KINGDOMSOfKampuchea(KoK). They are the body representative of our people, they are the heart and soul of the KINGDOMSOfKampuchea(KoK), and they are the only branches of our government to make and ratify all laws of our land.

 In the constitution of the KINGDOMSOfKampuchea(KoK), our national congress shall make no law regarding any religious establishment or prohibiting any religious exercising thereof. There will be a peaceful religious assembling throughout our nation w/out any interferences, disturbances or interruptions. The people of the KINGDOMSOfKampuchea(KoK) has their right to believe and associate of whatever the religious of their choice that would fit their freedom abilities, and we will be respected an establishments of their choice. Indeed, this shall be a freedom of an association and the bill of right w/in the constitution of the KINGDOMS OfKampuchea(KoK). And, I will call onto our national congress and people alike to make this law possible and state clearly in our constitution. At the sometime, the total separation of state and religious has to be effected through our state of mind, heart and soul of our centurion and the constitution of the KINGDOMS of Kampuchea (KoK). I believe that our government system and policy processing should be better-off w/out involving or participating itself in the religious process, but the religious propagandas and structural believe should be an individual right for praying and meditation. Therefore, we the people of the KINGDOMS OfKampuchea(KoK) will be prayed and meditated for our nation safety and security while we are seeking for prosperities, freedoms, democracies, social justices, human dignities, independent and sovereign nation ahead. I will encourage our people to continue their praying and meditations at this time of crisis and circumstances for our nation and society to found its way from the darkest hour and to found its light at the end of its tunnel.

Interestingly enough, there will not be, I say again, there will be none our governmental officer to serve and be a representative in the legislative branch of government, nor should the legislative member be served in any other branch of government until they have been called for service and duty in the KINGDOMS of Kampuchea (KoK). As your president, I will work w/our congresses to arm our arm forces, education stabilities, economic prosperities, preserve our environments, election reform and recalibrating our government agencies into the twenty first century.

Today, our legislative branch of government has not been properly functioned to the capacity that we have been expected to be, in term of the KINGDOMSOfKampuchea(KoK)’s government system. I said, we should be reorganized this branch of government system far better than what we have to date. There must be a checking and balancing power between these three branches of our government in order to have the proper functioning in the KINGDOMSOfKampuchea. I said again, I will make these three branches of our government functioning under our new constitution, civil liberty, freedom, equal justice, independent and sovereignty nation of the KINGDOMS of Kampuchea (KoK). Indeed, we will not be bounded to our predecessor of government system but we will have a new and improve of government system that will be capable of functioning independently according to our constitution and democracy which we are predestined to be. According to my understanding, our legislative branch of government of today should be reestablished and recreated from where we had been started, and I will be reproduced this branch of government of, by and for the people of the KINGDOMSOfKampuchea(KoK), once I have hold the office of the presidency. I said again, I will be absented and released all its members, not a parts, and reestablished once again the new legislative branch of government for the KINGDOMSOfKampuchea(KoK) to the twenty first century. This new improve legislative branch of government will be served and servicing our people and nation far more effective than what we do not have today nor our predecessors had been established. I believe that, if we have to servicing our people and nation to the best ability that we can be, we must have to have an effective government system of, by and for its people. In order to help and support w/ a maximum guaranty for better and stronger nation, we must have and maintain a new improve government system that I, Narin S. Oeurn, have been requested and suggested to reestablishment for the KINGDOMSOfKampuchea(KoK). We have to have a lot of changes in the KINGDOMS of Kampuchea (KoK)’s government system otherwise we will not be survived and guarantied our future ahead. We must change our ways and means of leadership or we are going to be suffered for the rest of our life w/out any guarantied of life and better living in our society future. If we are not change now, our people and society will never be seen the light at the end of our tunnel nor through the darkest hour that we had been through. I urge every one of you, our government officials and people alike, to open your heart and soul to accept the changes for which that I have been predestination to be. And, I will accept all challenges that you might have at this time of crisis or circumstances.  

Under my leadership, I will call to our national congress, Legislative Branch of Government, to education all of our people in every parts of our corner including all and every one of our arm forces of the KINGDOMS of Kampuchea (KoK). If I have to sending all of our arm forces to bring our children to go to school, I will do likewise and without any hesitation to do so. I want to express once again, we will put all of our children to school, no matters what are the obstacles that we might have, I will have our children, all of them and every parts of a corner, staying and schooling until they are maturing which is their age of eighteen years old and older that’s where they become an independence. I will put this authority of responsibility solely under our legislative branch of government to determine and prioritize their amendments into our public usage. And, I will urge each and every one of you to support these amendments of our legislative mandate as soon as I, Narin S. Oeurn, have to become the president. I, Narin S. Oeurn, will be looking forward to work w/all of you, I meant EVERY ONE of you, to have our education program to provide to every one of our nation and people in every part of our country or villages. If it’s not so, we have a serious problem and someone have to fixing its, or no one in the governmental office will be remained and employed. So, we have to set our priorities straight w/out any hesitation of whatsoever of being educating our citizen has to be. For the first time, I will call upon these seven individuals, for your approval and verification, to absent themselves from any government activities before I have been elected to be your president. Then I will present to each and every one of you, after I have been elected, that we will have seven kings in my administration of the KINGDOMS of Kampuchea history. In their whole life, they will serve us as a public servant and held the public office of the Supreme Court which is the supreme law of our land and king of our nation. They are a Judicial Branch of our government in which they will govern all laws and orders that we live in. They will have an equal and equivalent power to the other two branches of government system under our constitution, and there will be checked and balanced of power in our government process for which we will stand for. Therefore, I argue each and every one of you to support the Republic Confederated Party (RCP) w/ all your heart and soul by raising your hands and voices to put our nation back into the twenty first century. I will work w/our court system to enforce all laws and orders in the KingdomsOfKampuchea(KoK), I will have all the peoples who had had involved in the killing of Kampuchea people during, before and after the Pol Pot's regime to be judge and juries by the KINGDOMS of Kampuchea court, and I will not satisfy until our justice is serve. 

NEW FRONTIER

The Kampuchea people have been expected more from us than crying of indignation, war and attack. For the world is changing, the old era is ending, and the old ways will not do, surrounding us, the balances of power are shifting. There are new and terrible frontiers, new and uncertain future, new pressures of population and deprivation, and more oppression are being released by the awakening of the new administration of government than by the fission of the atomic itself. Everyday, we have been closely to war of which the war that we have not been wanted to be started, but it had been started by our neighboring nations and friends. Interestingly enough, we had not been surviving from all previous wars, threats and conquering. Today, our friend and neighboring countries are not our friends and neighbors, but they are our mortaled enemies who are wanted our lands, changed our borders, took our islands, conquered our life and denied our existence, and our leaders of government had been helped them to accomplish their goals.

At our home, the changing faces of our future are equally revolutionary. The NEW DEAL and FAIR DEAL were bold measurements of its generation when our nation and people were bold-downed to the ground. This is an unacceptable behavior that our leaders had toward our society of which we had intended to live. Unfortunately, we will have a new and improve generation of revolutionaries which is a revolution of technology, an urban population revolution, peaceful revolutions for human right, medical revolutions, reestablishment employment revolutions, and demanding an end of discrimination and corruption in all parts of our community life.

There has also changed in our intellectual and moral strength. Too many years of our draughtliness, famine and suffering have withered our fields of idea and opinion. Blights have also descended on all our regulation agencies, and too many Kampucheas have lost their ability, way, life, wills and their senses of historic purposes.

It is time for a new and improves generation of leadership with new men to cope with a new problems and opportunities. Particularly, alots of nation all around our world, young men are coming to power, a men who are not bound by the old tradition of the past, a men who are not blinded by the old fears, hates and rivalries, and a young men who can castled off the old slogans, delusions, believes and suspicions.

For I stand to facing each and everyone of you for what was once frontier, and what will once be a new frontier of which we are embarking and set a sailing for the KINGDOMS of Kampuchea, KOK. For the land we love and the people we want to be, alots of Kampucheas had gave up their life, comfort, safety, security and their wills to build our nation here for our next generation to come. Their motto was not "Every men for himself", but "All for the common cause".

Today, some would say that those struggles and wars of terror are all over, and all the battles have been won, but that's a lucrative. We have alots more frontier than we can imagine, because our problems have not been solved when we explore some more, and our wars and battles have not been won when our enemies are waiting and sitting to have a new blow of cutting us into pieces. Furthermore, we are standing here today on the edges of a new frontier, frontiers of unknown opportunities and paths, and frontiers of an unfulfilled hopes and threats.

I stand to face each and every one of you to be your next presidency of the KINGDOMS of Kampuchea, KOK. Under my leadership, we will have a new frontier, a frontier of which I speak is not a set of promise, but it is a set of challenges for which I intend to offering Kampuchea people, to ask of them and to hold out the promises of more sacrifice instead of more security. Beyond that frontiers are uncharted areas of unsolved problems of peace and war, unconquered pockets of ignorance and prejudice, unanswered questions of poverty and corruption, insane and unprincipled governments of leadership and administration, and improper civil liberties of humen protection and bill of right. I believe that this is the time demanding all the people of the KINGDOMS of Kampuchea, KOK, to place their inventions, imaginations, decisions, hearts and souls to be a pioneer of our new frontiers. For the matter of facts, we are standing on these frontiers at a turning point in our history of the KINGDOMS of Kampuchea, KOK. And, we will begin our new journey toward our independence, prosperity, social justice, equal protection and happiness for all.

            Our nation has been born a new generation of government w/a new administration and leadership that our people and nation had been waited for. Under my leadership and administration, we will provide our services to every citizen of the KINGDOMS of Kampuchea w/a new meaning of being Cambodia conformed to a unique republic and democratic nation. I will call upon our congress and people alike to have our constitution reproduction for the KINGDOMS of Kampuchea and abided to every level of our government institutions and public sectors. I will provide to each and every one of you the law and order in the equal justice system for all. I promise you that we will have a pro-choice society and a legal separation of state and religious in the KINGDOMS of Kampuchea century. All these wonderful evolutions will be decree under my administration and leadership, and we will be pursued our harmony of happiness in our state of mind, the heart of our centurion, and the soul of the KINGDOMS of Kampuchea.

            In our national election, we will have to have a legitimated legal election and competition from each and every presidential candidate who could present themselves w/ their personal capabilities and responsibilities according to their ideological evolution for the government system. They may not be a president of the KINGDOMS of Kampuchea but they will be surely served in our public servant office under my administration of government. I will share these power and duties of responsibility w/in my colleagues and friends from all sort of different political and ideological believers that they might be professionally practiced. It is very importance that we have to resolve our differences in the manner way, and we will not be consumed by this terminology in the KINGDOMS of Kampuchea. The KINGDOMS of Kampuchea could not effort to have our predecessor political survivability but we will be adopted a new improved freedom, democracy and equal justice system for all. I meant here is a light at the end of our darkest hour whenever our national priorities meant to be the future of the KINGDOMS of Kampuchea.

I believe that our new generation of leadership could perform the services of government system far better than our predecessors could do because we had learned a great deal of experience that our society had been passed to the young generation. I believe that we will not be bound to the ideological and political believes that our predecessor had been predestined and experimented in the social justice and democracy to which we had lived in. Now, our young generation currently bounded to be more effected by an economic prosperities, industrialized revolution, technology system and unique democracy freedom that our world could provide. The old ideologies of democracy, politic and government system are fading away, and the new improved generation had been born to take controlled over our national destiny, and we must not fail.

In these circumstances, I will have to congratulate each and every one of you for the job well done to having me to be your next president. Under my leadership, we will be restored our government of, by and for the people that we will not be bounded to our predecessor leadership and political means for which they had placed upon our souls to be endured. Additionally, we will have a new national title and flag for all the people of the KINGDOMS of Kampuchea, KoK. Under our new flag, we will not have our CENTURION (ANKORWAT) standed in the middle of fire or bloodshed, again. We will have a new flag for which our GUARDIANS and CENTURION will be standing, rising and shinning in the deep blue skies, and they will show us the light at the end of our tunnel for all of us to find. Interestingly enough, I will have our national constitution changed completely to suit our system and society that we are going to have and a new government system which we are embarking. And, we will have a new government system of, by and for the people of the KINGDOMS of Kampuchea, KoK. At lease, I will not be a government of the government but I will be a government of servicing, and we will serve our people to best ability that GOD had provided us to be.

The RepublicConfederatedParty(RCP), we will stand behind a shinning guardian stars in the darkest blue skies, and we are an eyes of our centurion stationed at the center of the brightest shield to separate us from the bloodiness and hottest fire which had conquered our life style for century w/ a rain of terror and the war of annihilation. We are the shield of the centurion and the eyes of the KINGDOMS OfKampuchea(KoK) symbolized the industrialized revolutions and economic prosperities in this new generation. Our eyes could see it shinning stars circled around the spectacular political systemation to synchronize the style of our centurion and the political party that we will be. Sometime we had forgotten who and what we are, by sitting on the seat of the bloodiness and hottest fire inside the particular part of our flag. We had shared a lot of our sentimental feeling for seeking our survivability and prosperity nation ahead. Although, our centurion had stand firmly stationed at the various part of our flag in the hottest sport sparkling as a systemizing sight in the Cambodia’s centuries. I had sight that we should be changed. Therefore, I sent to you this new improving flag w/ a significant sign and symbol to remind us that’s there is a guardian’s stand guarded our nation in the darkest blue skies, and there is a light in the deeply darkest hour for our civilized nation that we will not be bound to any previous path of responsibilities, again. We will have a unique freedom of choice and equal protection for all. These spectrums of life and symbolic meaning of our flag have been fully specified the life and cycle that we are undertake.

Location: Southeastern Asia, bordering the Gulf of Thailand, between Thailand, Vietname and Loas at 13 00N and 105 00E

Population: 13 million peoples(EST)-2003

Area: Total -181,040 sq.km, Land – 176,520 sq.km and Water – 4,520 sq.km.

Administrative Division: 21 provinces and counties;

Island: all of the Islands along Kampuchea’s coastline of 443km between Thailand and South Vietnam of 150 miles into the Pacific Ocean in this regard.

Dependent Area: All or apart of the South Vietnam country is the Kampuchea’s property and land, including its islands, under Vietnamese occupation since 1949 w/Kampucheas’ populations of 13 million peoples(EST in 2003) are still resident in this country, KampucheaKhrom OR Kampuchea. And, apart of Thailand is the Kampuchea’s property and land, including its islands, under Thailand occupation w/Kampucheas’ population of 13 million peoples(EST) are still resident in this country, KampucheaSarin OR Kampuchea.

Prop 222 – Government Systems; SECOND AMENDMENT.

This is the three Branches of Government of the KINGDOMS of Kampuchea w/an equal power of checking and balancing.

ARTICLE I – EXCUTIVE BRACH OF GOVERNMENT, President & vice-President of the KINGDOMS of Kampuchea ( NORKOR KOK-TLORK ).

 Section 1: WHEREAS, the president and Vice-President is the Chief of state, commander in chief, head of government, and presidency of the KINGDOMS of Kampuchea.

Section 2: WHEREAS, cabinet Members, the Cabinets appointed by the president with Senate approval.

Section 3: WHEREAS, election, the President and Vice-President of the KINGDOMS of Kampuchea are to be elected on the same ticket by a college of representatives who are elected directly from each province and county; President and Vice-President are to be served for five year terms; election last held September 25, 2003(next is to be held January 01, 2005).

Section 4: WHEREAS, the terms of the President and Vice President of the KINGDOMS of Kampuchea shall end at noon on the 01^st day of January, and the terms of the Senators and Representatives at noon on the 01^st day of January, of the years in which such terms would have ended, and if this article had not been ratified; the terms of their successors shall then begin.

Section 5: WHEREAS, at the time fixed for the beginning of the term of the president, the president elect shall have died Or incapacitated of performing his/her duties, the Vice President elect shall become president and Speaker is the Vice President. If a President shall not have been chosen before the time fixed for the beginning of his term OR if the President elect shall have failed to qualify, then the Vice President elect shall act as president until a President shall have qualified, and congress may by law provide for the case wherein declaring who shall then act as Presidency of the KINGDOMS of Kampuchea.

Section 6: WHEREAS, no person shall be elected to the office of the President more than twice, and no person who has held the office of President, OR acted as President of the KINGDOMS of Kampuchea for more than two terms of his/her administration.

Section 7: WHEREAS, the House of Representative and Senate shall have the sole Power of Impeachment.

Section 8: WHEREAS, The House of Representative and Senate shall have the sole Power of Declaring War.

Section 9: WHEREAS, The House of Representative and Senate shall have the sole Power to rearms, equips, dress codes, selected services, reserves, finances, titles and supplies our armforces into four branches w/in the National Defense Of Kampuchea(NDK). Our legislative Branch of Government shall have the sole Power to rearms, equips, dress codes, select services, reserves, finances, titles and supplies our armforces into four branches w/in the National Defense Of Kampuchea(NDK). The National Defense of Kampuchea (NDK) will be composed under a national defense secretary of the KINGDOMS of Kampuchea (KoK) and a single chief of staff of our arm forces. Our arm forces will be consisted of our national army, navy, airforce and coastguard, and this is only a single national defense entity which the KINGDOMSOfKampuchea(KoK) has.  First, I will reestablish our national army branch under the leadership of our army secretary of the KINGDOMSOfKampuchea(KoK) and a single-army chief of staff w/several others army-general. The army branch will be formed under the CambodiaPeopleParty(CPP)’s arm forces including Its commanders and generals to be a KINGDOMS OfKampuchea(KoK)’s army. Second, I will be reestablished our national navy branch under a leadership of our navy secretary and a single-navy chief of staff commander of all the navy arm-forces. The navy branch will be composed and formed under all KhmerRouge arm-forces and its commanders. I will call all the KhmerRouge commanders and generals to reestablishing its arm-forces for re-servicing and re-commissioning as the KINGDOMS of Kampuchea (KoK)’s navy. Third, I will be reestablishing our air-force branch under a leadership of our air force secretary and a single-airforce chief of staff who is a single commander commanding our entire airforce. The airforce branch will be born as a single entity of our arm forces, and its composition and formation has to be all of the FUNCINPEC’s arm forces and its commanders. Fourth, I will be created a completed new-branch of our arm forces for whom they are an arm force police or a military police, Kampuchea coastguard. This branch of our arm force has its own leaders and commanders, and they will be upholding all the laws and orders that our military has.

Under my administration, there will be two other government agencies that I myself wanted to introduce. These are the two governmental agencies that I wanted to talk about; we will have a new improved National Intelligent of Kampuchea (NIK) and National Security of Kampuchea (NSK). These two governmental agencies are the security department of the KINGDOMS of Kampuchea (KoK), and they will learn and collect all the data’s matters involving our national security matters to the step ahead for the KINGDOMS of Kampuchea (KoK). They each will have their duties to performing any investigations within and outside the KINGDOMS of Kampuchea (KoK)’s boundary for any ways and means possible so we all could stay safer and securer for our generation to come. The National Intelligent of Kampuchea (NIK) will be performed their duties of investigation for all KINGDOMS of Kampuchea (KoK)’s arm forces when, at the same time, the National Security of Kampuchea (NSK) will be performed their duties of investigation within domestic problems that might be arisen domestically. There will not be any conflicting between these two governmental agencies when one agency will be conducting their duties within our civilian society while the other agency will be conducting their duties for our arm forces of the KINGDOMS of Kampuchea (KoK).

Section 10: WHEREAS, The House of Representative and Senate shall have the sole Power of Taxes.

Section 11: WHEREAS, The House of Representative and Senate shall have the sole Power of Educating the KINGDOMS of Kampuchea.

Section12: WHEREAS, The House of Representative and Senate shall have the sole Power of Providing Energies to the every people of the KINGDOMS of Kampuchea and every part of the Country.

Section 13: WHEREAS, The House of Representative and Senate shall have the sole Power of maintaining Federal Reserve and Banking of Kampuchea, FRBK.

Section 14: WHEREAS, The House of Representative and Senate shall have the sole Power of maintaining Kampuchea Postal Services, KPS.

Section 15: WHEREAS, The House of Representative and Senate shall have the sole Power of Making all Laws of the KINGDOMS of Kampuchea.

Section 16: WHEREAS, the President of the Kingdoms of Kampuchea shall have the Sole Power to veto.

Note – I, Narin Saravuth Oeurn(NSO), have to be the presidency of the KINGDOMS of Kampuchea (KoK) in the month ahead of November 01, 2003 until December 31, 2004. I promise you that we will have a new national election w/in two months before January 01, 2005. In January 01, 2005, there will be a new government but it will not be me unless I have been reelected legitimately for the second term for another five years as the presidency of the KINGDOMS of Kampuchea.

ARTICLE II – LEGISLATIVE BRANCH OF GOVERNMENT, National Congress & Senate of the KINGDOMS of Kampuchea (NORKOR CHHAINLA).

WHEREAS, the Legislative Branch of government is the Bicameral Congress consisting of the Senate (25 seats, one-third are renewed every three years; one member is to be elected from each county OR province by popular vote to serve five years terms, the Vice-president of the KINGDOMS of Kampuchea is the presidency of the Senate.) and the House of Representative (125 seats, members are directly to be elected by the popular vote to serve three year terms, the Speaker will be the presidency of the House of Representative.)

The Legislative Branch of Government is the government and people representatives in the KINGDOMS of Kampuchea (KoK). Their relationship should be autonomously certified by its people for whom they are committed to represent. They will make all laws and constitution for our society to live in, and they will declare war if our war have to become. And they will provide all of our prioritized requirements and programs whenever we need its to be. There will be checked and balanced power between the other two branches of government system. They are the only branch of government whom could provide us the arm services that we require. They will ratify all sorts of services if it’s suit to our standard of living and requirements.

The Legislative Branch of Government has it own unique power and authority equal to and equivalent of the executive branch and judicial branch of our government system. Without the interference, this branch of government system could justify it own power at their discretion. They also have abilities and capabilities to arm our arm forces, and make a declaration in time of peace and war. The impeachment process will be wasted under this branch of government to determine whether we have a legitimate government according to the constitution of the KINGDOMSOfKampuchea(KoK). They are the body representative of our people, they are the heart and soul of the KINGDOMSOfKampuchea(KoK), and they are the only branches of our government to make and ratify all laws of our land.

In the constitution of the KINGDOMSOfKampuchea(KoK), our national congress shall make no law regarding any religious establishment or prohibiting any religious exercising thereof. There will be a peaceful religious assembling throughout our nation w/out any interferences, disturbances or interruptions. The people of the KINGDOMS of Kampuchea (KoK) have their right to believe and associate of whatever the religious of their choice that would fit their freedom abilities and we will be respected an establishments of their choice. Indeed, this shall be a freedom of an association and the bill of right w/in the constitution of the KINGDOMS OfKampuchea (KoK). And, I will call onto our national congress and people alike to make this law possible and state clearly in our constitution. At the sometime, the total separation of state and religious has to be effected through our state of mind, heart and soul of our centurion and the constitution of the KINGDOMS of Kampuchea (KoK). I believe that our government system and policy processing should be better-off w/out involving or participating itself in the religious process, but the religious propagandas and structural believe should be an individual right for praying and meditation. Therefore, we the people of the KINGDOMS Of Kampuchea (KoK) will be prayed and meditated for our nation safety and security while we are seeking for prosperities, freedoms, democracies, social justices, human dignities, independent and sovereign nation ahead. I will encourage our people to continue their praying and meditations at this time of crisis and circumstances for our nation and society to found its way from the darkest hour and to found its light at the end of its tunnel.

Interestingly enough, there will not be, I say again, there will be none our governmental officer to serve and be a representative in the legislative branch of government, nor should the legislative member be served in any other branch of government until they have been called for service and duty in the KINGDOMS of Kampuchea (KoK). As your president, I will work w/our congresses to arm our arm forces, education stabilities, economic prosperities, preserve our environments, election reform and recalibrating our government agencies into the twenty first century.

Today, our legislative branch of government has not been properly functioned to the capacity that we have been expected to be, in term of the KINGDOMS Of Kampuchea (KoK)’s government system. I said, we should be reorganized this branch of government system far better than what we have to date. There must be a checking and balancing power between these three branches of our government in order to have the proper functioning in the KINGDOMSOfKampuchea. I said again, I will make these three branches of our government functioning under our new constitution, civil liberty, freedom, equal justice, independent and sovereignty nation of the KINGDOMSOfKampuchea(KoK). Indeed, we will not be bounded to our predecessor of government system but we will have a new and improve of government system that will be capable of functioning independently according to our constitution and democracy which we are predestined to be. According to my understanding, our legislative branch of government of today should be reestablished and recreated from where we had been started, and I will be reproduced this branch of government of, by and for the people of the KINGDOMSOfKampuchea(KoK), once I have hold the office of the presidency. I said again, I will be absented and released all its members, not a parts, and reestablished once again the new legislative branch of government for the KINGDOMSOfKampuchea(KoK) to the twenty first century. This new improve legislative branch of government will be served and servicing our people and nation far more effective than what we do not have today nor our predecessors had been established. I believe that, if we have to servicing our people and nation to the best ability that we can be, we must have to have an effective government system of, by and for its people. In order to help and support w/ a maximum guaranty for better and stronger nation, we must have and maintain a new improve government system that I, Narin S. Oeurn, have been requested and suggested to reestablishment for the KINGDOMSOfKampuchea(KoK). We have to have a lot of changes in the KINGDOMS of Kampuchea (KoK)’s government system otherwise we will not be survived and guarantied our future ahead. We must change our ways and means of leadership or we are going to be suffered for the rest of our life w/out any guarantied of life and better living in our society future. If we are not change now, our people and society will never be seen the light at the end of our tunnel nor through the darkest hour that we had been through. I urge every one of you, our government officials and people alike, to open your heart and soul to accept the changes for which that I have been predestination to be. And, I will accept all challenges that you might have at this time of crisis or circumstances.  

Under my leadership, I will call to our national congress, Legislative Branch of Government, to education all of our people in every parts of our corner including all and every one of our arm forces of the KINGDOMS of Kampuchea (KoK). If I have to sending all of our arm forces to bring our children to go to school, I will do likewise and without any hesitation to do so. I want to express once again, we will put all of our children to school, no matters what are the obstacles that we might have, I will have our children, all of them and every parts of a corner, staying and schooling until they are maturing which is their age of eighteen years old and older that’s where they become an independence. I will put this authority of responsibility solely under our legislative branch of government to determine and prioritize their amendments into our public usage. And, I will urge each and every one of you to support these amendments of our legislative mandate as soon as I, Narin S. Oeurn, have to become the president. I, Narin S. Oeurn, will be looking forward to work w/all of you, I meant EVERY ONE of you, to have our education program to provide to every one of our nation and people in every part of our country or villages. If it’s not so, we have a serious problem and someone have to fixing its, or no one in the governmental office will be remained and employed. So, we have to set our priorities straight w/out any hesitation of whatsoever of being educating our citizen has to be. Therefore, I will extend this program further down our road that all and every one in our arm services will be educating for the rest of life while they serve in the KINGDOMSOfKampuchea(KoK)’s arm forces. And, I will be heavy these duties of responsibility w/our legislative branch of government to make its happen in serving our society as a whole.

This is the foundation of our economy prosperities and industrialized revolution which our Guardian and Centurion flag have to be represented.

Under my leadership of government, I will call upon our legislative branch of government to reopen and reestablish our Federal Reserve and Banking of Kampuchea (FRBK) and resolve our energy crisis. This establishment should be strengthening our entire economic stability and prosperity for the year to come. Therefore, I will argue strongly to all of you in supporting me and my government to be the president of the KINGDOMS Of Kampuchea (KoK) for the term ahead. And, I will promise to each and every one of you that we will educate our people and all of our children to the best ability that we can be. Look, we have lots of job to do and lots of thing to change, and also, the reestablishment of our new government system is my first priority. I’ll guaranty you that we will have laws and orders w/ an equal protection and social justice for all. At the sometime, we will maintain our public safety, independent, sovereignty and human dignity for us all to be the KINGDOMS Of Kampuchea (KoK). The opening our economic based foundation is the most important solution in maintaining our economic prosperity and industrialized revolution to where our nation leads. In our economic stability and industrialized revolution, we must have to maintaining our Federal Reserve and Banking of Kampuchea (NRBK) remained strong and centralized. This governmental agency will be consisted of a five board members to control and oversight the national rules and regulations regarding banking and economy stability. Interestingly enough, they are our board committees who are controlling over other public banks of organization in the public sector, every private bank enterprises.

          Clause 2 – EDUCATION of Kampuchea, EK.

WHEREAS, We are the KINGDOMSOfKampuchea(KoK) have an obligation to education our people, I meant all the people of the KINGDOMS of Kampuchea (KoK), to the best ability that we might be to accomplish. We need to place all, including all of our children, young men and women to education for their future and ours. Remember, everyone of our children are our heart and soul for the KINGDOMS of Kampuchea (KoK), they all need school to go, a place to stay, a playground for their recreation and a training for their comprehensiveness of their choice. We need to have school in every parts of the country and every village that they may be needed. We are the leadership of the KINGDOMS of Kampuchea (KoK) need to provide these abilities and responsibilities that we might be capable of. These education priorities cannot be waited as long as I, myself, held the office of president of the KINGDOMS of Kampuchea (KoK). Therefore, our kings that I had selected to be our king of our nation should crown me, Narin Saravuth Oeurn, to be the president of the KINGDOMS Of Kampuchea (KoK) for the term ahead. The Republic Confederated Party (RCP) will call upon to the other political party and its people w/a higher education and experience to participate its goals and missions that we have had predestined to be. Unfortunately, there will be a lot of difficulties ahead unless we have united our heart and soul to conquer these obstacles in the KINGDOMSOfKampuchea(KoK), the multi-national society. And I will continue to commit my political party, the RepublicConfederatedParty (RCP), until our nation safe and secure from any harm, and our commitments that we had been made have been fulfilled w/ satisfaction for the next generation to come.

The Judicial Branch of Government is the supreme law of our land, and the supreme court of our nation presided by seven kings of our nationality. These seven kings that I had been pre-selected are to be the kind of our land and kings of our nation meant to be a permanent body of our Supreme Court, King Court:

For the first time, I will call upon these seven individuals, for your approval and verification, to absent themselves from any government activities before I have been elected to be your president. Then I will present to each and every one of you, after I have been elected, that we will have seven kings in my administration of the KINGDOMS of Kampuchea history. In their whole life, they will serve us as a public servant and held the public office of the Supreme Court which is the supreme law of our land and king of our nation. They are a Judicial Branch of our government in which they will govern all laws and orders that we live in. They will have an equal and equivalent power to the other two branches of government system under our constitution, and there will be checked and balanced of power in our government process for which we will stand for. I will work w/our court system to enforce all laws and orders in the NationUniumsOfKampuchea(KoK), I will have all the peoples who had had involved in the killing of Kampuchea people during, before and after the Pol Pot's regime to be judge and juries by the KINGDOMS of Kampuchea’s court, and I will not satisfy until our justice is serve. Additional, I want Mr:SihanaukNorodom, Mr:HunSeng, Mr:RanariddhNorodom, Mr:SamRainsy, Mr:CheaSim, Mr:KievSampon and Mr:SeyReyvuth listened good and learn for what I will do for the KINGDOMS OF KAMPUCHEA and its people. This establishment should be strengthening our entire economic stability and prosperity for the year to come. Therefore, I will argue strongly to all of you in supporting me and my government to be the president of the KINGDOMS OfKampuchea(KoK) for the term ahead. And, I will promise to each and every one of you that we will educate our people and all of our children to the best ability that we can be. Look, we have lots of job to do and lots of thing to change, and also, the reestablishment of our new government system is my first priority. The opening our economic based foundation is the most important solution in maintaining our economic prosperity and industrialized revolution to where our nation leads. In our economic stability and industrialized revolution, we must have to maintaining our Federal Reserve and Banking of Kampuchea (NRBK) remained strong and centralized. This governmental agency will be consisted of a five board members to control and oversight the national rules and regulations regarding banking and economy stability. Interestingly enough, they are our board committees who are controlling over other public banks of organization in the public sector, every private bank enterprises.

WHEREAS, we are the KINGDOMSOfKampuchea(KoK) have an obligation to education our people, I meant all the people of the KINGDOMS of Kampuchea (KoK), to the best ability that we might be to accomplish. Remember, everyone of our children are our heart and soul for the KINGDOMS of Kampuchea (KoK), they all need school to go, a place to stay, a playground for their recreation and a training for their comprehensiveness of their choice. We need to have school in every parts of the country and every village that they may be needed. We are the leadership of the KINGDOMS of Kampuchea (KoK) need to provide these abilities and responsibilities that we might be capable of. These education priorities cannot be waited as long as I, myself, held the office of president of the KINGDOMS of Kampuchea (KoK). Therefore, our kings that I had selected to be our king of our nation should crown me, Narin Saravuth Oeurn, to be the president of the KINGDOMS of Kampuchea (KoK) for the term ahead.
