The EU faces a great challenge: at the March 2000 meeting of the European Council in Lisbon, it set the goal of becoming the most competitive and dynamic knowledge-based economy in the world by 2010.  This talk reviews the scale of the challenge and the types of science, technology and innovation policies that will be needed to achieve success.
