Our Gang APBA League Constitution

I) League Purpose

 

      The purpose of the Our Gang APBA League (OGAL) is to further the enjoyment of playing APBA Baseball for windows.  All league members must maintain a high degree of integrity, where sportsmanship is valued above all other qualities.  Each General Manager (GM) must own Baseball for Windows version 5.0, League Manager Power Tool version 5.0, and Advanced Draft version 4.0 or newer versions thereof.

 

II)  League Structure

 

The OGAL will consist of 12 continuous ownership teams.  Upon the start of the 1946 season, division alignment will be abandoned.  In lieu of this the league will consist of 12 teams with NO divisions.

 

      A)  Schedule

 

            Each OGAL team will play each other 14 times cumulating a total of 154 games.  Each team will play home and away games against one another via 3 and 4 games series.  All games will be played for statistical purposes regardless of whether the game(s) have an outcome on pennant or playoff positions.

 

      B)  Designated Hitter

 

            No designated hitter will be used until it becomes historically appropriate.

 

      C)  Voting

 

            When issues arise and a vote is deemed necessary (at the sole discretion of the Commissioner) a simple "Majority" will determine all outcomes.  In the case of ties, no changes will be made or applied.  Abstinence will not be allowed and all league members must vote as instructed on the ballot.

 

      D)  Simulating Games (Optional per Respective GM)

 

            The Commissioner has decided to give all respective GM's the option of "Simulating" their games.  This option is provided in order to give some assurance that fair play is adhered to.  If any GM requests that a series be simulated, then the Commissioner will play the series in lieu of the home team.  Head to head games between GM's via Internet Chat Rooms, Instant Message (e.g. AOL), and telephone are encouraged.  Please be cognizant of the repercussions of this exercise !

 

E)    Playoff Format

 

            Playoffs shall include the top 4 teams once the 1946 season begins play.  Teams will be seeded by winning percentage with the first seed playing the fourth and second playing the third.  This format will continue with 1946 season play.  The first place team will host the fourth place squad and second will host third.  The tie breaking procedures are as follows:

 

Seeding and Home Field Advantage Tie Breaking Procedures.

 

      1)  Head to head record

      2)  Run differential (head to head)

      3)  Run differential (all games)

      4)  Coin flip

 

F) Breaking Ties for Playoff Spots

 

***  In the case of a tie for the last playoff position a one game playoff will determine playoff eligibility.   If a tie involves three or more teams, the "Seeding and Home Field Advantage Tie Breaking Procedures" noted above will take precedence with the following note!  Steps 1,2 and 3 will become cumulative for common opponents!  Each step will be applied one at a time.  However, each step will also be cumulatively totaled to include all three (or more) teams until it has been determined which two remaining teams will play each other in a one game playoff.  Home field advantage will be determined via the same "Seeding and Home Field Advantage Tie Breaking Procedures" upon instances of ties between two or more teams. 

 

G)    Breaking Ties for Playoff Spots (1946 and after)

 

For the 1946 season, ties between first, second, third, and fourth place teams will be broken via the “Seeding and Home Field Advantage Tie Breaking Procedures” listed in Section II, paragraph E.  In case of a tie involving the final playoff spot (fourth place), the aforementioned rules stated in Section II, paragraph F will apply.  

 

All series will be a best 4 of 7 format with the higher seeded team playing games 1, 2, 6, and 7 at home.  There will be a one-day travel period between games 2 and 3 and 5 and 6.

 

III  The Commissioner

 

      The Commissioner is the Chief Officer in Charge of the OGAL.  The Commissioner's responsibilities include the maintenance of league files, ensuring the league is operating smoothly and overseeing all facets of its operation.  These powers include, but are not limited to the following:

 

      A) Organizing the Initial Draft and subsequent Seasonal Drafts.

B) Authorizing and documenting all transactions.

C) Providing roster updates and statistics through Commissioner Files (C-Files).

      D) Ruling on protests.

      E) Recruiting and orienting new members.

      F) Creating the season schedule.

G) Determining player limitations, restrictions and threshold for each

season.

      H) Determining penalties for various infractions.

      I) Updating the OGAL Constitution.

J) Handling the modification of rules through a ballot procedure as

established by the Commissioner.

K) Any items as the Commissioner deems necessary to further the best

interests of the OGAL and her members, inclusive of the power to act

in a unilateral manner.

      L) Delegate any and/or all of the duties specified within this document.

 

M) The Commissioner shall remain the Chief Officer in Charge of the OGAL until one of the two situations occurs.

 

1)        Resignation of office.

2)        Removal from office via a 75% vote of approval by league members with full participation of all 12 GM's.  Abstaining will not be allowed.

 

 

IV  Draft Order, Initial, Seasonal, and Expansion Drafts

 

      At the conclusion of each replayed season a Seasonal Draft will take place.  A description of how the Draft Order is devised and the procedures for an Initial, Seasonal, and Expansion draft follow.

 

                                A)  Draft Order

 

Starting with the 1940 Draft the OGAL will be moving to a weighted lottery system similar to the one currently being used by the NBA.  The weighted lottery will apply to the FIRST ROUND ONLY !  All rounds thereafter will be based upon individual team winning percentage.  The exception to that being that the OGAL Champion and Runner-Up will draft in the 11th and 12th postions of every round, regardless of winning percentage.  The basis of the entire draft structure depends upon Original Draft position.  Original Draft position is defined as:  “The draft position of a team based upon winning percentage from the season just played.”  Once the original draft position has been established (keeping in mind the tie breaking procedures listed below and the exceptions involving playoff teams and championship round teams) the draft may commence. In the circumstance where there were ties between teams during the regular season, those teams will alternate their draft positions.  This of course will be based upon Original Draft position and the tie breaking procedures that were applied to establish that order.  Those teams will then alternate their picks for rounds 2 – 11 or more.

 

The first round of the draft will proceed as follows:

 

The four teams that qualified for the playoffs will not receive any consideration toward the first round of the draft and will pick 9 – 12 based upon winning percentage.  The exception to this being that the OGAL Champion will draft last in every round, followed by the OGAL championship runner-up.  The other two playoff participants will attain draft position via winning percentage as stated previously. The eight non-playoff teams will receive weighted lottery chances based upon Original Draft position that increase from eight to one.  Each team will be allowed to climb no more than three positions from their respective original draft position. The same holds true for each team falling from their original draft position.  In case of ties, the original draft positions will be determined using the following set of tiebreakers:

 

1)  Head to head record

                  2)  Run differential (head to head)

                  3)  Run differential (all games)

                  4)  Coin flip

 

Once the original draft positions have been determined, the eighth through first draft positions will receive the following weights:

 

8th  8 or  4% of 200 (#’s 1 thru 8)

7th – 12 or  6% of 200 (#’s 9 thru 20)

6th – 16 or  8% of 200 (#’s 21 thru 36)

5th – 20 or 10% of 200 (#’s 37 thru 56)

4th – 24 or 12% of 200 (#’s 57 thru 80)

3rd – 30 or 15% of 200 (#’s 81 thru 110)

2nd – 40 or 20% of 200 (#’s 111 thru 150)

1st – 50 or 25% of 200 (#’s 151 thru 200)

 

The lottery draft order will then be determined.  Keep in mind that no franchise will be allowed to improve more than three places nor fall more than three places.  Draft ranges are as follows:

The Commissioner and League Secretary will make all draft Lottery determinations

 

     

 

B)  Initial Draft Procedures - Applies to the 1946 Season

 

The 1946 season will be considered an initial draft season.  All players may be carried over from the conclusion of the 1941 season at the discretion of each franchise.  Franchises may drop players from their roster in order to pick up additional Initial Draft selections.  However, those dropped players are then free to be picked up by any franchise.  Draft picks for the 1946 season are NOT tradable !  The 1946 draft will be serpentine in nature 1-12, 12-1.  Each team will select players until they reach the 35 player maximum.  Once a franchise reaches 35 players that franchise will no longer be allowed to participate in the Initial Draft process.  A minimum of 10 pitchers must have been either selected or retained from the 1941 season.  All minimum AIM coverage must be accounted for as specified in Section VI “Rosters and Roster Management”, Paragraph D “Player Usage”.  Draft position will be determined via a weighted lottery similar to the one held by the NBA every year.  Standings from the 1941 season will be used as input to determine weighted values.  In the event of ties, the tie breaking procedures in Section IV, paragraph B will be used.  The champion from 1941 will receive 6 chances, runner-up 8, third place 9, fourth 11, fifth 13, sixth 15, seventh 17, eighth 19, ninth 21, tenth 24, eleventh 27 and twelfth 30 chances totalling 200 chances.  The twelfth place team from 1941 will fall no lower than 3rd in draft position, eleventh place finisher no lower than 4th and tenth place finisher no lower than 5th.  All other teams will be placed in the order as they are picked unless affected by the circumstances that take place with the tenth through twelfth place clubs.  The Commissioner will make all selections to determine draft position and will select for draft position 1 through 12.  This weighted drafting will apply to the first two rounds of the 1946 draft only.  All rounds after that will be based soley upon winning percentage from the 1941 season.

 

      C)  Seasonal Draft Procedures

 

Each new season will bring about a Seasonal Draft.  The Seasonal Draft will be held to fill rosters depleted via trades, retirement, injury, etc.  Each GM must retain 24 players from their combined Active and Farm rosters.  No cutting of players will be allowed to gain additional draft selections.  The Seasonal Draft will consist of 11 rounds (1 selection per round).  Depending upon how many players are available on a data disk, the number of rounds may be pared down to 9 per franchise.

 

Prior to each Seasonal Draft, each GM must retain 24 players from their current Active and Farm rosters. The only exception to this being those players who have retired or are injured and do not appear on the next season's data disk. If a team has less than the 35 player maximum on their current roster, they still need only cut down to the 24-player level.  Players cut by each team will join the list of eligible players to be drafted, if they are included on the data disk being played for the upcoming season.  GM's and their franchise will not be penalized for cutting players whom do not appear on the upcoming season's data disk.  However, if a cut player appears on future data disks, the original team no longer has rights to that individual player.  All cut players join the Seasonal Draft pool and may be selected by any team, as long as they appear on the coming seasons data disk.  In certain instances a team roster may be severely depleted due to injury, retirement, or expansion of the league etc.  If this is the case, that team and only that team will be allowed to select beyond round number 11 (or less depending upon the number of players on the data disk) until the 35 player maximum is reached.  If ALL teams have reached the 35 player maximum roster and there are still players remaining to be selected, the draft can resume for an additional two rounds.  Each team that wishes to continue with their draft must first cut a player prior to picking up a player in the draft.

 

Players drafted from any official APBA data disk rightfully belong to their original drafting team. They may be retained as “Saved Players” even if that player does not appear on upcoming season data disk(s). These “Saved Players” will remain in "UNABLE TO PERFORM" reserve status. However, that player will take up a roster spot on that teams Farm Team. In other words, even though the player did not play at any time during a season, he still must occupy a slot on a team. Example, Dutch Leonard did not play during the 1937 season, but played again starting in 1938. The original drafting team has the rights for Dutch Leonard and may keep him if they so desire. The only way that Leonard would go back into the drafting pool is if the original drafting team cut him from their roster. If the original drafting team wishes to keep Leonard, they must account for him with an occupied roster spot. The Commissioner will maintain all UNABLE TO PERFORM reserve status or “Saved Players”.

 

      D)  Expansion Draft

 

The aforementioned process described in "Seasonal Draft Procedures", will be followed with these exceptions:

 

1) Expansion teams will always be given the top picks in their inaugural Seasonal Draft.  If there is more than 1 expansion team joining the OGAL, a random draw will be held to determine the draft order.  Draft order will alternate between expansion teams, as described in Section IV, paragraph B, 1.

 

2) GM's and their franchises from the preceding season will cut their rosters to 22 players for the addition of two expansion teams and 20 players for the addition of 4 expansion teams.  Those players will join an Expansion Draft pool.  Expansion team GM's only will be allowed to select from this pool.  The Expansion Draft will continue until each Expansion team has chosen 25 players.  Remaining players not selected will be added to the Seasonal Draft pool and the Seasonal Draft will proceed from that point as normal.  Additional rounds will be required in order to fill out all team rosters to the 35 player maximum.

 

 

V  Trading

 

      Trading is very much encouraged in the OGAL in accordance with the following.  All GM’s are reminded that each franchise involved in a trade MUST accommodate and meet all AIM requirements as specified in Section VI “Rosters and Roster Management”, Paragraph D “Player Usage”.   The following specifications must be observed:

 

      A)  Trades must be reported to the Commissioner by both GM's within 48 hours of each other.  The GM's of each team are responsible for observing the deadline.  If this rule is not observed, the trade will be nullified.  The 48-hour deadline will begin upon receipt of the first notice sent to the Commissioner.

 

      B)  Any GM may trade Seasonal Draft picks.  However, Seasonal Draft picks that are traded may only be obtained from the current Seasonal Draft or next years Seasonal Draft.  Initial Draft picks will not be tradable with the exception of the first four picks of the 1946 Initial Draft.  Expansion team GM's may trade their Seasonal Draft picks, but not their Expansion Pool Draft picks.  Current Seasonal draft picks may be traded for Next Year's Seasonal Draft picks.  Example, Team A wishes to Trade their current #1 selection from the Current Seasonal Draft to Team B for Team B's #1 and #2 Seasonal Draft picks for the following year.

 

      C)  Trades shall not include "players to be named later", "loans of players", or "conditional changes" of any kind.

 

      D)  Multiple team trades may be made, as long as all GM's involved report to the Commissioner as specified in Paragraph A of this section.

 

      E)  Trades do not have to involve an equal number of players, players whom occupy the same position, nor an equal number of Seasonal Draft picks.  However, at no point in time may a GM's combined team roster fall below a minimum of 30 players.  That minimum of 30 players must not count those players in "UNABLE TO PERFORM" reserve status as explained in Section IV  "Initial, Seasonal, and Expansion Drafts", Paragraph D "Seasonal Draft Procedures". If a team at the end of a trade has more than 35 players, the GM representing that team must cut as many players required to re-establish the 35 player maximum.  All cut players will be placed in the undrafted pool of players eligible for the next Seasonal Draft.

 

F)  The Commissioner has the right to veto any trade he deems contrary to                 the best interest of the OGAL.

 

G)        The yearly TRADING DEADLINE will be August 15th.  (As per the date on the OGAL schedule).  No trades of any kind may take place after this date.  If August 15th occurs within the playing of a series, trades may occur through the conclusion of that series.

 

H)  Trades may involve draft selections from rounds one “1” through four “4” only.  Trading of draft picks AFTER round “4” WILL NOT BE ALLOWED.

 

I)  Trading of draft picks will be limited to a Pre-Draft period (as determined by the Commissioner) and the actual Draft process itself.  No trading of draft picks of any kind will be allowed once the fourth round of the current Draft concludes.  No trading of draft picks of any kind will be allowed during the play of the regular, all-star game, or post season play.  Player for player trades may continue up until the August 15th trade deadline.

 

For EXAMPLE:

 

During both the pre-season 1939 draft and during the draft process itself (up until the conclusion of round 4), the following will be allowed:

 

Team A trades Charlie Gehringer to Team B for a number 1 pick in 1939 and a number two selection in the 1940 draft.

 

This type of trade will not be allowed after the fourth round of the current draft has concluded and the regular season begins. Trades made during the regular season will be player for player only. No trades involving draft picks of any kind will be allowed during regular season play.

 

 

 

 

VI  Rosters and Roster Management

 

      A)  Roster Makeup

 

            Each OGAL GM will be responsible for maintaining a total of up to 35 players on their combined Active and Farm roster.  26 players shall be retained on the Active roster at all times.  These players will be used during series being played either Head to Head or simulated.  An additional maximum of 9 players shall be kept on the Farm roster.  The Farm roster shall never number less than 5 players.  This means that each team shall have not more than five (5) “saved players” on their respective roster on their Farm Squad. Hence the 30 player minimum and 35 player maximum levels on the combined rosters for each team.  The movement of players between Farm and Active portions of the roster may be accomplished at the GM's discretion.  However, this movement will not be allowed to take place while a series is in progress.

 

      B)  Undrafted and Cut Players

 

            All cut players will obviously have no team affiliations.  Once a player has been cut, another team cannot claim him until the following Seasonal Draft.  The only exception to this being if ALL teams have reached the maximum of 35 players on their rosters and there are still players remaining to be drafted.  This situation is explained in Section IV  "Initial, Seasonal, and Expansion Drafts", Paragraph B "Seasonal Draft", Sub-paragraph 2 "Seasonal Draft Procedures'".   

 

 

C)  Position Rules for Regulars and Backups

 

      Players cannot play out of position.  For example, Jimmie Foxx is rated as a 3b and 1b on the 1934 APBA data disk.  He may play those positions only.  This may only be overridden in instances where injuries and/or ejection deem it necessary.  As long as a team has a player on their Active roster rated for the position in question and is not in "Tired", "Bushed" or "Worn Out" status, that player must temporarily fill in for the injured or ejected player.  At the conclusion of a series, if a team is short of coverage and a player from the Farm Team is available, he must be placed upon the Active roster for the upcoming series.  This is done to sufficiently cover the vacant position left by the injured or ejected player.

 

All teams must have at least one backup for each position on the field.  Backups must also be rated for the position they are to be used in and are subject to the same limitations as regular players.  Multi-positional players can backup only one position at a time for roster purposes.  The Commissioner will monitor this as all drafts progress and will make best judgement determinations upon circumstances regarding backups (e.g. Five outfielders may be sufficient to cover the outfield if there is sufficient AIM coverage to allow this to be done). 

 

D)  Player Usage

 

            The OGAL is a full AIM (Advanced Injury Management) league. All teams must meet the following AIM requirements:

 

a)    Pitchers must total 165 starts in order to complete an entire

season.

b)    Pitchers must total at least 7500 Max Batters Faced in order to complete an entire season.

c)    All non-pitching positions must be covered sufficiently (via AIM)in order to complete an entire season.

 

There are no limitations on player usage with the exception of the following three items:

 

            1)  Pitchers will not exceed the actual number of starts as stated in their true to life stats for that particular season being played.  This applies to dual rating pitchers as well.  The Commissioner forewarns all teams that starting a pitcher and soon thereafter bringing in a different pitcher in order to bypass this rule will not be tolerated.

 

            2)  Stolen base attempts shall be held to 140% of actual stolen base attempts for a player as reflected in their true to life stats for that season.  E.G. Lou Brock had 80 stolen base attempts during the 19xx season.  His maximum number of stolen base attempts shall not exceed 112 attempts for the OGAL season.  Once a player reaches this 140% threshold, that player’s steal success rating will be altered to 0%.  If that player should reach post-season play, the rating will be returned to the original stolen base rating.

 

            3)  Failure to observe the above may result in the loss of that player and his placement into the upcoming Seasonal Draft pool.

 

     

 

 

E)  Playoff Player Eligibility and Usage

 

            A player must have been on the Active Playoff Roster (of 26 players) defined as the Active Roster of the final 3 series of the regular season (series 42, 43 and 44) in order to be playoff eligible (barring injuries).  In other words, the Active roster must be as static as possible for the last three series of the season and thus becomes the Active Playoff Roster.  This Active Playoff Roster will be used throughout the playoffs.  Farm team players will not be eligible to participate in the playoffs other than to replace an injured individual on the 26 player Active Playoff Roster.   E.g. Catcher Rollie Hemsley was injured prior to series 42.  His injury does not enable him to appear in the playoffs until after they have begun; yet the GM wishes to include him on the Active Playoff Roster.  The GM must make the Commissioner aware of this situation so he may broadcast this fact to all teams in the OGAL.  The player may be placed upon the Active Playoff Roster once the injury time frame has concluded and the substitute player used in his place must be returned back to the Farm Roster.  In the instance where the injured player can return prior to the playoffs, the Commissioner shall be notified of the wish to place the injured player on the Active Playoff Roster.  This must, at a minimum, take place during the series immediately following the injury!  Any affected GM may at his discretion ask for the injured player to be returned to the Active Playoff Roster during the series the injury clears, if he/she desires.  The substitute player used in the injured player’s place must be returned back to the Farm Roster as appropriate.  In instances where Active Playoff Roster injuries occur during the playoffs, players may be substituted for if they miss the entire remaining portion of the series.  Injured players will remain on the Active Playoff Roster if their injury concludes during the playoff series.

 

The following limitations apply during the Playoffs:

 

            1)  Every Day players (not including pitchers unless they are carded as an everyday player as well as a pitcher) with less than 100 plate appearances reflected in their true to life stats shall not exceed 14 plate appearances or 2 starts during any 7 game series.

 

            2)  Any pitcher with less than 50 innings pitched reflected in their true to life stats, shall not exceed 7 innings pitched or 1 start during any 7 game series.

 

            3)  Both of these limitations may be negated in regards to the players starting a game.  E.g. Player X is an outfielder with less than 100 plate appearances based upon his true to life stats. If in his 2 starts he comes to the plate more than 14 times due to extra innings or a high scoring game, he shall not be penalized.  The same situation applies to pitchers whom totaled less than 50 innings pitched.  These pitchers will be allowed to pitch complete games or into extra innings as long as they started that game or appeared in relief during the regular course of nine inning play.  Under these circumstances those players will be allowed to finish games, but may no longer participate in any further games if they have exceeded their limitations.

 

4)  If the first two rules are not observed, the Commissioner may remove the offending player for the remainder of the current series and all future playoff series as well.  The Commissioner will also replay the game in violation via simming.  This player will not be substituted for if a rules violation occurs.

 

 

 

VII  General Manager Responsibilities and Franchise Files

 

      Each GM is responsible for providing any and all instructions to his opponent prior to the start of a series.  Failure to do so will result in games being played without instructions.  Instructions are neither required nor mandatory.  No instructions of any kind causing the interruption of a game through the disabling of the micro-manager will be allowed.  Instructions involving substitutions of players and/or pitchers prior to the start of a game will be allowed.  If circumstances arise where a home team GM feels uncomfortable with the playing of a game, it is in that GM’s best interest to contact both their opponent and the Commissioner in regards to the situation.  In other words, if you have questions or believe the situation will result in questions being asked by your opponent, please contact that opponent as well as the Commissioner prior to the playing of that game.  Most of these situations involve injured players or pitchers either negatively impacting their AIM values, causing a scheduled starting pitcher to miss a start, or rained out games.  It is in a GM’s best interest to inform the Commissioner and the opposing GM particularly concerning Rained Out Games and the scheduling or re-scheduling of starting pitchers and/or players.  The Commissioner will replay (sim) any series that comes into question concerning this issue!  Circumstances are not limited to those just described. It is mandatory that all GM's provide and select a Micro-manager for all series being played on the road or being simulated by the Commissioner.  Micro-managers will be submitted with the teams F-File.

 

      A)  Commissioner files (C-Files) and Franchise Files (F-Files)

 

            GM's are responsible for uploading C-Files and creating F-Files for their franchise or team.  Only Visiting Teams will be required to create “Lineup” F-Files that provide batting orders and pitching rotations for their away games.  Starting with the 1939 season, Home teams will be required to submit their projected starters to the Commissioner and League Secretary prior to the sending out of a “Play Ball” C-File.  This is to prevent confusion in instances where the visiting team has platoon based lefty/righty lineups.  Once the Commissioner and League Secretary receive the projected starters for the Home team, these projected starters will be placed in League Manager with the respective home team.  If the Home team GM wishes to change pitchers, HE MUST DO SO PRIOR TO DOUBLE CLICKING AND STARTING ANY GAME !  

 

      B)  Micro-managers

 

            Micro-managers may be obtained from Miller Associates (owners of APBA) in the form of 6 diskettes named "Fan Manager Volume's I through VI".  Approximately 4 micro-managers appear on each diskette. GM's may also acquire micro-managers through Fan Park and it's associated Download pages for Fan Park members. The Commissioner currently has several of these micro-managers.  Please request additional information if you require it.  GM's are limited to using only the following micro-managers for the decade of the fourties:  Jake Malloy (will be used as the default manager if one is not specified or one cannot be timely ascertained by the home team GM from the visiting GM), Bucky Wilson, Kid Donovan, Buckshot Williams, Blind Catfish Thomas, Felipe Hernandez, Cookie Lopez II, and Mule Owens II.  Only 1 micro-manager may be assigned per series or set of games during the playoffs.  There are three sets of games during any playoff series.  Set 1 consists of games 1 and 2, set 2 consists of games 3,4 and 5, and set 3 consist of games 6 and 7.

 

 

C)  Submission of F-Files and Allotted Playing Time

 

            The Commissioner shall be responsible for setting reasonable deadlines for the submission of F-Files from each GM.  This is necessary in order to establish a regular pace that all GM's can be accustomed to.  F-Files and C-Files will be sent via e-mail in accordance with the following procedures.

 

1)        GM's create F-File with lineup, pitching rotation and micro-

manager selected.  F-File is then e-mailed to the Commissioner.

 

2)        Commissioner receives and then combines all received F-Files

into one C-File for all GM's.  Commissioner e-mails C-File.

 

3)        GM's load C-File and play series or Commissioner simulates the

series.

 

4)        GM's create F-File depicting results of series and e-mails it to

the Commissioner.

 

5)        Commissioner obtains all F-Files from the GM's and creates new

C-File depicting results from all series.  C-File is then sent

to all GM's for upload to their respective League Manager

Software Tool.

 

            This procedure will generally take place over a 4-day period for each series, barring holidays and any unforeseen circumstances.  It is each GM's responsibility to meet these procedures in a timely manner.  If a GM cannot meet a deadline, it is the GM's responsibility to contact the Commissioner to discuss alternatives.  If the Commissioner does not receive notification from a GM in regards to receipt of their F-File, the Commissioner will obtain the most recent F-File submitted by that GM and use it for the upcoming series.  At the Commissioner's discretion, he may also create the missing teams F-File as he sees fit in order to reasonably insure fairness for all parties involved.

 

      D)  Auto Substitutions

 

            All GM’s will always turn ON this option in League Manager.  This feature allows automatic substitution of "injured", "tired", "worn out", or "bushed" player status.

 

 

VIII  Penalties

 

      The Commissioner shall have the right to penalize any GM whom has violated any of the conditions of the OGAL Constitution.  The Commissioner also has the right to go beyond the scope of the OGAL Constitution as he sees fit, in order to preserve the integrity and fair play of the OGAL.  This shall include the immediate dismissal of any GM whom violates and impedes the fair play, integrity, and enjoyment of the OGAL.

 

     

 

A)  Penalties

 

            The Commissioner shall also levy penalties for late submission and creation of F-Files or any other circumstance that may arise where a GM could be penalized.  Below is the order which penalties will be levied when such circumstance arise:

 

            1)  1st offense - Warning

2)        2nd offense - Second round pick of Seasonal Draft dropped to

last in the round.

3)        3rd offense - Loss of first round pick of Seasonal Draft

Completely.

            4)  4th offense - Dismissal from the OGAL

 

The Commissioner shall have the right to dismiss any GM or franchise owner whom has not met the Purpose of the OGAL as stated in Section I (League Purpose) via the ruling in Section III, paragraph K.
