we have a 93 that right above the passanger air bag at the seam the dash
has started to bubble up. last
night coming home on a rough road it buzzed. Is there a good way to glue
the bubble down ?

Early 850s were famous for the air bag cover on the passanger side to come
loose, environmentally
friendly glue was the culprit when applied at the factory. Some owners
have re-glued it back down using
epoxies, houshold glues etc, others have advised against it as it may interfere
with the proper release of
the bag. Volvo has a repair "kit" for this exact problem I have been told.
Don't know how much or what
exactly you are getting, but it probably is a new cover with mounting instructions....just
a guess.

If the air bag cover is bubbling, don't try to glue it. A replacement airbag
cover is available. Last one I
did was around $30 for the parts. If the dash AROUND the airbag cover is
bubbling, go ahead and glue
it back down with a good quick curing epoxy. It will NOT interfere with
the bag deployment. The airbag
cover is designed to break away when it deploys. The surrounding dash panel
does not interfere.
