I average 19 MPG and I drive 90% on the highways!!!
What could be wrong????

Are you driving in sport mode or economy?? When was your last
tune up.....volvo's generally like fresh plugs, I would change after 15,000
mi.
Okay. That is VERY bad. First of all, how do you drive on the
highway. But more importantly is the car completely up to date as far as
service. driving in ECONOMY mode on the highway is always the best way
to get better mpg. try resetting ur MPG meter thingy.
I had the similar situation before. My car followed all the maintanence schedule set by Volvo and I still got 19 - 20 MPG. This spring, I replaced the stock old (almost 5 years old) GoodYear tires with Michellen MXV4+ and had a 4 wheels aglinment done. The MPG went up to 22 and stay constant despite of the Mode setting (ECON/SPORT).

I have just learned to live with it. My cars are maintained fairly
meticulously and they both (94 and 95 850 Turbos) show about 18-19 mpg
average. Ours is mostly city though. Highway it seems to be around 22-23.
Funny thing, since I chipped the 95, it seems to be getting about 1 mpg
more than before. I think it's just coinicidence though.
