LABOR SILENT ON VETERANS' ENTITLEMENTS REVIEW

Minister for Veterans' Affairs Danna Vale today expressed disappointment at
Labor's failure to make a submission to the independent committee
established by the Coalition Government to review veterans' entitlements.

"The Review of Veterans' Entitlements is an excellent opportunity for Labor
to articulate their policies and how they would fund them. They have failed
to do so," Minister Vale said.

"Instead, Labor's spokesperson on Veterans' Affairs only comments on this
important policy area through the media, demonstrating a greater interest in
headlines, rather than in better outcomes for veterans war widows.

"The veteran community has no idea what Labor stands for. At the last
election Labor's promises for veterans were a pale imitation of the
Coalition Government's commitment to further extend the Gold Card to
veterans over the age of 70 with qualifying service.

"Labor's recent attacks on the Government regarding war widows are also
hollow. Labor's 10 pages of election promises for veterans did not once
mention war widows. In contrast, the Coalition is committed to improving
indexation arrangements for war widows receiving the income support
supplement.

"Almost 2,000 submissions from individual veterans and ex-service
organisations have been received by the review committee and I applaud the
contribution the veteran community has made to the committee's
deliberations."

Submissions to the Review of Veteran's Entitlements, chaired by former NSW
Supreme Court judge the Hon John Clarke QC, closed on 18 April 2002.

Under its terms of reference, the committee is considering perceived
anomalies in eligibility for access to veterans' benefits and qualifying
service that may be raised by groups including some World War II veterans,
veterans of the British Commonwealth Occupation Forces in Japan, Australian
participants in British atomic testing in Australia, Australian service
personnel engaged in counter terrorist and special recovery training and
other interested parties.

The committee is also considering the appropriateness of current veteran
disability benefits and the extent to which the medical, social and
vocational rehabilitation needs of compensation recipients are being met.

The Minister said the committee was due to report in mid-November 2002,
enabling the Government to consider its recommendations in the context of
the 2003 Federal Budget.

MINISTER RECEIVES REPORT OF A RESPECTFUL GALLIPOLI DAWN SERVICE

I have today received a report on the recent Gallipoli Anzac Day service
that highlighted the on-going and deep respect demonstrated by the vast
majority of young Australians at the site.

Australia can be proud of the behaviour of young Australians who were at
Gallipoli for this year's Anzac Day dawn service.

The Office of Australian War Graves has reported on the Gallipoli service,
after claims of inappropriate behaviour by some in the hours leading up to
the dawn service last Thursday.

According to the report, press references to "boozy bacchanalia" were a
mischaracterisation of a highly successful event. This Anzac Day again saw
one of the largest crowds to turn out at Gallipoli. It was particularly
marked by a significant increase in the number of people who stayed at the
Anzac Commemorative site all night in order to be present for the dawn
service.

Despite a crowd of some 15,000 people, all reports indicate they were
largely well-behaved and claims of drunken behaviour have been greatly
exaggerated. The dawn service itself was marked by exemplary behaviour, in
keeping with the deep respect felt for the spirit of the Anzacs.

In regard to the service at Lone Pine later in the day, one senior overseas
official, Mr Roger Dalley, Deputy Director General of the Commonwealth War
Graves Commission, has written to my Department saying;

'The official site was impressive, but what will remain in
my memory was the behaviour of the young Aussies. The welcome and farewell
they gave the VIP suits at Lone Pine was amazing, but the highlight was the
two minutes silence. Despite the numbers the only sound you could hear was
the flapping of the flag against the pole - fantastic!

I would have been proud to be an Australian....'

Contrary to some reports, the crowd was not gathered at Anzac Cove, but
nearby at the new commemorative site at North Beach, which served as a
supply depot throughout the Anzac campaign.

The Anzac Commemorative Site was developed two years ago specifically to
accommodate the large crowds, while reducing potential damage to the Ari
Burnu War Cemetery, where the dawn service was previously held.

There are no war graves or unmarked graves on the commemorative site.

Since dedicating North Beach, the Australian Government has continued to
make improvements to the sight lines and sound systems. This year a large
video screen and superior sound system were provided for the dawn service.
Music was played for the large crowd as they settled down and waited through
the night for the beginning of the service.

The Office of Australian War Graves will continue to work with the Turkish
authorities to further enhance crowd management at Anzac Day services at
Gallipoli.

Australians should take heart that so many young people are travelling to
Gallipoli each year to experience first-hand the Anzac tradition at the
place where it was created.

The Government will continue to work to make the Gallipoli dawn service a
rewarding and respectful experience.

ANZAC DAY A DAY FOR COMMEMORATION, NOT CELEBRATION

West Australian Premier Geoff Gallop should recognise the strong opposition
by Australians to any notion of turning Anzac Day into the country's day of
national celebration, the Minister for Veterans' Affairs, Danna Vale, said
today.

Minister Vale rejected Mr Gallop's call for 25 April to become Australia's
national day, saying that Anzac Day should be preserved solely as a day of
commemoration.

"This debate has already been held and decided," the Minister said.

"This issue was raised just last year by former Labor leader Kim Beazley in
the context of the Centenary of Federation. At that time, Australians
registered their strong disapproval of suggestions that Australia Day should
be shifted from 26 January and celebrated on Anzac Day.

"While Mr Gallop has noted the growing numbers of Australians marking Anzac
Day each year, this simply highlights the strong support for Anzac Day as
our day of commemoration.

"Anzac Day is a day of commemoration. Anzac Day is the day Australians pay
their respect to our veterans and our ex-servicemen and women.

"Australians have made it clear that Anzac Day is not available and Mr
Gallop should accept that," Minister Vale said.
