Article I: Name

This organization shall be known as the Pacific Asian Club of Woodrow Wilson High School, or by its acronym, PAC.


Article II: Objectives and Activities

Section 1: Objectives
We the members of Pacific Asian club, in an effort to provide a common meeting ground for students interested in the Pacific Rim countries and their cultures, to render academic assistance to the membership through tutoring and networking, to familiarize members new to the Wilson community with opportunities and experiences available at Wilson High School, and to provide outreach to the high school community at large, do establish this Constitution for the Pacific Asian Club.

Section 2: Activities
The activities of this organization shall include, but not limited to food sales, Annual "Rediscovering our Heritage" Assembly, PAC-nic, fundraisers, socials, and field trips to museums and other cultural/historical sites. Other activities are encouraged for the benefit of the members based upon the objectives of this constitution.


Article III: Officers

Section 1: Executive Committee Positions
PAC shall have a staff of six officers consisting of: President, Internal Vice-President, External Vice-President, Secretary, Treasurer, and Historian. The office of these officers shall be known as the Executive Committee or Cabinet.

Section 2: Appointing an Officer
The President of PAC shall have the power to appoint an officer base on the necessity of the club in order to function well. Positions to be appointed may include, but not limited to, Sergeant-of-Arms, Committee Chairperson, Fundraiser Chairperson, Webmaster, etc. Appointment of new officer must have the majority vote of all Cabinet Members and the consent of the Advisor. An appointment of new officer must be amended to this Constitution and must have the support of the majority of the Cabinet and the Advisor.


Section 3: Officers' Authorities and Responsibilities

President
" Shall call all meetings to order
" Shall have the power to call for special and emergency meetings.
" Shall have overall responsibility for the function of the club and shall oversee and coordinate all club activities.
" Shall preside at meetings and bear ultimate responsibility for determining that members and officers fulfill club commitments.
" Shall have the final word on all club decisions with the agreement of the Advisor.
" Shall have the final word in solving conflicts regarding club activities and other matters.
" In case of removal, resignation or vacancy of any Cabinet positions, the President shall have the power to appoint a replacement to the vacant office with the consent of the Cabinet and the Advisor.
" The President shall perform additional duties as necessary and shall delegate to fellow officers additional, reasonable, and necessary duties.

Internal Vice-President
" In the absence of the President, or by his request, the Internal Vice-President shall conduct meetings, perform duties, and otherwise assume and fulfill the responsibilities of the President.
" Whenever there is a vacancy in the office of the President, the Internal Vice-President shall become President.
" Shall work with the President in planning and organizing events and activities on school campus (i.e. PAC Annual Assembly, fundraisers, club promotion, etc.)
" Shall report to the President about club activities past and upcoming.
" Shall work with Cabinet Members in developing and expanding the club.
" Shall perform additional reasonable duties as assigned.

External Vice-President
" In the absence of the President and the Internal Vice-President, or by their request, the External Vice-President shall conduct meetings, perform duties, and otherwise assume and fulfill the responsibilities of the President.
" In case of Presidential and Vice-President Vacancies, the External Vice-President shall become President.
" Shall work with the President in planning and organizing events and activities off campus, such as, field trips to cultural/historical centers, community events, community services, and current cultural/political events awareness.
" Shall report to the President about club activities past and upcoming.
" Shall work with Cabinet Members in developing and expanding the club.
" Shall perform additional reasonable duties as assigned.

Secretary
" Shall be the keeper of all records of membership, participation, and attendance.
" Shall maintain a record of agendas for all official club meetings.
" The Secretary is responsible for all bulletin notices and shall perform additional duties as assigned.
" Shall keep track of members' commitment and participation and shall report to the President and his/her staff.
" Shall report information about club activities and performances with the President and other Cabinet Members.
" Shall perform additional reasonable duties as assigned.


Treasurer
" Shall have oversight of and accountability for any fee collections and payments entailed in club activities.
" Shall be responsible for maintaining detailed and accurate records of any club transactions, and shall conduct necessary business with the school Financial Manager.
" Shall report club budget and other information to the President.
" Shall discuss with Cabinet members in the process of accessing club budget.
" Shall perform additional reasonable duties as assigned.

Historian
" Shall be the keeper of all history of club officers past and present.
" Shall take pictures of club activities and events and create a scrap book.
" Shall be the keeper of all historical documents from previous Cabinets and present.
" Shall be the keeper of all materials belonging to the club.
" Shall keep track of all club materials stored on campus or at any officers' home.
" Shall work with the President and other officers and perform additional, reasonable duties as assigned.

Section 4: Term Limit of Officers
The term of office of all officers shall be one school year, unless an officer is removed by the process of impeachment or through resignation of officer. No one shall be in office under the same title for more than two terms.

Section 5: Impeachment
The process of impeachment must be used in order to remove an officer. The Constitution establishes the following steps for the impeachment process:

1) A majority vote of all Cabinet Members is required in order to begin an impeachment process of an officer.
2) The club Sponsor/Advisor must give his or her consent to remove the officer being impeached.
3) Club sponsor/advisor has the authority to initiate an impeachment process if he or she finds the officer is not fulfilling his or her duties.


Article IV: Sponsorship

Section 1: Responsibility
¢ The sponsor of PAC shall establish a trust account with the Financial Manager in the Student Store; all the organization's financial transactions shall be monitored through the Student Store.
¢ The sponsor of PAC shall also be the advisor to the Cabinet Members and shall have the authority to oversee all club activities and performances as well as the behavior of officers.

Section 2: Add and Remove Sponsor
¢ Sponsor's name must be stated in the Constitution by the process of amendment.
¢ When there is a new sponsor, an amendment must be amended to this Constitution with the name of the new sponsor.
¢ The new sponsor of PAC must initiate his or her responsibility stated in Section 1 of this article.

Article V: Membership

Section 1: Eligibility
All regularly enrolled students of Woodrow Wilson High School are eligible for membership in the Pacific Asian Club.

Section 2: Qualification
The qualifications of membership should consist of motivation, dedications, support, spirit, team player, positive optimistic attitude, and strong leadership skills.

Section 3: Policies
Members shall satisfy with the terms set forth in the Constitution of the Pacific Asian Club and its membership policies in order to be considered active.

Clause 1: Members must pay the membership fee, which amount is to be set by the President with the consent of the Cabinet members and the Advisor.
Clause 2: Any changes in the membership fee must be amended to this Constitution.
Clause 3: Members shall give full commitment and pledge to fulfill their dedications and participation. They must not miss more than five meetings without valid reasons.
Clause 4: Members must respect other members in regarding to their gender, ethnicity, and social/political standing.
Clause 5: Members must respect the decisions made by the Cabinet and the Advisor.
Clause 6:
Members must be in good academic standing. Members must have an average GPA of 2.0 or above.

Section 4: Suspension of Member
Any member who violates any of the Membership Policies set above may be suspended from participating in the Club and his or her membership will be considered inactive.


Article VI: Meetings

Section 1: Regular Meeting
Regular club meeting shall be conducted weekly, which day, time, and location are to be set by the President with the consent of the Cabinet members and the Advisor.

Section 2: Special and Emergency Meetings
Only the President and the Advisor may call for special and emergency meetings.

Section 3: Conducting Meetings
Meetings hall be conducted in order and proper manner. Socialization during formal meetings is prohibited. The President shall set up a meeting procedure that keeps meetings in order and proper. Any change in meeting procedure shall have the consent of the Advisor and the Cabinet Members.

Article VII: Election

Section 1: Regular Election
Nomination and election of new officials shall be prior to the annual PAC assembly, which date is to be set by the President and the Cabinet with the consent of the Advisor.

Section 2: Deadline
The deadline for electing new officers shall be the 15th day of April.

Section 3: Procedure
Election of new officers shall be conducted in a proper procedure. No hand voting is allowed. It must be in the form of secret ballot. The outgoing President and the Cabinet shall be entitled to set election procedure with the consent of the Advisor to ensure that it is democratic.

Section 4: Candidate Eligibility
Candidate for offices shall be in good academic standing and shall be dedicated to the missions and goals of the organization. Candidates for the office of presidency shall have at least a 3.0 overall GPA and shall have no more than three U's. Other candidates for other offices in the Cabinet shall have an average overall GPA of 2.5 or above and no more than three U's.

Section 5: Voting Process
Candidate must receive the majority vote from all PAC members in order to be elected in the office he or she runs for. If two candidates for the same position receive the same number of votes, both candidates shall be entitled for the position. Each active member of the club shall have one vote only. Each Cabinet Member and the Advisor shall also have one vote only.


Article VIII: Inauguration

Section 1: Installment of Officers
Newly elected officers shall be installed to offices by the club Advisor. The inauguration may be done during meeting or during formal ceremony where the transition of power from outgoing cabinet to the newly elected cabinet takes place. The outgoing President and the Cabinet shall entitle to setting up the date, time, and location for the installment of new officers. This process must take place in an order and proper manner.

Section 2: Deadline
The deadline for the installment of new officers shall be the first Saturday of May.


Article IX: Amendment

Section 1: Amending the Constitution
This Constitution shall be subject to amendment by the majority vote of all Cabinet Members and the agreement of the Advisor. PAC members have the power to veto an Amendment imposed by the Cabinet. To veto an amendment requires a majority vote of all PAC members. The advisor must give his or her final word on the decision.


Article X: Ratification
The Ratification of the Cabinet, representing the membership of PAC, the Advisor/Sponsor, and school officials shall be sufficient for the establishment of this Constitution of the Pacific Asian Club of Woodrow Wilson High School.
