As in previous years I would like to commence the annual report by recording my thanks to all the councillors who have freely given their time and energy to improving standards of village life and amenity. Again, particular thanks go to Steve Hulme, the vice chair, for all his continued support to me in all council matters – above all for standing in for me when other commitments have prevented my attendance at meetings. On behalf of the whole council, our special thanks go, once more, to Doris Franks, our ever-reliable clerk to the council, who has diligently served our community in this capacity for over 25 years - and continues to provide an excellent service and primary point of contact. Our thanks also go to Doris’s husband, Ken, who provides so much ‘behind the scenes’ support to Doris’s work

It is with great sadness we record the loss of two stalwart councillors who have made significant contributions to the village and it’s community over many years. Arthur Annison served on the parish council and a number of related committees for many years and was still active in this role until his sudden death in July last year. Throughout the time I had the privilege of knowing him, he was a fount of knowledge and experience on council matters bar none – and gave his advice and guidance willingly.
The village also lost another past councillor and hard working supporter of the playing field association and village hall committee earlier this year, Eric Fincham. Their voluntary and untiring contribution to the parish is immeasurable and they will be greatly missed. Our sympathy is with their widows and families.

Sadly, we also said goodbye to Judith Vincent, a relatively new councillor, who resigned from the council recently. Judith has been a great asset to the council and was always a keen contributor at our monthly meetings. We wish Judith well for the future. We hope to be able to fill this vacancy as soon as possible.

We have welcomed three new councillors during the year, Martin Gray, Simon Taylor and Alan Rose, who have quickly established themselves as ‘active’ councillors.

Once more I would like to record our gratitude for the hard work and allegiance shown by our county councillors; particularly Mrs Carole Lynn and Mrs Anne Suggitt– who attend almost all our council meetings and provide invaluable advice and support - articulating and pursuing (indeed actively fighting) our cases with the relevant council departments. Without their help and support much of our work would be much more difficult - if not impossible.

Each year I remind readers of this report that the principal duty of the parish council and the purpose of our regular meetings is to ensure that the people of our village are individually and collectively represented. We act as the essential interface with regulators and service providers; proactively monitoring, defending and attempting to improve, the delivery of agreed standards - be it the adequacy of street lighting, the control of development or supply of other essential services. We support local good causes, recognise and reward individual contributions to community life, and, albeit in a modest way, improve the infrastructure of our village. Our voluntary work is undertaken with low profile - by people working behind the scenes - who deserve, but rarely seek recognition for their important, yet tangibly unrewarding, efforts. The council as a ‘body’ has very limited powers - it relies rather on persuasion and the valued input of our county councillors who are always willing to embrace and pursue our causes.

As a matter of public record, all members of the Parish Council have signed the register of interests and agreed to accept the new local government code of conduct. No parish councillors have claimed any personal expenses incurred during the year as a consequence of their duties.

To review then some of the key areas of council activity during the last year :

The Environment Agency flood defence (managed retreat of the shoreline), near Thorngumbald Clough, is essentially complete – and regarded by the agency as a huge success. It is certainly attracting a significant number of visitors and a variety of wildlife is establishing itself. Steve has continued to act as village liaison – attending meetings in Hull and Leeds – fully representing the council/village views. Keith Slaney, and Philip Winn from the EA have briefed the council and kept us fully informed on progress. The agency have agreed to construct appropriate access paths from the village car-park, to link in with the project, and provide good access for walkers to enjoy the area – although progress to start this final element of the project is infuriatingly slow.

Negotiations with Hull City Council, to transfer the ownership of the sports field and adjacent land into the hands of the Parish Council, continue - but with little progress. The major stumbling block continues to be the determination of responsibility for the upkeep of the river defence over this stretch of land – with expensive repairs currently needed at the old slipway. The parish Council have carried out significant research via various agencies and registries in order to clarify ownership – but with limited success. The problem has been recently exacerbated by the total collapse of the slipway and closure of the footpath leading to the field - with significant undermining at several points along its length. Discussions between Hull City Council, East Riding Council and the environment agency are currently at an impasse.

The Parish Council continue to support the sports field (and the churchyard) by helping to maintain them as attractive areas and to ensure adequate access for all users.

The Parish councils’ attempts to reopen the public toilets have led to real frustration and a collective sense of failure. No matter how hard we lobbied for a reduction in the business rate it remained fixed at £1600 per year and the estimated annual running cost was in excess of £3000 (which is almost as high as the annual precept which pays for almost all parish council activity). Added to this is the statutory duty to provide disabled access arrangements, which would cost a further £3000. The benefits from keeping the toilets open were principally for visitors to the village and the financial burden was thus seen as too high. As a consequence we expect the toilets will be demolished in the near future. Suggestions to create a new facility in partnership with the village hall committee (who face the same statutory duty) have met with little interest or support.

Following the relief felt when it was announced that the village school was to be saved from closure, plans are now being developed for new buildings at the school in order to bring the facilities up to date – and hopefully guarantee its immediate future.

Complaints about planning matters continue to regularly feature in our monthly meetings – with on-going dissatisfaction regarding planning decisions, apparent disregard of Paull PC comments on individual planning applications, inconsistency in planning decisions and the failure of the county council to progress enforcement against those who blatantly disregard planning rules. Our resolve continues to be to fight any decisions which fail to fully account for the collective views/wishes of the village people and a formal complaint to the Ombudsman on planning protocol will result when the circumstances are right.

We have maintained two-way consultation with the police and neighbourhood watch group regarding crime prevention and reporting. There has been some concern about increased incidence of public nuisance offences – particularly involving groups of youths and motorcyclists from outside the village. The police have given us guidance on the recording of such events and will progress public order notices against identified individuals – so please make sure complaints are brought to our attention.

We continue to work closely with our industrial neighbours: BP Chemicals, Saltend Co-generation and, more recently, Nippon Gohsei in their on-going operations/development programmes and have welcomed their open and honest consultations – both directly and via the community forums. They continue to be responsive to any concerns/complaints directed to them. A new forum with the Yorkshire Water Waste Water treatment facility on Hedon Road has been established with a representative from Paull PC. Be assured that all community members of the forum are insisting that measures be introduced to reduce the recurring foul odours from the site.

The Parish Council and ‘Paull On-line’ websites continue to be updated and attract interest (>4642 PPC ‘hits’ recorded at last check). A wealth of village, school and Ranger information is available on http://www.paull-eastyorkshire.org.uk and http://www.paull-online.co.uk. Thank you to Dianne Davies, the Webmaster for all her hard work with this and for her regular updates via the Hull Daily Mail community representative column.

The council has continued to support parishioner complaints/concerns and have provided on-going representation on such matters as Public Transport, Road Safety and various NHS services - bringing all such matters to the attention of the appropriate agency for urgent action. The council ensures, on behalf of all villagers that poppy wreaths are laid in remembrance of those lost in wartime. We have supported the Holderness Ranger group and new youth club. Additional bus services to the village have been retained – and we urge residents to support the bus services in order that they can be maintained. We would remind residents that there are some allotments available to let – anyone interested should contact a member of the allotments committee.

In summary, a challenging year, tinged with frustrations - but with exciting opportunities on the horizon. I therefore commend this report to the council with an underlying confidence that we will realise and build upon many of these opportunities in the forthcoming years
