R.I. Dept. General Orders No.2, Series March 14, 1999
As a caveat to the previous Department General Orders No. 1 Series March 10, 1999, upon recommendations, discussions, and hearing no objections expressed at the January through March 1998 at Department Meetings and since then, and receiving several requests by Department Officers, as Department Commander, R.I. Department SUVCW, Inc., I hereby on this date, grant and approve in this Department General Order, the following Department reorganization and administrative measure which will set the Camps and Camp Districts of the R.I. Department at 5 total and establish the coverage of the State to be maintained by 5 Camps under the R.I. Department SUVCW, unless changed in the following manner in the future:
FIRST: Effective March 14, 1999, the open Camp District of John Slocum Camp No. 10, currently unchartered, inactive and temporarily attached to Ambrose Burnside Camp No. 5, shall hence forth be permanently attached as a part of the Camp 5 District and permanently managed by Camp No. 5 as well. The name of Camp 10 and its EIN shall be placed in the inactive archives and records of the Department and hence forth any requests for the future separation of the Camp District formerly designated to the unchartered and unorganized Camp 10 shall require a vote of 2/3 approval of the membership of Ambrose Burnside Camp No. 5 present at a normally scheduled Camp No. 5 meeting. Hearing no objections by the Department since January 1998 and subsequent to this date at Department meetings, this action is hereby granted and approved by the Department Commander on this date. The Department Secretary shall maintain record of this action in his active file until it can be submitted by him for inclusion in the Department Bylaws upon their approval.
SECOND: Effective March 14, 1999, the open Camp District of Sullivan Ballou Camp No. 20, currently unchartered, inactive and temporarily divided in to 3 portions and attached to Elisha Dyer Camp No. 7, Elisha Rhodes Camp No. 11 and Zenas Bliss Camp No 12, shall hence forth be permanently attached as a parts of said Camp Districts in the manner divided and permanently managed by said Camps as well. The name of Camp 20 and its EIN shall be placed in the inactive archives and records of the Department and hence forth any requests for the future separation of the Camp District formerly designated to the unchartered and unorganized Camp 20 shall require a vote of 2/3 approval of the memberships of Camps 7, 11 and 12 present at normally scheduled meetings of said Camps. Hearing no objections by the Department since January 1998 and subsequent to this date at Department meetings, this action is hereby granted and approved by the Department Commander on this date. The Department Secretary shall maintain record of this action in his active file until it can be submitted by him for inclusion in the Department Bylaws upon their approval.
THIRD: The intention of the D.G.O.s issued on March 10 and March 14, 1999, is to focus and assist the 5 active Camps of the R.I. Department SUVCW in building their memberships and discourage the establishment of new Camps until the current Camp membership strengths of existing Camps can grow stronger. As of this date as Department Commander, recognizing the size of the State, I am satisfied that the 5 active Camps of the R.I. Department SUVCW are located in accordance to their specified Camp Districts to adequately cover the State, meet the needs of the SUVCW, meet the conveniences of the public and our membership and efficiently carry out the mission of the Order in R.I.
General Orders No.6, Series April 6, 1999
Until further notice A. E. Burnside Camp No. 5 is hereby placed on indefinite Suspention due to non payment of Camp per capita taxes, a lack of compliance to Dept. General Order No. 2 Series July 1998 and that none of its members have paid their 1999 dues as of March 1998 through March 1999. Therefore Camp 5 has no members. Accordingly no member of Camp 5 shall be allowed seated at the April 10, 1999 Dept. Encampment in keeping with the rules of the Order. The Camp 5 Camp District shall hence forth be assigned to Joel Abbott Camp No.21, under the Command of Donald C. Walker. This Order shall be read by the Dept. Secretary at the 111th Dept. Encampment and the final determination concerning Camp 5 shall be determined by vote the Dept. Commandry on April 10th.
