July. 1997-Present Chief of Competitive Vendor Development
Alestra (AT&T Méx.), Government Relations, Vendor Mgmt., Monterrey, N.L., México Facilitated the election of new Access Providers and identified new opportunities of interconnection with other telecommunication companies through the analysis of their characteristics. Assured that compromises were defined and established between the new Access Providers and other telecommunication companies by developing contracts and agreements.

Feb. 1997-July 1997 Chief of Access Supplier Performance
Alestra (AT&T México), Operations, Vendor Management, Monterrey, N.L., México In charge of evaluating the local company's (Telmex) Switched Access service to Alestra throughout México. Helped with the design of a comprehensive evaluation document which rated Telmex on their performance every quarter. Identified barriers to gap closure and assisted stakeholders in negotiation efforts to close gaps through process improvements and other means by providing direction, focus and proposing time-bound action plans.

June 1996-Feb. 1997 Associate Manager
AT&T, Network and Computing Services, Landscape Management, San Francisco, CA Pacific region representative for Intrastate rates and dockets. Interfaced with Legal and Government Affairs. Determined if any filings in Nevada or Hawaii affected AT&T's access charges.

July 1995-June 1996 Associate Manager
AT&T, Network Services Division, Access Management, Pleasanton, CA Coordinated the preparation and distribution of a comprehensive supplier performance evaluation document on a regular basis for Pacific Bell and Nevada Bell. Became the National Owner of the template for this document. Supervised an occupational employee.

Oct. 1994-June 1995 Research Assistant
Caltech, Mechanical Engineering Department, Pasadena, California Assisted in the design, manufacturing, and installation of an oscillating hydrofoil to research cloud cavitation in unsteady flow under the supervision of Executive Officer and Professor of Mechanical Engineering at Caltech, Christopher E. Brennen.

June 1994-Aug. 1994 Research Assistant
Univ. of Michigan, Mechanical Engineering Department, Ann Arbor, Michigan Studied cavitation using particle field holography. Developed a computer based algorithm to analyze reconstructed holographic images of bubbles caused by cavitation.

June-Sep., 1992 and 1993 Engineer Trainee
Southern California Edison Company, Irwindale, California (2 summers) Photovoltaic (PV) Department. Designed, built, and tested a structure to support three PV modules with infinite tilts and inclinations. Troubleshot malfunctioning PV modules using I-V curve tracer, and PV testing equipment. Studied 12V lead-acid batteries and their characteristics. Designed and analyzed a PV system to provide electrical power for a small remote research facility.

July-Aug., 1992 and 1993 Counselor
Caltech YESS Program, Pasadena, California (2 summers)
Supervised 40 high school seniors participating in residential program. Provided tutoring in math and science, and counseled students as a residential advisor.

Lotus Notes, and many other software applications. Familiar with UNIX system and C shell.
Metal machining experience. Bilingual (read, write, and speak fluently in Spanish.)
