Environmental Engineer: November 1999 - Present

Management of the air-monitoring program in the New Bedford Harbor Superfund Site, New Bedford, Massachusetts. Responsible for the development and implementation of the air-monitoring program throughout the remediation construction process. Participate and provide assistance in control activities and remediation work. Develop and implement a cost/schedule control systems and analysis of project performance and forecasting including cost reports, budgeted activities, and man-hour quantities. Responsible for the development and monitoring of critical path modeling (CPM) schedules using Primavera and Expedition Project Planner and development of monthly progress reports detailing productivity and production analysis. Responsible for daily activities of field personnel and annual system audits. Responsible for interpreting field and laboratory research methodologies. Analyze and manage data within a centralized database to ensure the database accurately reports the schedule, milestones, field, and analytical data associated to the air-monitoring program. Review laboratory analytical data packages and perform data validation. Develop and maintain detailed reports and records of analytical, field, and meteorological data. Devise tools to ensure more effective management of the program. Responsible for the development and distribution of final summary reports to the U.S. Army Corps of Engineers and the U.S. Environmental Protection Agency. Developed schedules to cleanup environmental contamination and transfer property as part of the closure of Kelly Air Force Base. Analyzed and managed data within the Air Force Base Conversion Agency Management Information System to ensure the database accurately reported the cost, schedule, and milestones for cleaning up the base. Identified critical gaps in future planning of the cleanup program and developed projects to ensure proper closure of the cleanup sites. Prepared communication tools used by the Air Force to inform the public on environmental cleanup in their community. Conducted a comprehensive compliance audit of the petroleum storage tank program for The University of Texas at Austin. Identified areas of non-compliance and developed a corrective action plan for each finding. Developed recommendations to improve management practices and improve staff awareness of environmental concerns. Devised management tools to make compliance assurance and future management of the program more effective.

Environmental Permit Engineer I: July 1997 - April 1999

Reviewed several permits and prepared technical reports for the Title V Federal Operating Permits program. Developed and maintained documents designed to provide guidance in completing Title V applications. Assisted in identifying and providing requirements for Periodic Monitoring gaps in both the state and federal regulations. Developed the Title V application submittal schedule for the regulated community. Assisted in maintaining the database which provides hypertext documents that aid in the Title V application and review process. Developed several Rule Interpretations that aid in the clarification of federal and state air rules that were either ambiguous or unclear.
