Here are the details of the Ninth Penang Bayview Chess
League 1999:
|
1.
|
The 9TH PENANG BAYVIEW CHESS LEAGUE 1999 is a team
chess tournament sponsored by The City Bayview Hotel,
Penang. This will
|
|
be a three-division league played over a maximum of 11
Sundays. The League is organised by the Penang Chess
Association and played under the Laws of Chess of the World
Chess Federation and the following supplementary rules.

|
Team Composition
The Chess League is open to teams from these four broad
categories: Public Sector (government and quasi-government
departments), Factories, Institutions of Learning (schools,
colleges and universities), and Others (companies, firms,
registered societies/ clubs). Each team shall represent
anorganisation in any of the four categories and only their
bona fide employees, members or students can be registered
in the team. However,each team may include one guest
player.
Each team shall comprise a maximum of eight players with
any four to play in every round. A playing or non-playing
Captain shall be appointed for each team. Each team may also
appoint a team manager.

Team Line-Up
Before the start of Round One, each team shall submit
the final list of their players to the Tournament Director,
and the board order of the players in every round shall the
follow this list. The board order shall be in accordance to
the players' strengths and guidelines for ranking the
players will be given in the Managers/Captains' Meeting.
Not later than 15 minutes before the start of every
round, all team Captains shall submit to the Tournament
Director the line-up of their players for that round.
Failure to do so will mean that the team must field the
first four players, or in lieu, be penalised by having ten
minutes deducted from the alloted time on all four
boards.

|
Division of Teams
The separation of the teams into each division shall be
at the sole discretion of the Organising Committee and will
be based primarily on the results of the previous year's
Chess League.

5.
|
Promotion and Relegation
The top two teams in a division will be promoted to a
higher division, whilst the bottom two teams in a division
will be relegated to a lower division in the next year's
Chess League.
|
6.
|
Time Control
Each player shall be given 90 minutes to complete
his/her game.
|

|
Schedule of play
6-Jun-1999, 13-Jun-1999, 20-Jun-1999, 27-Jun-1999,
4-Jul-1999, 11-Jul-1999, 18-Jul-1999, 25-Jul-1999,
1-Aug-1999 and 8-Aug-1999
The above schedule is subject to final confirmation from
the sponsor. All games shall be played in The City Bayview
Hotel.

|
Prizes
The following cash prizes will be given to the top teams in
each division, based on total game points scored:-
Premier Division: RM750, RM500, RM400, RM250,
RM150
First Division: RM400, RM250, RM200, RM150
Second Division: RM300, RM200, RM150
There shall be no sharing of prizes. For the
determination of final standings the following methods
shall, in the order given, be used to resolve any tie: (a)
match points, (b) individual results between the tied teams,
(c) Sonnenborn-Berger score, and (d) drawing of lots.
All other teams will receive consolation prizes in
kind.

|
Defaults and Penalties
A player arriving more than 45 minutes after the scheduled
time of play shall be deemed to have given a walkover. Any
team which concedes walkovers on three or more boards for
any two rounds, without good or valid reasons, will be
deemed to have withdrawn from the tournament and will not be
allowed to play in subsequent rounds.
Any team found to have fielded a non bona fide
employee/member/student (Rule 2) shall be penalised by
forfeiting the points scored by the player in default and a
number of points equal to the number of rounds played by the
said player further deducted from the team score.
The Organising Committee reserves the right to withhold
any prizes in case of the above defaults.

|
Submission of Entries & Entry Fees
Participating teams are required to complete the attached
entry form and submit together with the entry fee to:

The entry fee is RM150 per team and shall be in the form
of a postal order/money order or cheque made payable to
Penang Chess Association. The PCA shall not be responsible
for any loss arising from cash money sent through post.
The above entry fee includes two complimentary places
(Hi-tea) for the Closing and Prize Giving Ceremony on the
final Sunday of the competition.
The closing date for entries is 29-May-1999. Entries
received after the closing date may still be accepted at the
discretion of the Organising Committee, in which case a late
fee of RM50 shall be imposed.
The acceptance of entries is at the sole discretion of
the Organising Committee.

11.
|
Disputes
Before the start of the first round, a five-man Appeals
Committee will be selected from the participating teams. In
case of any disputes, the decision of the Appeals Committee
shall be final.
|
12.
|
Team Captains/Managers' Meeting
A meeting for Team Captains/Managers will be held at 8pm on
2-Jun-1999 at The City Bayview Hotel. The briefing of rules
and drawing of lots will be done during this meeting. All
Captains/Managers should attend.
|
13.
|
Liability
The PCA shall not be liable for any mishap or loss of
personal property of participants during the course of the
tournament.
