Some unfortunate kids receive a DVD from Hell (art imitating life?). Evil cartoons Dr. Carnage and his monkey sidekick Max Assassin escape from the DVD and kill stuff.

I'd just like to say that this movie was a complete and utter piece of crap. I'm all for low budget, cheesy slasher flicks and such, but this was just plain horrible. A comatose monkey with a chisel in his rectum could carve out a better script, and said monkey could probably direct it better, too. At least he'd remember that when people gather to play strip Oija (that's right, strip Oija), they keep the clothes off. Now, this lack of nakedness could be attributed to the fact that none of these actors got crap pay, and therefore didn't want to show their pink bits, but why include it at all then? The only nudity we see in this film, is from Candy (Beverly Lynn), who's supposed to be 13-14 years old. What is the message here?

Terror Toons has no plot other than people half-heartedly trying to not die. The events of this film (including the most gruesome deaths) are easily forgettable, and look bad anyway. The only good things I can think of about this movie are that the "cartoon" scenes were somewhat trippy and that the villains' costumes, though fake-looking, were still pretty cool. There's also a very well-cast Satan near the end. Candy's puppet death was cool, but it was ripped off from Killer Klowns From Outer Space, which did a better job. Besides these things there is absolutely no reason to see this movie, unless you're trying to cure a case of insomnia.
