THE HUMAN TISSUE AUTHORITY The Guardian 13.10.04
A new body to regulate the taking, storage and use of Human Tissue

Chair and up to 14 members
Responding to public concern about past practice in the removal, retention and disposal of human organs and tissues, the Government is sponsoring the Human Tissue Bill through Parliament, which includes provision for the establishment of the Human Tissue Authority (HTA). The HTA will provide a coherent and comprehensive regulatory framework for the proper storage and use of human bodies, body parts, organs and tissue. Continued below image.

We are looking for candidates for the posts of Chair and members of this new organisation. The Chair and up to 12 members will be appointed by the NHS Appointments Commission, one member by the National Assembly for Wales and one by Northern Ireland. All appointments will be for a period of three years only. This is because, following a review of the Department of Health's Arm's Length Bodies, it is intended that the Human Tissue Authority will form part of a new regulatory body, the Regulatory Authority for Fertility and Tissue (RAFT), in early 2008.

The Chair
We are looking for a high calibre person to lead and champion the work of the HTA as its chair. You will have an outstanding record of achievement at the highest level and be able to demonstrate that you have the leadership, communication and motivational skills required to establish a new national organisation and build its senior team, creating a positive reputation for the HTA among stakeholders.

The Members
The membership of the HTA will bring their personal credibility and experience to benefit the work of the Authority. The members will be drawn from both professional and lay backgrounds; the successful candidates will be able to demonstrate knowledge and experience from one or more of the following areas:

Lay members

Ethics
Legal
Archaeology/museums
Family representation
Patient representation

Media
Finance

Professional members

Pathologist
Coroner
Anatomist
Surgeon
Researcher
Pharmacologist

Remuneration
The Chair will be expected to devote two days a week to the HTA. The remuneration payable for this is £23,000 per annum. Members will be paid a daily fee of £169 for spending approximately three days per month on HTA business.

For further information, please email info@apcomm.nhs.uk or telephone 0870 240 3802 quoting reference NAT 097. The closing date for receipt of completed applications is 11 November 2004. The interviews for the Chair post will take place on 17 December 2004 in London.

The Human Tissue Authority will cover England, Wales and Northern Ireland.
Candidates from Northern Ireland should be aware that there will be a separate competition held locally. Further information can be obtained by telephoning 028 90523250 or by emailing alison.mcilroy@dhsspsni.gov.uk.

The NHS appointments Commission is committed to equality of opportunity for all and the principle of appointment based on merit following an open and transparent process and independent assessment. A guaranteed interview scheme is available for disabled candidates who meet the essential criteria for appointment.

Please note this is a public appointment not employment. See www.sector1.net for more public appointments being filled by the Appointments Commission.
