The Accords Of Ukyar

We, the representatives of the planets of the galactic republic senate, hereby decree that we consent - by majority or in whole - to the following accords regarding the democratic planet of Ukyar. Any and all part or parts of this document may not be amended or changed without the consent or agreement of a standard majority of the senate. Thus we hereby decree that:

  1. The democracy of Ukyar is an honored member of the galactic senate and is privy to all the rights and responsibilities this title entails. This includes participation in no less than the agreed upon sessions of the senate in each standard year.

  2. The democracy of Ukyar will adhere to all laws, directives and observances set out by the majority or whole of the senate, be they for or against the bill.

  3. The galactic republic acknowledges the democracy of Ukyar as a sovereign state; with it's own customs and cultures and will - under no circumstance - interfere with domestic issues that grow, directly or indirectly, therefrom.

  4. The Galactic senate acknowledges the democracy of Ukyar as being in a state of war, and therefore the galactic senate, in accordance with Rules of the Galactic Senate section 34, item 7 (section 34, page 13, paragraph 3), is obliged to protect the interests of its sovereign member. This includes

    1. Economic, material and personnel assistance provided for the exclusive purpose of reconstruction and reinstitution of planetary solidarity in the form of urban development, establishment of primary, secondary and tertiary industries and environmental redevelopment, incorporating regional or global terra forming, site-to-site evacuation or interplanetary colonization.

    2. Tentative military and economic aid for war efforts where the sovereignty is neither the aggressor or seen to be responsible for aggressive action against their sovereignty (except where extenuating circumstances arise; see "The Naboo Amendments", section 4, item 1 (section 4, page 1, paragraph 1)). This excludes military involvement by the Jedi order except where approved by independent petition of a senatorial representative and a sovereign ruler to the Jedi High Council and the Supreme Chancellor of the Galactic Senate.

  5. The Galactic Senate recognizes current and ongoing domestic upheaval in the sovereignty of Ukyar and hereby agrees to the Noble member for Ukyar's request that their borders remain closed to members or associates of the Jedi Order except where that presence is requested, invited, or prior approval granted. This stipulation extends to members of the Jedi High Council. This stipulation does not extend to the Supreme Chancellor of the Galactic Senate. This stipulation will terminate at or before 5 years after the below mentioned date that these accords come into effect.

We, the representatives of planets the Galactic Republic Senate, hereby decree that we have read and understand the above accords and agree to them without reservation. We hereby welcome the Sovereignty of Ukyar to the Galactic Senate Republic.
