3 ANNUAL WINTER-FEST INDOOR SOCCER TOURNAMENT

RULES AND REGULATIONS

 

GENERAL

 

1. The objective of the tournament is to promote the game of soccer through sportsmanship, fair play and quality competition. These rules are intended to support that objective, however, all rules have

their limitations and every participant whether player, official or spectator is expected to act in

an appropriate manner.

2. The tournament has been classified by the Ontario Soccer Association as an Inter- District Indoor Soccer Tournament for amateur players and teams.

3. Players may only be registered on one team. Teams must submit their LCR TEAM LIST as proof of player’s registered on a team. Teams may bring three guest players. All names will be confirmed against the Master players List at registration.

4. The last team listed for each match will be designated as the home team. The home team must change jerseys in the case of colour conflict. The tournament host will provide a suitable game ball.

5. A team must be prepared to begin a game on the time shown on the schedule (subject to delay in tournament schedule). If not, the team will default and the opponents awarded a 1-0 winning score.

LAWS OF THE GAME

All games shall be played in accordance with the Ontario Soccer Association’s "The Rules of Indoor Soccer" with the following exceptions:

Law I: The Field of Play

The designated lines surrounding the playing surface shall define the field of play. The Goal line, Touch lines, Penalty Area, Goal Area and Penalty Mark shall be the only field markings applicable to this tournament.

Law III: Number of Players

A minimum of six- (6) players (6 v 6), are required to start a game. A game will be forfeited, if a team drops below four (4) players.

Substitutions will be allowed after a goal, half time, or during an injury. At all other times substitutions will occur on the fly. A player must be within 10 yards of his/her bench before the next player steps on the field. Neither player is permitted to play the ball until the substitution is completed (the substituted player is completely off the field). Failure to comply will result in an Indirect Free-Kick to the opposing team.

No substitution will be permitted for a player who is dismissed (Red Carded) from the game by the referee.

Law IV: Player’s Equipment

No change. However, players must wear non-marking indoor shoes. Any player whose shoes mark the floor will be asked to leave the field.

Law V / VI: The Officials

No change. TIMEKEEPERS WILL NOT BE USED.

Law VII: Duration of Game

All teams will be guaranteed four (4) games. All games will be 30 minutes in duration, with a five (5) minute warm-up.

Over-time, in the semi-finals and finals, where a game is tied at the end of regulation play, a tie will be broken by:

      1. one five (5) minute sudden death 5 v 5, half (F.I.F.A. Golden Goal Rule);
      2. If still tied, teams will advance to an additional five (5) minute sudden death 4 v 4 ; and
      3. If still tied, teams will advance to penalty kicks as per F.I.F.A. rules will apply (except all bench and field players may participate).

Law IX: Ball In and Out of Play

The ball is out of play when it touches any overhanging apparatus, or leaves the field of play (goal line or touchline), or when the game is stopped by the referee. The ball is in play at all other times.

Law XI: Three Line Violation

Will not be enforced.

Law XII: Fouls and Misconducts

No change, except that the administration of TIME PENALTIES will not be used.

CAUTIONS / DISMISSALS – Any player ejected (Red Carded) from a game shall sit out the remainder of that game, as well as the entire next game in which the team is scheduled to play. Any player receiving a second red card will be barred from further participation in the tournament. If a player receives a total of three (3) cautions (Yellow Cards), he/she must sit out the team’s next game. A PLAYER WHO RECEIVES A RED CARD FOR VIOLENT CONDUCT WILL RESULT IN THAT PLAYER IMMEDIATELY BEING EJECTED FROM THE TOURNAMENT.

All discipline cases will be reported to each team’s home District Association.

Law XIII: Free Kick

All kicks shall be INDIRECT, with the exception of a defending player denying a goal scoring opportunity within his/her own penalty area, the player shall be ejected and a PENALTY KICK awarded.

Any free kick awarded to the attacking team within its opponent’s penalty area, shall be taken from the penalty-area line, which runs parallel to the goal line, at the point nearest to where the offence was committed.

MISCELLANEOUS POINTS

Protests

Protest must be made in writing by a registered team official and must be accompanied by a fee of $50.00 cash, within 15 minutes of the conclusion of the game being protested. Protests must be delivered to the Tournament Chairperson or designated person. In the event that the protest is upheld, the fee shall be returned. No one may protest a game in which his or her team has not participated. The decisions of the referee regarding facts connected with play are final and cannot be protested (FIFA Law 5). All decisions of the PMSA Discipline/Protest Committee are final and no appeals will be allowed.

Determination of Group Winners

During round robin games, points will be determined as follows:

3 points for a WIN 1 point for a TIE 0 points for a LOSS

Placement to decide order of standings for the playoffs between tied teams shall be decided by:

Waiver/Release

The Tournament Chairperson and / or the Petawawa Minor Soccer Association will not be responsible for any expenses incurred by any team if the tournament is cancelled in whole or in part. The PMSA Committee reserves the right to decide on all matters pertaining to the PMSA Winter-Fest Indoor Soccer Tournament. The PMSA Tournament Committee’s interpretation to the rules and all other tournament documentation is final.
