Opportunities:
The best opportunity is the Maximum Security Prison. The only bad thing it does is decrease land value and cause a little pollution. But it doesn't benefit your jail system either. And it jails criminals from other cities, but it doesn't increase your crime. Always put it near your industrial zones. Monthly Payment: 250 simoleons
The worst opportunity is the Toxic Waste Conversion Plant. Although it pays you the most money, and provides jobs to some of your sims, it creates more pollution than a coal power plant! This is the last building the sims want to live next door to. It is wise not to accept it, but if you have barely any money left accept it, and put it in the corners of your city. Monthly Payment: 400 simoleons
The Casino Row causes crime but you can place police stations next to it and the crime decreases. I've place one police station next to my Casino and there was barely any crime left near my casino. The best place to put it is at the edge of your city but you can place it anywhere as long as there is adequate police protection. Monthly payment: 350 simoleons
Gigamalls put small commercial buildings out of business, lower Commercial demand, cause traffic jams but you can solve that problem, decrease land value, and add a little pollution.However, if you're getting tired of the commercial demand it can be worth it. The best place to put it is anywhere outside of your city center. Monthly payment: 300 simoleons
Roads and zones
Residential zones need to be at most 4 tiles away from the nearest
road tile (5 if you enacted the shuttle service ordinance.)
Commercial zones need to be at most 3 tiles away from the nearest
road tile (4 if you enacted the shuttle service ordinance.)
Industrial zones need to be at most 5 tiles away from the nearest
road tile.
General Tips
Don't place landmarks. They look good but they don't do anything but waste space. And UFOs are attracted to them. Place parks and trees to fill in your empty spaces instead because they reduce pollution and increase land value and parks increase population caps.
It's okay to place residential and commercial zones next to industrial. Eventually the sims will get used to the nearby industrial and land values will increase. My city has "Very High" land value buildings next to my industrial buildings.
Don't overfund the road budget budget if not previously underfunded. It won't do anything but waste money.
Zone for a landfill, even if you don't need it, just in case the incinerators lose capicity or are destroyed. Recycling centers can't take 100% of your trash. Even if you have Neighbor deals, you should zone landfill, just in case the connection is destroyed.
UFOs are attracted to the following buildings:
Nuclear Power Plants, because if they destroy that, then it will spread radioactive radiation.
The Space Port
Landmarks
Airports
Waste to Energy Incinerators for some reason.
Subways and Bus Stops
Always build subways, railroads, and bus stops as early as possible, because if you have to build them late, then you have to bulldoze some buildings to make them. Also don't build railroads. They waste a lot of space, especially the stations. All stations can handle at most 877 passangers. After that you have to expand it by placing one next to it or let traffic around the area increase.
