4. CONSTITUENCY ASSOCIATIONS

(a) Members shall be organized according to their residence in the federal electoral districts of Canada. Members temporarily residing outside of Canada shall be assigned to the federal electoral district in which they vote for federal elections.

(b) The Constituency Association Constitution set forth in "Schedule B" appended hereto and which is incorporated into and forms a part of this Constitution, shall be the Constitution of all Constituency Associations.

(c) Where there are at least thirty (30) Members resident in an electoral district they may apply to obtain Alliance recognition as a Constituency Association of the Alliance by making application to National Council for recognition, including a copy of the minutes of the founding meeting, and a list of the Officers and Directors of the Interim Constituency Association.

(d) Where the number of Members of the Alliance residing in the federal electoral district in which the Constituency Association was formed becomes fewer than thirty (30) Members, National Council, in its sole discretion, may withdraw recognition whereupon it shall cease to be a Constituency Association and any funds or other assets of the Constituency Association shall be transferred to National Office to be returned to the Constituency Association upon future recognition.

(e) The affairs of each Constituency Association shall be under the control of its Members, acting through the Constituency Association Board of Directors, who shall be responsible to ensure that the affairs are conducted in a manner consistent with the Constitution of the Alliance, and not prejudicial to the interests or well-being of any other Constituency Association, or of the Alliance.

(f) Membership lists are to be used for Alliance purposes only. No other use is permitted unless authorized in writing by National Council.

(g) National Council may call a meeting of the Constituency Association if it believes that it is necessary to do so, with notice of the meeting consistent with this Constitution.

(h) A Presidents' list of recognized Constituency Associations shall be made available to any President of a recognized Constituency Association who makes a request in writing to National Office.
