McLean Foster & Company has been awarded a contract in June 2007 to review international and market trends, review and compare Canadian legislation and regulation and prepare policy advice to the Government of Canada in connection with its spectrum policy review.
:: Telecom Sector Review and Reform Project, INCM – Republic of Mozambique
McLean Foster & Company was awarded a contract in 2007 in association with David Townsend and Associates to provide technical expertise and capacity building support to the Frequency Management Directorate of Instituto Nacional das Communicaoes de Mozambique. Specific issues being addressed include: Assignment and Licensing Policies and Procedures; Spectrum Pricing, Spectrum use plans for Broadcast, Mobile, BWA and low power devices; Planning and International Coordination Processes and Procedures
:: infoDEV ICT Regulation Toolkit Module 5: Radio Spectrum Management
McLean Foster & Co. was awarded a grant to develop the ITU/infoDEV Radio Spectrum Management Module in August of 2005.
Mr. Foster was lead author and project manager on the project. He was responsible for project planning, task planning and deliverables management.
He prepared the draft concept paper and final Overview Document. He was responsible for developing the content for 4 of the Sections of Module 5:
Policy and Planning, Authorization, Monitoring and Compliance, and Capacity Building. He authored and co-authored numerous Practice Notes and authored 5
of the new practice note specified in the terms of reference including; Guidelines for TOR for Consulting Services, Stakeholder Consultation, Investment
in Monitoring Systems, Minimal Regulatory Functions, Revenue and Spectrum Pricing. Mr. Foster guided the reference search exercise. Mr. McLean was the
eLearning and CMS technical expert for the project team. He was responsible for content upload and integration along with managing the operational
interface with the CMS services vendor.
:: Liberia Telecommunications Authority, Ministry of Communications
McLean Foster & Co. was awarded by the World Bank in 2005 and 2006 several contracts and extensions to provide technical
assistance to the LTA in a number of vital areas including: Regulatory Framework Development, Organization Development
and Spectrum Pricing. Mclean Foster & Company teamed with McCarthy Tetrault to draft the new telecommunications law for
Liberia and draft telecommunications licenses. As well Regulatory Oversight and Capacity Building Support were provided
to the recently appointed Commissioners of the LTA. Mr. Foster was the Project Director for the project.
:: Spectrum Informatics Review and Redesign - Industry Canada, Government of Canada
McLean Foster & Co. partnered with Fujitsu Canada on this contract award in 2004 to execute the planning, design, and construction of the SIRR Project for
Industry Canada Mr. Foster was the Spectrum Management Subject Matter on the project.
:: Afghanistan Telecommunications Regulatory Authority - Strengthening the Regulatory Framework
McLean Foster & Co. was awarded this World Bank project in 2003. The goal of this assignment was to create the minimal regulatory structure required for strong
sector performance in the Afghan environment, relying as much as is possible on design of licenses and competitive forces to act in the place of detailed regulation,
and recognizing the trade-off between regulatory perfection and regulatory capacity and time requirements. The McLean Foster & Co. team supported the initial creation of minimal,
transparent regulatory institutions and a regulatory unit within the Ministry, including design
of regulatory frameworks, regulations, institutional structures and procedures as well as capacity building, training and support for stakeholder participation
:: Thailand National Telecommunications Commission - Capacity Building of Spectrum Management Authority Regulatory Body
The World Bank sponsored a project in 2001 to provide advice, analysis and technical assistance and recommendations in forming the new National Telecommunications Commission of Thailand. McLean Foster & Co. was awarded the project in 2001. As a new agency the NTC was expected to go through to a period of change and adjustment.
The World Bank sought to provide meaningful advice and recommendations, which would advance the new organization and provide support when meeting these challenges.
