"Galoob", the maker of Micro Machines, went out of business in 1998. The 1999 Volkswagens set pictured above is the hardest VW set to find. I purchased at least 30 each of the 1996-1998 sets but only found one 1999 set in stores. I found the one pictured above at a Kmart in Tampa Florida. Also, there is about one a year that shows up on eBay. It is my favorite Volkswagen toy.
