Okay, the Batteries are for use with a different version of the remote. In a BETA version of RE3, you found a Remote, without any batteries in it. Then you had to locate the batteries and (duh...) combine them before you could use them on the T.V. in the Pharmaceutical Sales Office (or whatever that building is called).

The Remote Control pictured is the one you get after combining with the Batteries. Eventually I'll get around to posting a screenshot of the other remote, along with all the other prototype items.
