Ethics
Police ethics - The Police ethics is the same
as with the military profession. My research on their ethics
is very much detailed. It is summarize as follows: On this
PDF file of the ETHICAL DOCTRINES of PNP. The manual prescribes
the Ethical Doctrine for the Philippine National Police. Its
purpose is to provide moral and ethical guidance to all PNP
members.
My ETHICAL CONCERN and FINDINGS
The first concern in on the DELICADEZA, in consonance with
the requirements of honor and integrity in the PNP, all members
must have the moral courage to sacrifice self-interest in
keeping with the time-honored principle of delicadeza. Despite
this written doctrine, many of our fellow PNP elements are
still not following these ethical doctrines provided by the
organization. We can witness some of the wrong doings of PNP
on the recent program of “imbestigador” on the
police having pop session inside the barangay headquarter.
My second concern is on the issue of SETTING
EXAMPLE. All PNP members shall set good example to their subordinates
and follow good example from the superiors. It is very sad
to say that not all of the elements adhere to this ethical
doctrine. The news is full of wrong doings of these PNP elements.
We can witness several of these manifestations even in our
very presence maybe in an office or in the streets.
My third concern is RESPECT FOR HUMAN RIGHTS
- In the performance of duty, PNP members shall respect and
protect human dignity and uphold the human rights of all persons.
No member shall inflict, instigate or tolerate extrajudicial
killings, arbitrary arrests, any act of torture or other cruel,
inhuman or degrading treatment or punishment, and shall not
invoke superior orders or exceptional circumstances such as
a state-of-war, a threat to national security, internal political
instability or any public emergency as a justification for
committing such human rights violations. Hey, in the recent
Tarlac massacre or even in the past news on coercion of PNP
elements, they do it without any respect for human rights.
My fourth concern is MORALITY - PNP members shall adhere to
high standard of morality and decency and shall set good examples
for others to follow. In no instance during their terms of
office, among other things, shall they be involved as owners,
operators, managers or investors in any house of ill-repute
or illegal gambling den or other places devoted to vices;
nor shall they patronize such places unless on official duty,
and tolerate operations of such establishments in their respective
areas of responsibilities. They shall be faithful to their
lawfully wedded spouses. I admire Mr. Mike Enriquez of “Imbestigador”
, he put everyone in hot seats. I remember one of his episode
entitled “POLICE - Patola”. The police on the
cover had 3 wives that he in different occasions took three
marriage vows inside a Catholic church. It’s a thing
of the past but where is morality?
My fifth concern is INTEGRITY - PNP members
shall not allow themselves to be victims of corruption and
dishonest practices in accordance with the provisions of RA
6713 and other applicable laws. Yes, they where not the victims
but they are the ones who victimizes prey whether a civilian
or anybody of their kind.
