1.  The Kanto Cricket league Organising Committee 

Election of Officials 

1.1  To ensure the smooth running of the Kanto Cricket League, a Kanto Cricket League Organising Committee (hereinafter ‘the Committee’) of 7 people will be elected at an open meeting to be held before the season. 
 
Powers and duties of the Committee 

1.2   The Committee should act in the best interests of cricket, the Kanto Cricket League and its participants at all times. 
1.3  The Committee will be responsible for all aspects of administration of the Kanto Cricket League and will keep players informed on developments. 
1.4  Any decision reached by the Committee will be final and binding on all parties concerned. 

Composition of the Committee 

1.5 The Committee will appoint Committee members to fill roles such as: 

- Treasurer, whose responsibilities will include collecting fees, distribution of funds and reporting to the Committee on the financial position of the Kanto Cup; 
For 2002: Kei Imamura 
- Scheduler, whose responsibilities will include compiling and distributing a schedule of matches to be played in the Kanto Cup competition and facilitating changes to that schedule; 
- Statistician whose responsibilities will include receiving and maintaining Team Registration Sheets, receiving score sheets and calculating points tables; 
For 2002: both Scheduler and Statistician: Robert-Gilles Martineau 
- Liaison, whose responsibilities will be to represent the Committee in external business. 
For 2002: English: Biju Paul 
For 2002: Japanese: Shu Kanzaki 
- Equipment Import Manager 
For 2002: Mumtaz Alam 
Umpires: Umpires will be designated by the JCA.

2.  Code of Behavior 

General Behavior 

2.1  The Committee, players and others associated with the Kanto Cricket League are expected to behave so as to uphold the good name of cricket. 
2.2  Any person bringing cricket, the Kanto Cricket League, or its players into disrepute will face disciplinary action. 
2.3  What is appropriate disciplinary action will be decided by the Committee and might include preventing an offender, or his team, from participating in the Kanto Cricket league. 
2.4  Team captains should ensure that players (and, where possible, spectators) behave appropriately and should report inappropriate behavior to the Committee immediately by the appointed umpire. 

Dress 

2.5  During Kanto Cricket League games, players should dress in cricket attire meaning white or cream long pants and a white or cream shirt with collars. 
2.6   Coloured shirts may be worn provided: 
2.6.1  that the entire team wears the same colour shirts and 
2.6.2  that the shirts are designed for playing cricket. 
2.7  Under no circumstances may jeans, T-shirts or other inappropriate clothing be worn. 
2.8  If a team or player is doubtful whether their selection of clothing is appropriate, it should first seek the approval of a committee member. 
 
3.  Team Eligibility 

Conditions of Participation 

3.1  A team may participate in the Kanto Cricket League competition on fulfillment of the following conditions: 
3.1.1 Submission of a Team Registration Sheet which includes the full names of 12 or more players on or before the date specified by the Committee. 
3rd of March for 2002 
3.1.2 Payment of Yen 40 000 into a bank account designated by the Committee on or before the date specified by the Committee. 

3.1.3 Possession of a set of stumps for use at Kanto Cricket League matches. 
3.1.4  Nomination of 2 team representatives who will be the contact points on matters relating to administration of the Kanto Cricket League. 
3.2  Any team wanting to join in the Kanto Cricket League after the beginning of the season should submit a team list (as above), pay Yen 40 000 (as above) and be recommended by a member of the Committee who should provide the applicant with a copy of the rules of the Kanto Cup. 

Failure to Comply 

3.3  Any team which fails to comply with the above mentioned conditions will not be allowed to participate in the Kanto Cricket League and may be precluded from participating in future competitions. 

4.  Player Eligibility 

Conditions of Participation 

4.1  To participate in the Kanto Cricket League, a player should have his full name included on the Team Registration Sheet (see 3.1.1). 
4.2 A player may join a team and participate in the Kanto Cricket League at any time during the season provided that his name is submitted at least 48 hours before the start of a match in which that player intends to participate. 
4.3 As from 2002, any player participating in the Kanto Cricket League must hold a proper visa of at least one year. Players overstaying their visa will not be allowed to participate. 

Disputes Regarding Eligibility 

4.3 Before a match begins, each captain will present a team list to the opposing captain who may approve or reject the list. If the list is approved, the match will proceed. If the list is rejected and the captain who submitted the list does not amend the list to the satisfaction of the opposing captain, the matter will be referred to the Committee for decision. 
4.4 Once the match begins, the team list will be deemed approved by the opposing captain and he can not raise any subsequent objection about eligibility of players, except in the case of visa abuse. 
 

Transfer of Players 

4.5  Players can only register and play for one team in the Kanto Cricket League unless the Committee gives advance written permission for a player to transfer to a different club. 

Failure to Comply 

4.6 Any team found to be abusing rules related to player eligibility will be disqualified from the competition and will have to reapply for entry the following season. 
 
 

5.  Kanto Cricket League Funds 

Use of Funds 

5.1  Kanto Cricket League Funds will be used to cover the costs of running the competition and improving playing conditions for all players. Likely costs include communication costs, traveling costs, umpire fees, equipment costs and trophy costs. 
5.2  A team representative may request funds from the Treasurer who will authorize payment of an appropriate amount having consulted the Committee. 

Financial Reports 

5.3  The Treasurer will issue a financial report once each year and when requested to do so by a team representative or member of the Committee. 

Misuse of Funds 

5.4  Anyone found to be misusing Kanto Cricket League Funds will be severely dealt with by the Committee and, where appropriate, legal remedies will be sought. 

6.  Competition Format 

Laws of Cricket 

6.1  All matches will be played in accordance with the current edition of the Laws of Cricket as published in English by the MCC and in Japanese by the Japan Cricket Association (JCA). An official “Laws of Cricket” handbook will be issued to each team and all participants in the Kanto Cup are expected to familiarize themselves with the contents. 

Duration of Matches 

6.2  A match will consist of 40 overs per side and any one bowler will be allowed a maximum of 8 overs. Each bowler’s allocation will be proportionally reduced in the event of a time-reduced match. Each match shopuld be started at the most at 11:00 a.m. 

Rain Affected Games 

6.3  In the event of a match being shortened due to rain the following steps should be taken: 
6.3.1  Assess the total time lost in blocks of 30 minutes 
6.3.2  Reduce the game by 10 overs (5 overs per side) for each 30 minute block of lost time 
6.3.3  This will apply up to a total lost time of 120 minutes (20 overs per side) 
6.3.4  When the total of lost time reaches 121 minutes the game should be abandoned as a draw. 

Calculating Targets 

6.4  A match result will be recognized after 20 overs have been bowled to the team batting second. If a game is abandoned after 20 overs have been bowled to the team batting second, the result will be decided according to the following (ICC approved) rules: 
6.4.1  Note, these rules are to be applied when the game is shortened after commencement of play. 
6.4.2  The formula is : 

   Target Score =  Norm 2 x Runs Scored 
     Norm 1 

6.4.3  “Target Score” is the number of runs required by the team batting second in order to tie the game. 
6.4.4  “Norm 1” is the Norm for the team batting first as explained by Annexure ‘B’ herewith. 
6.4.5  “Norm 2” is the Norm for the team batting second as explained by Annexure ‘B’ herewith. 
6.4.6  “Runs Scored” is the number of runs scored by the team batting first 
 
 

Groups 

6.5  As for 2002 teams participating in the Kanto Cricket League will be divided into two Divisions and will play all other teams in their group. The bottom two clubs of Division 1 will be demoted to Division 2 while the two top clubs of Division 2 will be promoted to Division 1. 
 

Points 

6.6  Points will be awarded as follows:

Net Run Rate will be considered in case two teams end up with the same number of points

Final (KCL Tophy) to decide 2002 season Division 1 Winner. 

6.7  As for 2002 the top two teams in Division 1 will contest the Final. In the event of two (or more) teams finishing the first round with an equal number of points, the team(s) with the better economy rate (calculated by dividing the total number of runs scored by a team by the number of wickets lost) will contest the Final. 

6.8  The venue  and date for the Final will be announced after the first round games have been completed. 

6.9 Final match is to be played under the same rules as are specified for first round games. 

Match Schedules 

6.10  The Scheduler will distribute a schedule of first round Kanto Cup matches. 
6.11  Matches may only be rescheduled : 
6.11.1  Due to unavailability of a ground on the scheduled day; 

6.12  Prior to the scheduled day, teams may relocate their game to a different venue provided: 
6.12.1  Both captains consent to the change 
6.12.2  The Scheduler is notified in advance in writing of the proposed change and gives his written consent and 
6.12.3  The change does not affect any other game in any way whatsoever. 
6.13  Teams, which contravene any rule contained in this section, face immediate disqualification or other disciplinary action. 

Commencement of Play 

6.14  Prior to the game, the captains will decide at what time play will commence (taking into account the likely duration of the game, weather conditions etc.) If a game commences later than the agreed time, the team responsible for the delay will lose one over (from the number of overs allotted when they bat) for every three minutes the game is delayed. 
6.15  In the event that neither team is able to commence at the scheduled time, the captains may agree to reduce the number of overs per side provided that the number of overs bowled to each team is not less than 20. 
6.16  Team captains will be responsible for 
6.16.1  anticipating delays which may arise due to traffic, travel distance etc. 
6.16.2  contacting the opposing captain to agree a reasonable starting time 
6.16.3  ensuring all team members arrive before the agreed starting time. 
6.17  Any dispute arising from delayed games should be referred to the Scheduler or, in his absence a member of the Committee. 

Scoring 

6.18  Scoring of Kanto Cricket League matches should be accurate and, where possible, teams should provide a scorer who is not participating in the game. 
6.19  Any person scoring during a Kanto Cricket League match should familiarize themselves with the Laws of Cricket and scoring methods. 
6.20    Disputes arising from scoring of games will be referred to the Committee whose decision will be final. 

Umpires 

6.21  The KCL Committee will designate one or two umpires who: 
6.21.1  have a sound knowledge of the laws of cricket 
6.21.2  will fulfill their duties as umpires in a fair and unbiased way. 
6.21.3 if only one umpire is designated by the KCL, he shall officiate as the main umpire for the wole duration of the game. The batting team will provide a leg umpire. 

6.24   The captains jointly bear the responsibility of ensuring that any dispute arising on the field is dealt with quickly and equitably so that the game can continue in good spirits. 
 
6.25  Any player found to be intimidating an umpire or otherwise making it difficult or unpleasant for an umpire to fulfill his duties will face severe disciplinary action. 

6.26. Umpire(s) designated by the KCL Committee will submit a written report (fax or e-mail) on the game to the Committe within 48 hours if he feels he should do so. 

6.27. As for 2002, the travelling, lunch & drinks costs (if any) of one (only) umpire will have to be paid jointly by the two tams taking part in the game. 
 
 

Score Sheets 

6.28  Within 2 days of the completion of a match, both captains must send the score sheet - filled out in the prescribed manner and signed by both captains to the Statistician. For an example score sheet, see Annexure ‘C’ herewith. 
6.29  Failure to send score sheets will result in team at fault receiving no point for that game. 
6.30  Illegible or inaccurate score sheets, score sheets which are not in the prescribed format will result in team at fault losing one point for that game. 
6.31  Match reports should be submitted in the prescribed format within 48 hours of the completion of a game. 

7. Dispute Resolution 

Resolution by the Parties 

7.1  Any dispute arising between players or administrators of the Kanto Cricket League competition should resolve their differences in a gentlemanly manner. 

Referral to the Committee 

7.2  Where a dispute can not be resolved by the parties themselves, it may be referred to a member of the Committee for a decision. 
7.3  If one party to the dispute does not accept the Committee member’s decision (on the grounds that is unfair or misguided), the matter can be referred to the full Committee for a decision. 
7.4  If asked to resolve a dispute, the Committee will quickly investigate the facts leading to the dispute, decide on the matter and make their decision known to the parties involved. The Committee’s decision will be final. 
7.5 Any person who fails to adhere to a decision (whether made by a Committee member or by the full Committee) will face severe disciplinary action. 

Disciplinary Action 

7.6 The Committee is empowered to reprimand players or officials, deduct points from Kanto Cricket League participants, disqualify teams from the Kanto Cup or impose any other penalty it deems fit.

2.3) Biju Paul (Indian Engineers) and Shu Kanzaki (Millennium CC) to handle player registrations and secretariat both in English and Japanese. 

2.4) Mumtaz Alam (Tokyo Giants C.C.) as Equipment Import manager.
