County Considers Comp Plan Amendment for 131 Acres of Undeveloped Land
On May 22, 2001 the Brevard County Commission heard from the public and the applicant Flagler Development Company. Even though the applicant lowered the requested densities from 30 and 12 units per acre to 12 and 6 units per acre, the Commission still voted to deny the Comprehensive Plan Amendment proposal because of traffic and density. The property, located on the north and south sides of Viera Boulevard, west of US#1 and the Florida East Coast Railroad, is part of the approved State of Florida Conservation and Recreational Lands (CARL) project.

This critical area is part of the proposed EEL's acquisition map, has Type 2 aquifer recharge, and houses diverse habitats that support populations of Federal and State listed species including on the uplands: the American Bald Eagle (T), Florida scrub-jay (T), eastern indigo snake (T), Florida pine snake (SSC), Florida gopher frog (SSC), gopher tortoise (SSC), and Florida mouse (SSC) and in the wetlands: Florida sandhill crane (T), wood stork (E), little blue heron (SSC), tricolored heron (SSC), snowy egret (SSC), white ibis (SSC). USFWS in Jacksonville, is recommending a 750-ft primary zone around the eagle nest, which would complicate development plans. There are also several occupied osprey nests on the property.

The plan amendment, 01A.1, proposed to change the Future Land Use Map designation on the subject property from Light Industrial to Mixed Use District on (35.73 acres), Residential at an Urban (30 units per acre) Density Guideline (29.64 acres), and Residential at an Urbanizing (12 units per acre) Density Guideline (65.61 acres).
