Does God directly Create Evil?

All verses are quoted from the KJV anything in [square brackets] is added by me for clarity.
"I am the LORD, and there is none else. I form the light, and create darkness: I make peace, and create evil: I the LORD do all these things." Isaiah 45:6b & 7
This verse is sometimes used to show that God does create evil. However one should ask - how did God create this evil?
Look at the structure of the verse - "I form the light, and create darkness". Science tells us that light is made up of photons, but what is darkness made up of? It isn't made up of anything, it is an absence of light (photons). When this verse says that God created darkness, it is saying that by forming the light there must be an antithesis - darkness. Also we should notice that the structure is similar for the next part of the verse where it says "I make peace, and create evil". So we can surmise that by God making peace (good) there also must be an opposite (antithesis), that is, an absence of peace - which is evil.
