SPOT THE DIFFERENCE. The photo at the top, taken in the afternoon of Oct. 31, 2003, shows the P1-million worth of work on the Biliran Museum and Provincial Library Project in the Biliran Provincial Capitol compound, which is being funded by the provincial government. This project, which was started last January 2003, shall feature recyclable items from the demolished old Town Hall (hardwood floor, stairs, etc.). The photo at the bottom, taken in the morning of Nov. 1, 2003, shows half of the alleged P9.6-million worth of work on the unfinished Naval Gymnasium Project, which is implemented by the Biliran Engineering District and started in November 2002.
