So far, I have only been able to find one web site for a company that meets all of my criteria for high-quality DVD & VCD transfer services.  They use a 'post-capture encoding process' (not real-time encoding), can use video processing tools to improve the appearance of your video and have a published quality-control policy.  They also offer transfers to DVD, using multi-pass variable bit rate encoding (as described on my MPEG Encoder page).  Their prices are very reasonable, and their service is great.  Click below to visit their web site.
