The Head of State The Head of State shall serve as the executive officer for their State Chapter. The Head of State is responsible for the general oversight of the State Chapter. The Head of State is elected from among the nobility within a State Chapter at a State Court once every two years. The peerage title of the Head of State is tied to that of the State Chapter’s membership, as set forth for Shires. The Marshal of State The Marshal of State is the logistical head for all tournament events. He is also charged with the task of maintaining safety for all tournament events for their State Chapter as set forth in the Marshal's section of the ROC Handbook. The State Marshal also serves as the Sergeant of Arms for all State Courts. The State Marshal is elected from among the Knighthood of the State Chapter at a State Court once every two years. The peerage title of the State Marshal is tied to that of the total membership of the State Chapter’s knighthood, as set forth for Shires. The Exchequer of State The Exchequer of State is responsible for the maintenance and oversight of the financial records pertaining to their State Chapter. The Exchequer of State is the Head of the Finance Guild for their State Chapter and is elected by all members of the Finance Guild once every two years. The peerage title of the Exchequer of State is tied to that of the total membership of the State Chapter’s Finance Guild, as set forth for Shires. The Clerk of State The Clerk of State is responsible for the record keeping, database, mailings, etc. for their State Chapter. The Clerk of State is the Head of the Clerk’s Guild for their State Chapter and is elected by all members of the Clerk’s Guild once every two years. The peerage title of the Clerk of State is tied to that of the total membership of the State Chapter’s Clerk’s Guild, as set forth for Shires. The Chancellor of State The Chancellor of State shall serve as the spiritual adviser for the Head of State and his Council of Barons. The Chancellor of State is the Head of the Clergy Guild for their State Chapter and is elected by all members of the Clergy Guild once every two years. The peerage title of the Chancellor of State is tied to that of the total membership of the State Chapter’s Clergy Guild, as set forth for Shires. The Herald of State The Herald of State shall serve as the master of ceremony and voice of the Head of State at all official State functions and events. As such the Herald of State is also charged with the task of maintaining the Roll of Arms of their State Chapter. The Herald of State is the principal officer in charge of their State Chapter’s College of Arms and is elected by all members of the State Chapter’s College of Arms once every two years. The peerage title of the Herald of State is tied to that of the total membership of the State Chapter’s College of Arms, as set forth for Shires. The State Minister of the Guilds The State Minister of the Guilds is charged with representing the interests of all the Guilds at State Court and is responsible for the general oversight of the Guilds in their State Chapter. The State Minister of the Guilds is elected from among the nobility of all the Guilds within a State Chapter at a State Court once every two years. The peerage title of the State Minister of the Guilds is tied to that of the collective membership of all the Guilds in the State Chapter, as set forth for Shires. The Head of States' Adviser The Head of State may desire to appoint members to serve as Advisers on the Council of Barons. Advisers will serve in this capacity for one year. Reappointment must be made annually. All titles are tied to the office served. Upon completion of a two year term of service to the State Chapter, The Head of State has the right to grant position and title to those whom he deems of unique service to the State. These titles will become honorary for life for those who serve faithfully for a minimum of four consecutive years. Typically, if a person served as the Clerk of State, and the Clerk’s Guild and stature resulted in his title being a Viscount, the Head of State would create him Viscount.
