Criminal
While most civilians and characters live within the law, there are those who defy the rules, and seek to pervert them for their own profit.  Most of these people are Civilians or Toughs who merely don't obey the law.  However, there are those who make a career and business out of defying the law.  These people are professional Criminals.  From burglars to wiseguys, Criminals, while intended to be NPCs, can make interesting character choices as well.
