CRIMINAL  ACTIVITIES
 
 

Here we wish to cover certain events I observed in RS which are suspicious at the very least and may well be criminal.

MISSIONS FOR THE MASTER

For the benefit of those not familiar with the Dera visitation rules, people who go there must remain within the walled city for the duration of their stay.  You cannot check in and then leave to visit some
outside location and return.

Despite this rule, I noticed during the 1991 trip that some people I would see on a daily basis would
"disappear" for a few days and then I would see them again.  This mystery was solved when a man
confided that he had to leave for a few days because he had been given a "mission for the master" and would see me when he returned.  He stated that he had been chosen to deliver a package containing currency (cash money) to RS people in another country (I believe it was China)
"because they needed money to buy (RS) books".

Carrying bundles of currency across international borders is suspicious in all cases and a crime
in many cases.  Also it makes no sense to bring money to people just so they can give the money back to you to buy your books when you could just send the books in the first place.  However,
none of these concerns come to the minds of people who are "under the spell" of masters who
they believe to be god.

ACQUISITION OF RESTRICTED TECHNOLOGY

During the reign of Charan Singh, probably the closest thing to high technology at the dera was an electronic calculator.  All this changed, however, when Gurinder Singh came to power.  Apparently, because he had reportedly worked at a computer store in Spain, he knew about computers how helpful it can be for an organization leader to have everything under computer control.

In 1991, when I visited the dera, Gurinder Singh had just started his "computer center" by
persuading people who were coming to visit to bring him some laptop computers which
were set up in the meeting room of the main guest house.  Now it was called the "computer room".

From what I could tell, these computers were brought by people from the United States.
Working with them was a slow process because if something broke - even if it was as simple
as a fuse - the computer guys would have to call back to the US to find someone who was about to leave for India and get them to bring whatever was needed.  Therefore there was a constant stream
of visitors from the US who were used as couriers to bring computer supplies to Gurinder's center.

The computer center idea came directly from Gurinder Singh.  He supervised every step and
the computer guys said that they met with him every day to discuss their plans and progress.

I understand that today, according to people who have recently gone to the Dera, that Gurinder's
room full of laptops has evolved into a full scale computer complex housed in it's own building
which Gurinder had specially constructed for that purpose.

All this may look innocent enough until you realize that the export of state-of-the-art computer
hardware and software to third world countries from the United States is illegal.  Just because
you can buy computer products freely in a store in the United States does not mean you are
free to take them to India.  Additionally, India has now been put under more restrictions
for violating international guidelines with its nuclear weapons development program.  So,
at present, bringing certain computer supplies to Gurinder violates not only US laws but
also international sanctions.

Anyone with information concerning computer hardware, computer software, or other
high technology items that were sent from the United States to Gurinder Singh in India
should turn it over to the FBI.

THE INTERNATIONAL "SAFE HOUSE" NETWORK

The string of "centers" that Gurinder has built and is building perhaps deserve a closer look.

These centers are not like churches or other religious buildings which are used for spiritual activities on a routine and regular basis.  The only time a center is "open" is if there is a bhandara  (which
might happen a couple of times a year) or if Gurinder comes for an announced visit (which
might happen once in several years or more).  The remainder of the time members cannot go
to these centers unless they are picked and assigned to a work detail to maintain the center.
Consequently, the centers are "theoretically" unused about 350 days out of a typical year.

My friend in England stated that he was picked to work at the center there doing
"night reception" adding that people were subject to show up at all hours of the day or
night and they would have to be accommodated.  The question is, who are these people.
Why should people be showing up at all hours of the day and night, coming and going
from a facility which has no activities scheduled and during times when "ordinary"  members would not be allowed to go there.  What do they do - where do they come from - where do they
go when they leave.

This suggests that the centers form a network of safe accommodations for agents of
Gurinder who travel around the world doing "whatever".  It would be an ideal set up
because the people who man the centers live in a "daze" in which they believe they are
"working for god" and are programmed to obey orders without question.

LINKS TO THE INDIAN GOVERNMENT

It is hard not to notice - if you visit the Dera in India - that there is some relationship
between it an the government of India.

The first hint, of course, is that the place is guarded by the Indian military.

Other hints can be found in the organizational documents in "Origin and Growth":
Look at all the people listed as "retired" either from the Indian government or
from the Indian military who are listed in the legal documents.

Other hints are a bit more subtle.  As covered elsewhere (in the Dera Trips argument),
I met people at the dera who said they from Indian intelligence.  They were looking
for information about US satellite technology.

When you think about it, what better way to infiltrate other countries than to send
in agents who can convince key people that they are "god" and program them to
follow them and obey their orders.  In 1991 I met two people at the Dera who said
they worked for the US State Department.  That's a nice catch.
