Don't adjust your computer!  The picture isn't fuzzy, that's fog.  One morning dad and I walked out long the Ridge in this soupy fog.  It was spooky! 
This monument is called "the high water mark of the Confederacy".  It's located right behind the copse of trees that Pickett's Charge was aimed at.
