Leveling up, learning new feats and learning new spells generally require time and money to train with a teacher. This is based in part upon page 197 of the DMG 3.5.
Upon achieving sufficient Experiance Points to increase level a character automatically gets the following:
All characters gain the extra hit points associated with their new level if they stay with the same class or classes. The actual hit points only appear the next morning or after they are healed. In other words, their maximum hit points increase, but not current Hit Points. If a person is already a fighter, they get a new d10 worth of HP. If they are a wizard and fighter and are going to increase their fighter level they will gain a new d10 worth of HP. If they want to add fighter but are a wizard, then they don't get the new HP until after training.
All characters gain the increase in BAB if they are increasing an existing class. Same for Fortitude, Reflex and Will saves.
The various feats, skills, spells and such that come with each level. See DMG 3.5 page 197 for more details on cost per week for trainers. Cost of trainers depends upon class and organization membership. For examples clerics, paladins and monks can usually get free training at their appropriate temple, outpost or monastary.
Feats take two weeks to learn from somebody who knows the feat. Feats must be learned from somebody who already has the feat. The time needed to learn a feat can occur any time prior to, or at leveling up time.
Skills take one week per level for skills. from somebody who knows the skill at a higher level. Or two weeks to improve an existing skill plus the cost, if any, of training equipment if there is no teacher. .
New spells for wizards or bards must be learned from another wizard or bard; or they may be researched, which takes longer and costs more plus requires appropiate facilities. Costs as per the DMG.
New levels that give extraordinary, spell-like or supernatureal abilities take an additional week of training per level, although that training can be done at anytime between getting half the XP need to advance and actually getting the full amount of XP. Such training must come from somebody that already has the appropiate special ability.
