Oceana is a medium magic to high magic world with regards to frequency. Most people know a couple of clerics and mages that comes from their village or town every generation. This amounts to 1% of the population having some sort of magical power and training. Most of the world is low power though. Most mages and clerics are low level and can only do a few simple spells. There are a quite a few medium powered magic users, and a very small number of powerful magicians and clerics. These definiations of magic levels and powers comes from Uncle Figgy. The number and levels of magicians comes from educated guess work by looking at the d20 rules.
High powered magic users (clerics or magicians) are known throughout their kingdom, and often in nearby kingdoms and islands. Some of the most powerful are known across large portions of Oceana. They are viewed with awe and subject to a lot of political manuevering.
Medium powered magicians and clerics are the backbone of magical technology. They can be found in cities and towns near large cities. Magicians are more likely to found as business groups if they are in a town instead of a city. The occasional mid-level cleric or magician will be found as part of a minor lords staff on some of the many independent islands.
Almost every village has at least three people who can do some sort of magic. They are more likely to be cleric for a specific deity rather than a magician. This would include their acolyotes and apprentices. They are also mostly 1st or 2nd level. They are likely to have another job, and to offer magic for free to their fellow villagers.
The following table should help put it in d20 terms. This table is for world wide percentages of clerics and magicians. As such, it can be applied to any kingdom, city or town once the population is known.

Most of the spells are for non-combat use, and act as a replacement for Earth methods, materials or devices. Magic in Oceana in many ways replaces both basic and advanced technology from Earth.
As a general rule, magic can not create something out of nothing. This includes food, water, creatures, metal or other materials. Magic in Oceana can not create food or water out of nothing, but it can transmute organic matter into food, and purify water based liquids into drinkable water.
I have not decided upon if magic and magical items can work forever. This is especially true of magical spells like permanent flame or continual light.
